'Parallel' Palike office: Engineer was charge-sheeted in 18 cases

January 7, 2015

Bengaluru, Jan 7: Idaya Vendon, the executive engineer in the Bruhat Bangalore Mahanagara Palike (BBMP) who was recently in the news for running a œparallel Palike office at the Vyalikaval house of Rajarajeshwarinagar MLA Munirathna, has been charge-sheeted in 18 cases by the Criminal Investigation Department (CID).

The cases pertain to the fake bills scam that took place between 2007 and 2009 during the execution of works in the Gandhinagar division. A senior police officer said charge sheets would be filed in more cases in the days to come.

The CID has been investigating the alleged scam in Rs 1,539 crore worth of works executed in three BBMP divisions ”Gandhinagar, Malleswaram and Rajarajeshwarinagar. Till date, it has filed 49 charge sheets and found various irregularities, besides instances of fake bills and work orders.

The CID has named nearly 40 engineers and an equal number of contractors in these charge sheets. Vendon was executive engineer in the Gandhinagar division. He has been charged under sections 406 (punishment for criminal breach of trust) and 409 (criminal breach of trust by a public servant) of the IPC.

œIt's a huge task to probe 10,000-odd works. We are analysing each work and getting expert opinion on the auditing and engineering aspects. The probe has revealed that quality in asphalting work was compromised in some cases while works were ordered without prior sanction in some other instances. In a few cases, bills were generated though there had been no work at all, an officer said.

Sources in the BBMP said that Vendon, a permanent BBMP staffer, had joined the civic agency as a work inspector/junior engineer. According to a senior BBMP official, Vendon spent most of his career in the Gandhinagar division. The initial allegation was that works worth Rs 800 crore were executed in that division.

œGandhinagar is one of the oldest areas of Bengaluru and has better infrastructure. In fact, works worth Rs 800 crore in Gandhinagar had surprised the Technical Vigilance Cell under Commissioner, which first submitted the report on the alleged irregularities in three divisions, the official said.

FIRs challenged

The CID officers, meanwhile, are busy prosecuting their case and the charge sheets in the High Court. Sources said that government officials and contractors had filed 30-40 writ petitions before the High Court. Some petitions have challenged the jurisdiction of the Bangalore Metropolitan Task Force (BMTF) in registering the FIR while others prayed for quashing the same.

The BMTF had registered the FIR (04/2011) into the alleged irregularities in three divisions in 2011. However, a suspected fire at the BMTF police station on the BBMP headquarter premises prompted the State government to hand over the probe to the CID.

A similar fire had broken out in the office of the chief engineer, BBMP, west zone, in 2009, gutting many a file. Incidentally, the Gandhinagar division falls under the west zone.

While monitoring social media activity on Tuesday, Kankanady Town PSI Anitha Nikkam identified the Instagram handle ‘team_targetttt_900’ for posting a hate message alongside images of lethal weapons. Another account, ‘team_nagara_900’, allegedly shared a threatening post targeting activist Bharath Kumdelu, tagging additional pages such as KARAVALI-OFFICIAL.

Several other accounts — including ‘immu_bhai.fan’, ‘target_boy_900’, ‘kings_of_manglore’, ‘team_target_boys.900’, ‘arshad_mangalore’, ‘target_ka19_ullal’, ‘team_target__’, ‘troll_tigersz_900’, ‘tr_group_900’, and ‘team_target_900’ — are also under scrutiny for spreading similar inflammatory material, police said.

Mangaluru, Dec 7: A 34-year-old fruit and vegetable trader in Mangaluru has reportedly lost ₹33.1 lakh after falling victim to an online investment scam run through a fake mobile app.

Police said the scam began in September, when the victim received a link on Facebook. Clicking it connected him to a WhatsApp number, where an unidentified person introduced a high-return investment scheme and instructed him to download an app.

To build trust, the fraudster asked him to invest ₹30,000 on September 24. The trader soon received ₹34,000 as “profit,” convincing him the scheme was genuine. Over the next two months, he transferred money in multiple instalments via Google Pay and IMPS to different scanner codes and bank accounts shared by the scammers. Between September 24 and December 3, he ended up sending a total of ₹33.1 lakh.

When he later requested a refund of his investment and promised returns, the scammers demanded additional payments, claiming he needed to pay a “service tax” first. Even after he paid a small amount, no money was returned, and the scammers continued pressuring him for more.

A case has been registered at the CEN Crime Police Station.

Mangaluru: Public transport in Mangaluru is set for a state-led transformation as the government moves to deploy 100 new electric govt buses to replace unreliable private services. The initiative aims to provide a dependable alternative to private operators who have been frequently "cutting trips," leaving thousands of commuters stranded.

The announcement was made by Deputy Commissioner and MCC Administrator Darshan HV during a public phone-in session. The move specifically targets routes where private bus service has become erratic, ensuring that citizens no longer have to rely on a fluctuating private sector for their daily commute.

Restoring the Govt Presence

The transport crisis was brought to the forefront by Ramayya, a resident of Bajal, who highlighted a growing trend of private buses skipping morning and night trips. With the previous KSRTC (govt) services discontinued, residents have been left without a fallback option.

To fix this, the DC confirmed that the PM-eBus Sewa Scheme will bring 100 government-owned electric buses to the city:

•    Phased Deployment: The first 50 of the new 100 government buses are scheduled to arrive by March 2026.

•    State Infrastructure: Two new government depots, including one at Mudipu, are being prepared for operations.

•    Recruitment: The state has already begun training a new batch of government bus drivers to ensure the fleet is operational the moment it arrives.
