Rahul Gandhi pushes CM for more sops to farmers

October 10, 2015

Bengaluru,Oct 9: Chief Minister Siddaramaiah, who is already walking a tight financial rope, came under severe pressure on Friday from party vice-president Rahul Gandhi to extend more relief to farmers.

Left with no choice, the government is likely to announce waiver on long-standing interest on loan raised by farmers from co-operative institutions and also a hike in compensation to farmers who committed suicide.

At present, Rs 2 lakh is being given as compensation.

The announcement is likely to be made in Haveri, when Rahul will visit the district on Saturday.

Cooperation Minister H S?Mahadev Prasad said the measure will cost the exchequer an additional Rs 220 crore.

Interest, which is long overdue on short, medium and long-term loans taken by farmers from cooperative institutions, would be waived. This also means that the government would have to pay the interest component to banks on behalf of the farmer.

The government’s move has come following a direction by Rahul to Siddaramaiah to announce certain sops to the farmers. Rahul is in Karnataka on a two-day visit to console select family members of farmers who committed suicide recently.

He visited some family members of farmers in Mandya on Friday. “Farmers, who had taken loan but have not paid even interest would get relief. The cut off date for consideration will be August 31, 2015. Nearly 2.25 lakh farmers will be benefited. The principle amount is nearly Rs 536 crore, which the government will not waive,” said Prasad.

To a question by the media whether Rahul has directed the chief minister to waive the loan amount, the minister replied in the negative. “The direction is only to help farmers who are in distress. One way of helping is by clearing the long-standing interest,” he said.

There are about 78 lakh farmers in the State, and of these, 21 lakh farmers have raised loans from co-operative banks. As many as 14 lakh farmers have taken loans from commercial banks and the rest hand loans.

Only one-third of the farmers are dependent on co-operative banks. The principal amount is about Rs 12,000 crore, he pointed out.

Prasad said now the plan is to waive interest which has accumulated over the year up to August this year. And this benefit will be offered to those farmers who pay the principle amount before March 2016.

Another announcement likely to be made by the Siddaramaiah government is that revised norms for giving compensation to the family of farmers who have committed suicide.

The rules allow compensation to be paid provided agricultural land-holding is in the name of the farmer. This could be relaxed to help the family members, Prasad said.

It is estimated that 596 farmers have committed suicide in the State due to drought and financial distress. But compensation is given only after the government ascertains the reasons for death.

Addressing gram panchayat members in Bengaluru, Rahul said he has discussed about the farmers’ woes with the chief minister and his colleagues.

The chief minister will be announcing certain new initiatives for the welfare of farmers at a public meeting on Saturday, he added.

Rahul also said he has asked the chief minister to take steps to implement the Ramesh Kumar committee report on brining reforms in panchayat bodies.

Mangaluru: In a decisive move to tackle the city’s deteriorating sanitation infrastructure, the Mangaluru City Corporation (MCC) has announced a massive ₹1,200 crore action plan to overhaul its underground drainage (UGD) network.

The initiative, spearheaded by Deputy Commissioner and MCC Administrator Darshan HV, aims to bridge "missing links" in the current system that have left residents grappling with overflowing sewage and environmental hazards.

The Breaking Point

The announcement follows a high-intensity phone-in session on Thursday, where the DC was flooded with grievances from frustrated citizens. Residents, including Savithri from Yekkur, described a harrowing reality: raw sewage from apartments leaking into stormwater drains, creating a "permanent stink" and turning residential zones into mosquito breeding grounds.

"We are facing immense difficulties due to the stench and the health risks. Local officials have remained silent until now," one resident reported during the session.

The Strategy: A Six-Year Vision

DC Darshan HV confirmed that the proposed plan is not a temporary patch but a comprehensive six-year roadmap designed to accommodate Mangaluru’s projected population growth. Key highlights of the plan include:

•    Infrastructure Expansion: Laying additional pipelines to connect older neighborhoods to the main grid.

•    STP Crackdown: Stricter enforcement of Sewage Treatment Plant (STP) regulations. While new apartments are required to have functional STPs, many older buildings lack them entirely, and several newer units are reportedly non-functional.

•    Budgetary Push: The plan has already been discussed with the district in-charge minister and the Secretary of the Urban Development Department. It is slated for formal presentation in the upcoming state budget.

Mangaluru: In a significant step to curb online hate and intimidation, Mangaluru City Police have registered a suo motu case against multiple Instagram accounts accused of circulating alleged provocative and threatening content.

While monitoring social media activity on Tuesday, Kankanady Town PSI Anitha Nikkam identified the Instagram handle ‘team_targetttt_900’ for posting a hate message alongside images of lethal weapons. Another account, ‘team_nagara_900’, allegedly shared a threatening post targeting activist Bharath Kumdelu, tagging additional pages such as KARAVALI-OFFICIAL.

Several other accounts — including ‘immu_bhai.fan’, ‘target_boy_900’, ‘kings_of_manglore’, ‘team_target_boys.900’, ‘arshad_mangalore’, ‘target_ka19_ullal’, ‘team_target__’, ‘troll_tigersz_900’, ‘tr_group_900’, and ‘team_target_900’ — are also under scrutiny for spreading similar inflammatory material, police said.

Authorities have urged citizens, especially young social media users, to report suspicious pages and avoid engaging with groups that glorify violence or threaten individuals. Online hate can quickly escalate into real-world harm, and police stress that sharing or promoting such content can attract legal consequences.

Mangaluru: Public transport in Mangaluru is set for a state-led transformation as the government moves to deploy 100 new electric govt buses to replace unreliable private services. The initiative aims to provide a dependable alternative to private operators who have been frequently "cutting trips," leaving thousands of commuters stranded.

The announcement was made by Deputy Commissioner and MCC Administrator Darshan HV during a public phone-in session. The move specifically targets routes where private bus service has become erratic, ensuring that citizens no longer have to rely on a fluctuating private sector for their daily commute.

Restoring the Govt Presence

The transport crisis was brought to the forefront by Ramayya, a resident of Bajal, who highlighted a growing trend of private buses skipping morning and night trips. With the previous KSRTC (govt) services discontinued, residents have been left without a fallback option.

To fix this, the DC confirmed that the PM-eBus Sewa Scheme will bring 100 government-owned electric buses to the city:

•    Phased Deployment: The first 50 of the new 100 government buses are scheduled to arrive by March 2026.

•    State Infrastructure: Two new government depots, including one at Mudipu, are being prepared for operations.

•    Recruitment: The state has already begun training a new batch of government bus drivers to ensure the fleet is operational the moment it arrives.
