Kasaragod, Aug 15: It is not an unusual sight in the State to see hundreds of costly vehicles, including trucks, two-wheelers and passenger utility vans, rusting in open spaces, thanks to procedural wrangles.

Similarly, around hundred vehicles seized under the provisions of the Abkari act were in the custody of the Excise Department in the district, the sources here said.
Unable to provide requisite security cover nor proper documentation for such vehicles, some are even seen enveloped with creeper and other plants especially during monsoon.
The vehicles are not only allowed to get damaged but thieves remove costly engine and other spare parts including tyres.
The dismal situation, mainly attributed to procedural delay and litigation in settling the case, is causing huge loss in revenue to the State exchequer due to lack of a swift mechanism to speed up the auction procedures, a senior police official here said.
A senior Excise official said that they had initiated steps in recent months to see that the vehicles impounded under the Abkari act are auctioned at regular intervals by simplifying norms and even opting for e-auctioning. .
Notwithstanding the meeting by senior police officials twice a month on an average to review steps taken to release the seized vehicles, there seem to have been no marked change in the scenario as the authorities are driven to comply by court orders in some cases, the official said. He said there was an urgent need for relaxing norms to see that the seized or abandoned vehicles are allowed to get back on roads.
