BJP leaders spreading lies to mislead people ahead of GP polls: Ivan D’Souza

Mangaluru, May 19: Claiming that the state BJP leaders were using the issue of Form 9 and Form 11 guidelines required for construction of houses in gram panchayat limits across the State as propaganda against the Congress-led government to influence electorates in the impending gram panchayat polls, MLC Ivan D’Souza said that the ruling Congress party had resolved all the problems that had been hindering the issuance of Form 9 and Form 11 to private properties in rural areas.

Addressing a press conference here on Monday, he said that the BJP leaders had begun making false statements against the state government in order to gain confidence of the people in rural areas prior to gram panchayat elections.

According to the recent guidelines issued in a circular dated May 8, 2015, the State government has empowered the gram panchayats to issue Form 9, 11A and 11B to properties lesser than one acre coming outside the jurisdiction of local planning authorities/urban development authorities through the e-Swathu scheme (digitisation of property records). The guidelines issued by the state government in the circular are aimed at simplifying the process of approving the plans for layouts in village limits, including those less than one acre.

Earlier, the approval process for properties falling outside the local planning authorities had been cumbersome, especially for those lesser than one acre. With the modification to the Rural Development and Panchayat Raj Department (RDPR) guidelines, the respective panchayat development officer (PDO) will have the authority to approve plans for layouts in panchayat limits, he said, adding that the recently issued guidelines simplified the procedure of plan approval and land conversion in rural areas in Dakshina Kannada, Udupi and Uttara Kannada districts.

He said that the concerned ministers, MLAs and elected representatives from the district, including Rajyasabha MP Oscar Fernandes played a role in the modification of the RDPR guidelines.

Mr D’Souza also informed that the Congress party would contest in all 3,399 seats in 227 gram panchayats in Dakshina Kannada district, and nomination papers had already been submitted by all the candidates. In addition to this, the party had appointed 55 observers in all legislative assembly constituencies in the district, he said, adding that the party was confident of bagging 90 percent of the total seats in the coastal district.

Criticising Prime Minister Narendra Modi for his frequent visits to foreign countries, the MLC said that the PM had become a "visiting professor" in his own country. Occupied with his frequent visits to other countries, he has forgotten to address the problems plaguing the poor in India, he said.

Mangaluru police have arrested a 27-year-old NRI on his return from Saudi Arabia in connection with an Instagram post allegedly containing derogatory and provocative remarks about the Hindu religion, officials said on Monday.

The accused, Abdul Khader Nehad, a resident of Ulaibettu in Mangaluru, was working in Saudi Arabia when the post was uploaded, police said.

A suo motu case was registered at the Bajpe police station on October 11 after an allegedly offensive post circulated from the Instagram account ‘team_sdpi_2025’. Police said the content was flagged for being provocative and derogatory in nature.

During the investigation, technical analysis traced the Instagram post to Nehad, who was residing abroad at the time, a senior police officer said. Based on these findings, a Look Out Circular (LOC) was issued against him.

On December 14, Nehad arrived from Saudi Arabia at Calicut International Airport in Kerala, where he was taken into custody on arrival. Police said further investigation is underway.
