Bank unions threaten to go on strike against bank mergers from Sept 26

Kolkata, Sept 14: Four bank unions have threatened to go on a two-day strike from September 26 to protest against the government decision to reduce 10 state-run banks to four through mergers.

These four unions have also sought fulfilment of a charter of nine demands, including wage revision.

Due to strikes and holidays, the several banks across the country will remain closed from September 26 to September 29, which can affect customers' regular banking services. September 28 will be the last Saturday of the month and September 29 is a Sunday, and hence banks will be closed on those two days.

The four banking unions - All India Bank Officers' Confederation (AIBOC), All India Bank Officers' Association (AIBOA), Indian National Bank Officers' Congress (INBOC), National Organisation of Bank Officers (NOBO) - have called for a strike following the recent government announcement on consolidation of 10 public sector banks into four.

In a letter to the Chairman, Indian Banks' Association, signed by the General Secretaries of the four organisations, on Thursday, the unions said: "In accordance with the provisions contained in sub-section (1) of Section 22 of the Industrial Dispute Act 1947, we hereby give you notice that 4 Officers' Trade Union Organizations as stated above, propose to go on continuous strike from midnight of 25th September to midnight of 27th September 2019 and indefinite strike from the second week of November 2019."

The organisations have said that they are doing so to oppose the "merger and amalgamations in the banking sector."

They have also listed out nine demands -- expeditious wage revision as per Charter of Demands, with an unconditional and clear mandate from all banks; immediate introduction of a 5 day week in full; reduction of cash transaction hours and regulated working hours; halting of undue interference in the existing procedure of vigilance cases by outside agencies; under provisions of amended Section 17(A) of Prevention of Corruption Act, 2018; settlement of issues pertaining to retirees-updation of pension as per RBI formula/revision of family pension without any ceiling, quantum and percentage; and medical insurance at par with serving employees.

The other demands listed by the unions include -- adequate recruitment, scrapping NPS and reintroduction of Defined Pension Payment Scheme, reduction of service charges for customers and stopping of harassment of Officers under specious plea of non-performance.

"We strongly oppose and protest the government's move of merger/consolidation of public sector banks. Just adding two balance sheets will not make a resultant balance sheet stronger," they said in their strike notice.

Finance Minister Nirmala Sitharaman had on August 30 announced that the Punjab National Bank, the Oriental Bank and the United Bank will be merged to become the second largest PSU Bank in India. The Canara Bank and the Syndicate Bank will be merged to become the 4th largest PSB, while the Union Bank, the Andhra Bank and the Corporation Bank will be amalgamated into a single entity to be the 5th largest PSB, and the Indian Bank and the Allahabad Bank will become one entity to be the 7th largest PSB.

The Finance Minister further said that the Bank of India and Central Bank of India would remain independent. After the amalgamation, only 12 PSBs will be left in India from the 27 earlier.

Guwahati: Union Home Minister Amit Shah on Tuesday condemned the alleged sexual abuse of women involving Lok Sabha MP Prajwal Revanna, asserting that the BJP will not tolerate any insult to women.

Revanna (33) is the BJP-JD(S) alliance candidate for Hassan Lok Sabha constituency, which went to polls on April 26.

Earlier in the day, the JD(S) suspended Revanna from the party with immediate effect.

“The issue regarding Revanna that has been reported in the media is very hurtful and cannot be tolerated in any way,” Shah told a press conference here.

“The BJP’s stand is very clear; we will not tolerate any insult to ‘matri aur nari shakti’ (women empowerment),” he asserted.

Some explicit video clips allegedly involving Prajwal Revanna, the grandson of former prime minister H D Deve Gowda, were circulated in Hassan over the last few days.

The home minister said Congress has been alleging that an NDA partner’s candidate is involved in the incident, “but I just want to ask a small question - whose government is there in that state (Karnataka)?”

“The Congress is in power in Karnataka, and this matter must have come to their attention. Why has it not taken any action on it so far? We cannot take any action as law and order is a state issue,” Shah said.

Hassan MP and Lok Sabha election candidate of the BJP-JD(S) alliance Prajwal Revanna, who is facing an inquiry over the alleged sexual abuse of several women, said the truth will prevail.

The MP, who left the country as soon as the election to his constituency ended, has also sought seven days' time to appear before the Special Investigation Team (SIT) formed by the Karnataka government to inquire into the huge cache of about 3,000 explicit videos and photos allegedly pertaining to him, which have gone viral on social media.

“As I am not in Bangalore to attend the enquiry, I have communicated to CID Bangalore through my advocate. Truth will prevail soon,” Prajwal, grandson of former prime minister and JD(S) patriarch H D Deve Gowda, said in a post on X.

A case has been registered against MLA and former minister H D Revanna and his son Prajwal at Holenarasipura on a complaint lodged by their former cook and relative for allegedly sexually harassing her.

She also alleged that Prajwal made video calls to her daughter and spoke in an objectionable manner, which forced her to block him.

The MP who is seeking re-election from Hassan on a JD(S) ticket, shared a letter by his lawyer Arun G to the Deputy Superintendent of Police of the SIT, in which he has sought seven days' time to appear before the official because he is abroad.

The Karnataka government's decision to categorise the entire Muslim community as a backward caste for reservation purposes in the state has drawn criticism from the National Commission for Backward Classes (NCBC), which said such blanket categorisation undermines the principles of social justice.

According to the data submitted by the Karnataka Backward Classes Welfare Department, all castes and communities within the Muslim religion have been enlisted as socially and educationally backward classes under Category IIB in the State List of Backward Classes.

The NCBC, during a field visit last year, examined the state's reservation policy for OBCs in educational institutions and government jobs.

"All castes/communities of Muslim religion of Karnataka are being treated as socially and educationally backward classes of citizens and listed as Muslim Caste separately under Category IIB in the State List of Backward Classes for providing them reservation in admission into educational institutions and in appointments to posts and vacancies in the services of the State for the purpose of Articles 15(4) and 16(4) of the Constitution of India," the NCBC said in a statement on Monday night.

This categorisation has led to the provision of reservation benefits for 17 socially and educationally backward castes under Category I and 19 castes under Category II-A, respectively.

The NCBC said the blanket categorisation of Muslims as a backward caste undermines the principles of social justice, particularly for the marginalised Muslim castes and communities identified as socially and educationally backward.

However, the NCBC emphasised that while there are indeed underprivileged and historically marginalised sections within the Muslim community, treating the entire religion as backward overlooks the diversity and complexities within Muslim society.

"The religion-based reservation affects and works against ethics of social justice for categorically downtrodden Muslim castes/communities and identified socially and educationally backward Muslim castes/communities under Category-I (17 Muslim castes) and Category II-A (19 Muslim castes) of State List of Backward Classes. Hence, socially and educationally backward castes/communities cannot be treated at par with an entire religion," the NCBC stated.

The NCBC also voiced concern over the impact of such reservations on the overall framework of social justice, particularly in the context of local body polls.

While Karnataka provides 32 per cent reservation to backward classes in local body elections, including Muslims, the Commission stressed the need for a nuanced approach that accounts for the diversity within these communities.

According to the 2011 Census, Muslims constitute 12.92 per cent of the population in Karnataka.
