
The 11 member committee will include the Superintendent of Police, Deputy Director of Public Instruction, Deputy Director of Pre-University Education and eight principals of schools and colleges.
Presiding over a meeting, Udupi MLA Pramod Madhwaraj said the committee would meet at the office of the Superintendent of Police within a week.
It would draw up guidelines to be followed by schools and colleges to prevent sexual harassment and ensure safety of students.
Schools and colleges should raise funds and implement closed circuit television (CCTV) cameras at the entrances of their campus. As some schools were conducting special classes for students to improve their academic performance, it would also decide on steps so that teachers were not harassed.
Schools and colleges should hold more meetings involving parents and the police. There were two views on whether students should be allowed to carry mobile phones. While some parents said mobile phones could lead to distraction, some others wanted children to carry mobile phones in the interest of their safety. This matter should be discussed by the committee.
In the next phase, a meeting of bus drivers and conductors and autorickshaw operators too would be held, Mr. Madhwaraj said.
Earlier, speaking on safety measures to be taken by educational institutions, P. Rajendraprasad, Superintendent of Police, said schools must install CCTV cameras at the entrance and other vital points. Schools must get the antecedents of all the non-teaching staff including those on contract basis checked by the police.
Parents must be informed if the school was holding special or evening classes. School premises should be thoroughly checked after it was closed.
A disciplinary committee with representation to women teachers should be set up in all educational institutions.
Educational institutions could install software to inform parents about the absence of their children in any particular class through SMS. Children should not be sent to educational institutions in overcrowded autorickshaws and buses, Mr. Rajendraprasad added.
