Roopa not aware of prison rules, says DGP, denies charges

Bengaluru, Jul 14: A day after DIG Prisons (Administration) D Roopa submitted a report on corruption in the Bengaluru Central Prison at Parappana Agrahara, DGP (Prisons) H N Sathyanarayana Rao on Thursday termed her an “amateur and unaware of prison rules’’.

The brewing discontent between the two came to the fore when Roopa, in a report, pointed at irregularities in the prison and rumours about exchange of Rs 2 crore with prison authorities to provide special services to AIADMK leader V K Sasikala, a convict in a disproportionate assets case.

“It is a little over two weeks since she was posted to the department and she still has to learn and understand the prison manual and how the department functions,’’ he said at a media conference on Thursday.

Suspecting a conspiracy against him, Rao assumed that the ugly spat with her could be because he sent two memos to her recently. The first memo advised her not to post photographs or videos shot inside the prison on social media networking sites and the second memo was for not attending the chief minister’s review meeting held on Saturday (July 10).

Rao said Roopa’s report was sent to his office after office hours on Wednesday. He also told reporters that Roopa had leaked sensitive information to the media even before bringing it to the notice of her seniors.

Rao got his hands on the report only on Thursday morning and said she had written the report based on rumours and there are no new revelations by her in the report. “We are contemplating taking legal action against the officer,” Rao added, giving a point-by-point rebuttal to Roopa’s report.

‘Nothing new in report’

The DIG’s report had a mention of two separate incidents of assault on a doctor and a nurse at the jail hospital. Rao clarified that a doctor was assaulted by a prisoner on June 26 at the jail hospital over a trivial issue and the police are investigating the case. “The case of a nurse being manhandled by a prisoner has not come to our knowledge and if it does, we will take action,” Rao added.

Drug menace

Over allegations that 18 prisoners tested positive for drugs, Rao said a good number of undertrials who get admitted are drug addicts. Due to their addiction, there are constant attempts to smuggle drugs into the prison, which has been curbed to a large extent. Smugglers are caught and booked, he said.

‘No massages for Telgi’

On allegations that fake stamp paper kingpin Abdul Karim Telgi having an undertrial attendant and getting massages from undertrial prisoners, Rao said that due to his ailments, the court allowed him to have an attender.

According to the prison manual, well behaved convicts can be used for such services. And on allegations that prisoners maintain medical records at the jail hospital, Rao said that according to the jail manual, convicts with a record of good conduct can be used for such services.

‘No special treatment’

On allegations about special treatment for Sasikala and corruption charges against him, Rao said: “Forget taking bribes, we don’t allow visitations even if MPs, ministers or MLAs from Tamil Nadu use their influence and call us to facilitate visiting her. Allegations of bribes are based on a rumour in her report. Let her come up with evidence and I am ready for any probe,” Rao said.

Allegations of Sasikala having a cook or aide and a kitchen in her cell are untrue, he said. “She is lodged at the ordinary woman’s barrack on the first floor and she consumes jail food which is specially packed for her from the jail kitchen to prevent anyone attempting to poison it,” Rao added.

DIG prison’s stand

Meanwhile, Roopa said she did not want to discuss anything about the report as it would violate the Official Secrets Act. “I have written my findings to the DG himself and DG-IGP with a copy to the Home Secretary and ACB. Let the government look into my report and hold an enquiry to find out who is right and who is wrong,” Roopa said.

Karnataka: BJP leader and advocate G Devaraje Gowda was arrested in connection with a sex abuse video allegedly belonging to Hassan JD(S) MP Prajwal Revanna.

According to police, Devaraje Gowda was arrested at Gulihal tollgate by the Hiriyur police in this district on Friday night for leaking the video in a pen drive.

He was arrested on a tip-off received by the Hassan police, which wanted his presence for the case.

Several explicit videos involving Prajwal started making the rounds ahead of the first phase of Lok Sabha elections in Karnataka, which took place on April 26.

The MP, a grandson of former prime minister H D Deve Gowda, is absconding and a 'blue corner' notice has been issued against him by Interpol.

Three FIRs, including charges of rape, molestation, intimidation, blackmailing and threatening, have been registered against Prajwal.

Devaraje Gowda is accused of leaking these videos, which he has categorically rejected.

He contested in the 2023 Assembly elections against JD(S) MLA from Holenarasipura H D Revanna.

H D Revanna, father of Prajwal, is at present in jail on charges of kidnapping a woman, a mother of three.

Ahead of polls, Devaraje Gowda had warned BJP’s central leadership against backing Prajwal Revanna and brought his sex scandal to light.

Bengaluru, May 5: In a major development, the Special Investigation Team (SIT) probing the sex video scandal involving JD-S MP Prajwal Revann on Saturday arrested his father and JD-S MLA H.D. Revanna following the rejection of his anticipatory bail plea in a victim kidnapping case by the People’s Representative Court in Bengaluru.

H.D. Revanna was taken into custody from the residence of his father and former Prime Minister H.D. Deve Gowda in Bengaluru’s Padmanabhanagar locality.

First, he was taken to the SIT office on the premises of the Criminal Investigation Department (CID). After preliminary questioning, the former JD-S minister was taken to the Bowring Hospital for a medical check-up.

Sources said he will be produced before the magistrate at the latter's residence later.

Commenting on the development, Chief Minister Siddaramaiah told mediapersons that he won’t interfere in the matter.

“Action should be initiated as per the law,” he said.

Deputy Chief Minister D.K. Shivakumar said, “We will not interfere in anything related to this matter. Let them get protection from the court under the law."

Shivakumar also said that let the proceedings follow the manner suggested by former CM H.D. Kumaraswamy.

Quoting a Kannada proverb, Kumaraswamy had said that those who commit crime must be punished.

The SIT officers reached the former PM’s residence soon after the court turned down his anticipatory bail plea in a case related to the kidnapping of a woman who was allegedly sexually assaulted by his son Prajwal Revanna, the sources said.

Earlier on Saturday, the SIT traced the kidnapped woman to the farmhouse of Rajashekar, the personal assistant (PA) to H.D. Revanna, at Kalenahalli village in Mysuru district.

In the court, Special Public Prosecutor B.N. Jagadish submitted that the case is about saving the life of a poor woman.

Jagadish argued that H.D. Revanna did not turn up before the authorities even after being served three notices.

Senior counsel Muthy D. Naik, appearing for H.D. Revanna, argued that the only allegation against his client is a statement that he had called the victim to his residence.

Barring this, there is nothing to prove the role of H.D. Revanna in this case, he argued, adding that the statement was made by an accused in the case, with whom his client has no connections.

He also claimed that the SIT has deliberately added IPC Section 364A, which attracts life imprisonment and capital punishment, to ensure that his client’s bail plea is rejected.

The other IPC Sections invoked in the case — 363 and 365 — attract imprisonment of less than seven years. Therefore, to prove the innocence of H.D. Revanna, he should be granted bail, Naik submitted.

Meanwhile, the woman, who had gone missing on April 29, was found locked up in the farmhouse when the SIT officers reached there following a tip-off.

Sources said Rajashekar is absconding ever since the SIT traced the missing woman to his farmhouse.

The woman is being brought to Bengaluru where her statement will be recorded.

On Friday, Karnataka Police registered an FIR against H.D. Revanna in connection with the kidnapping of the woman, believed to be one of the victims of the sex video scandal involving his son Prajwal Revanna.

The woman’s son had registered a kidnap case naming H.D. Revanna as the prime accused in the case.

His relative Satish Babu was named as the second accused in the FIR, whom the police arrested from Mysuru district on Friday.

The woman’s son alleged that his mother went missing after the surfacing of a purported sex video in which Prajwal Revanna could be seen sexually assaulting her.

He also alleged that his mother was locked up in an undisclosed location, as he pleaded with the police to initiate legal action against H.D. Revanna and Satish Babu.

Prajwal Revanna, the sitting JD-S MP from Hassan, has reportedly fled from the country.

Udupi: Udupi became the second city on the Karnataka coast after Mangaluru to launch water rationing, a senior official said on Tuesday.

Commissioner of the Udupi City Municipal Corporation Rayappa said that the rationing system will come into force from Wednesday and will continue till the water in the reservoir reaches comfortable levels.

The dam built across the Swarna river at a place called Baje, which is the only source of water for Udupi city, recorded 3.25 meters of water as against the top level of 6.30 meters.

The decision of water rationing will be reviewed periodically until the reservoir regains its fullest levels, the official said.

The Mangaluru City Corporation resorted to water rationing on Saturday following declining water levels in the reservoir built across the Nethravati river at Thumbe.
