New Delhi, Mar 6: Ahead of forthcoming general elections, a group of prominent lawyers, activists, intellectuals, social, religious and political leaders from across the country on Wednesday asked the political parties to clear their stand on the draconian Unlawful Activities (Prevention) Act.

They warned that if the Congress-led UPA and other political parties do not commit to their demand of repealing the Act, they should be ready to face the music in the forthcoming elections.

More than 5000 delegates and victims from various parts of the country assembled at Talkatora Stadium here under the banner of newly formed platform People 's Movement Against UAPA to voice their strong protest against the misuse of UAPA against minorities and weaker sections of the society.

Sharing their tear-jerking experiences under police custody and in jail with the gathering, many victims said they were falsely implicated in terror cases by the law-enforcement agencies.

Coming down heavily on the government, veteran CPI leader A B Bardhan said the Communist party has been opposing the act from the very beginning.

Assuring the gathering he said that CPI will include the demand in its manifesto, he stressed the need of joint struggle against the dreaded law. While Imam of Delhi 's Fatehpuri Masjid, Mufti Mukarram Ahmed suggested that if the demand is not met, minorities especially Muslims should use the option of NOTA in the coming election.

Veteran journalist and activist John Dayal said not only Muslims but also Sikhs, Christians and tribal are being targeted under the UAPA.  “We should make all efforts that the withdrawal of this black law will become an important election issue,” he added.

State terrorism is more dangerous '

General Secretary of Welfare Party Dr Syed Qasim Rasool Ilyas has put the UPA government and its predecessor NDA government in the dock by saying that “terror attacks on the Indian Parliament and Akshar Dham Mandir were stage-managed. Quoting a meeting of Muslim leaders with a senior minister of the UPA government and affidavit of the undersecretary in the Home Ministry, he said that the real problem is State terrorism '.

Why RSS leader Indresh was not arrested? '

Asking the government why senior RSS leader Indresh Kumar was not arrested despite his name cropped up in a charge sheet, Dr Ilyas said   90 percent Muslim youths were arrested under the UAPA only because of their link with the Students Islamic Movement of India (SIMI) but no proceedings have been initiated against them.  In order to please the US, the then BJP-led NDA government first banned the SIMI without any evidence that is continued till date, he added.

The resolution passed by the Conference pointed out that “the Unlawful Activities (Prevention) Act of 1967 after successive amendments made in 2004, 2008 and 2012 contained clauses that are against the basic tenets of Indian constitution and principles of human rights and natural justice.

By making amendments to the original act in the name of fighting terrorism, the Indian parliament has incorporated the draconian provisions of lapsed special laws such as TADA and POTA into a general law.   Basic democratic rights like freedom of speech and expression and right to form association are being violated by the clauses of this law. The resolution also condemned all types of terrorism by non-state and state actors.

The Conference reminded that the basic reason for arbitrary arrests and continued detention and torture of innocents is the legal sanction contained in UAPA. It is evident that unless and until this law is withdrawn, the terrible stories of jailed innocents will continue as they are even denied statutory bail. And those, who dared to raise voice against it, are being targeted under this draconian act. The Act is detrimental to the plural structure of society and counter-productive.

Many speakers said when people stood up against the repressive laws such as TADA and POTA, the government was forced to abandon these black laws.  They also slammed secular parties for not voicing their protest against the massive misuse of UAPA on innocent minority and weaker section youths.

This may be last conference if fascist forces come to power: Ram Puniyani

Renowned activist and former IIT Professor Ram Puniyani cautioned that the coming elections are having much importance as the fascist 's forces are to grab power by any means. Without taking the name of Gujarat 's controversial chief minister Narendra Modi, he said he is pawn in the hands of fascist 's and corporate forces.  If these forces come to power, the conference will be the last conference as they won 't allow raising any dissenting voice, he warned.

While conducting the proceedings, Convener of the Movement Kamal Faruqui said the central and state government failed to take notice of large scale misuse of UAPA against minorities. The conference was addressed by lawyers, activists and community leaders including Dr Zafarul Islam Khan, Mohammad Adib(MP), Guru Charan Singh, Adv. Ashok Agarwal,. Harsh Mandar, Ravi Nayar, Waman Meshram, Adv. S Balan, Lenin Raghuwamshi, Bhai Tej Singh, Prof Manisha Sethi and others.

Prior to the conference, a meeting of victims was held at the same venue.  A group of lawyers and activists interacted with them and collected details with an intention of follow up support. The People 's Conference was concluded with a firm declaration that the movement will be further strengthened across the country till the black law is scrapped.

Bengaluru: Karnataka Home Minister G Parameshwara on Sunday said that the Special Investigation Team (SIT), probing into sexual abuse charges against Hassan MP Prajwal Revanna, will not be going abroad to bring him back, and the Interpol will share information about him.

He also cautioned political leaders about making public statements or sharing information in connection with the case, which is sensitive.

The 33-year-old Prajwal Revanna, who is grandson of JD(S) patriarch and former Prime Minister H D Deve Gowda, is facing charges of sexually abusing several women.

The scandal has raised a political storm with the ruling Congress and BJP-JD(S) engaged in a slugfest.

Prajwal Revanna is said to have flown abroad on April 27, a day after the first phase of Lok Sabha polls in Karnataka was held.

He was BJP-JD(S) alliance's joint candidate from Hassan Lok Sabha segment, which went to polls in the first phase.

"No, there is no such option. Blue Corner Notice has been issued and the Interpol will share the information. The respective country in which he is found or identified - they will inform them (Interpol) and then our agencies, the CBI will get to know, and through them we will get to know."

"So far there is no information," Parameshwara said.

He was responding to a question on reports about the SIT team travelling abroad in connection with the case.

Speaking to reporters, he said, "Investigation is going on, not to affect the investigation we don't want to share any information."

Responding to a question on Union Minister Pralhad Joshi's statement alleging conspiracy behind the arrest of BJP leader Devaraje Gowda, for making allegations against Congress leaders in connection with the case, Parameshwara said, "If anyone says anything I cannot react to it. We cannot respond to every public statement. As this is a serious case, we cannot share information until the investigation is completed."

"My request to the public and to our leaders is to be cautious while making statements. If not, based on the statements given by them, we may have to call them for investigation and record their statement under 41 A of CrPC," he added.

Asked whether JD(S) leader H D Kumaraswamy will also be served notice, the Minister said he is a former CM and that he believes that the former has taken this case seriously.

"Before giving any statements on this case or before sharing any information in the public domain, one has to be cautious, and this applies to all," he added.

Bengaluru, May 14: JD(S) leader HD Revanna has been released from Parappana Agrahara Jail today, on May 14 after he was granted conditional bail. 

He was granted a conditional bail yesterday by a Bengaluru court in connection with a kidnapping case linked to sexual abuse allegation against him and his son Prajwal.

Revanna was arrested on May 4 by Special Investigative Team (SIT) officials in a kidnapping case registered against him at KR Nagar police station in the city. The case is linked to his son and Hassan MP Prajwal Revanna’s mega sex scam. 

Representing the JD(S) MLA from Holenarsipura, he termed this case a "political conspiracy" against him.

A SIT, constituted by the Karnataka government, is probing the alleged sexual abuse against against HD Revanna and his son Prajwal Revanna.

Prajwal Revanna, the incumbent MP, is seeking another term from Hassan Lok Sabha constituency. The voting for the seat took place on April 26.

Earlier, JD (S) chief HD Kumaraswamy alleged that Karnataka government does not want a fair inquiry.

"They are misusing the office. Nothing is going to happen ultimately. They wanted character assassination of HD Revanna and for that reason, they are using their office," Kumaraswamy told ANI.

Meeting Karnataka Governor Tawara Chanda Gehlot on May 9, a delegation of the Janata Dal (Secular) submitted a memorandum and urged Gehlot to recommend a CBI probe.

Prajwal sill absconding

The JD(S) MP, Prajwal, fled to Germany after Karnataka State Commission for Women Nagalakshmi Chowdhary wrote to Chief Minister Siddaramaiah seeking an investigation into over obscene videos of Prajwal Revanna allegedly sexually abusing several women. He has also skipped summons issued by the SIT to appear before it.

The ‘obscene videos’ involving Prajwal Revanna started making the rounds ahead of the first phase of Lok Sabha elections in Karnataka on April 26, triggering a political slugfest.

A lookout notice against Prajwal Revanna has been issued at all airports in India, along with a Blue Corner notice. A Blue Corner notice issued by Interpol helps countries collect and share information regarding a person's location and their activities as part of a criminal investigation.

Mangaluru, May 8: The health officials in Dakshina Kannada are concerned over the increase in dengue cases in the rural areas of the district. They've seen 108 cases since January, compared to 45 last year. 

Dr. Naveen Chandra Kulal, who works on controlling diseases spread by insects, says humidity makes mosquitoes breed more.

People storing water in pots and drums during summer also make more mosquitoes, he added. 

In Lingappayyakadu village near Mulky, a survey found people store lots of water because they don't have regular drinking water. Dr. Kulal says this water becomes a place for mosquitoes to breed if containers aren't closed properly.

Dengue cases are also rising in Bengaluru, Mysuru, and other districts, he said. Even though there haven't been big groups of dengue cases in Dakshina Kannada yet, the health department is trying hard to stop it from spreading. They're doing things like teaching people how to prevent dengue and getting rid of places where mosquitoes can breed.

So far this year, Dakshina Kannada district has only had 16 cases of malaria. Dr. Kulal says many of these cases were among workers who came from other states to work on building sites.

Dr. Thimmaiah HR, who works for the health department, says if people have a fever, they should go to the nearest clinic or hospital. He also says they should get tested if they have symptoms of dengue or malaria and be careful about the hot weather.
