
A teacher by profession, Dr Balappa had dedicated his life for the society and country and jumped into freedom struggle at an early age.
Hailing from Sajipamunnur village in Bantwal taluk, Dr Balappa took part in the 1942 Quit India Movement before being imprisoned in Vellore for one-and–a-half year under British rule.
He had inspired many youngsters to jump into politics and work for social cause. Former union minister George Fernandes was also inspired by Dr Balappa in the beginning.
In Vellore prison he shared a ward with P V Narasimha Rao, who later became prime minister of India after the death of Rajiv Gandhi. He also met to know Pundit Jawaharlal Nehru and Jayaprakash Narayan.
He was also a part of the drafting committee of the declaration of land policy (Land Reforms Act) during the time of Devraj Urs.
He was a multi-lingual scholar. It was he who started Tulu Siri, the first newspaper in 1970. He was aslo the president of Seva Sahakari Bank in Bantwal for more than two decades.
