Cauvery row: Political parties slam Centre for 'betraying' TN

Chennai, Oct 3: Political parties in Tamil Nadu today accused the Centre of "betraying" the state by seeking modification of a Supreme Court order asking it to constitute the Cauvery Water Management Board (CWMB).

The ruling AIADMK and Opposition DMK alleged that the BJP-led government at the Centre made the move with an eye on Karnataka Assembly polls scheduled in 2018.
AIADMK spokesperson C R Saraswathi said it was not clear why the Centre, "which had earlier assured to constitute the CWMB", made such a submission in the Supreme Court today.

Usually Karnataka "betrayed" Tamil Nadu on the Cauvery issue, but "why is the Centre doing it now?" she asked.

"This is the people's issue. What is the need for politics? Congress and BJP are keen on capturing power in Karnataka and are not bothered about the farmers of Tamil Nadu," she told reporters.

She said the constitution of the CWMB alone would ensure a "good solution" to the issue.

The demand for constituting the board was not new and the state government had been pressing for it ever since the BJP came to power in 2014, she said.

DMK President M Karunanidhi said the Centre has "belittled" the Indian judicial system and "betrayed" Tamils by making the submission in the apex court.

He urged the state government to convene an all-party meeting and hold a special sitting of the state Assembly to discuss the matter.

"Those in power at the Centre (BJP) have taken a sudden, biased decision with an eye on the Karnataka polls. It (Centre) has completely echoed Karnataka's voice. This is condemnable," he said.

Unable to find a foothold in Tamil Nadu, BJP has resorted to such a move with the hope of at least winning the Karnataka polls, he said.

This amounted to "belittling Indian justice delivery system and betraying Tamil people", he said, alleging that the Centre had only echoed the statements of Karnataka Ministers in the Union Cabinet on the Cauvery issue.

"Under these circumstances, the decisions of the Centre (moving the Apex Court) and Karnataka (not to release Cauvery water to Tamil Nadu) should be unitedly opposed by all in Tamil Nadu," he said.

MDMK founder Vaiko also lashed out at the Centre for "betraying" Tamil Nadu.
"By not respecting the Supreme Court, the Narendra Modi government has made a mockery of the Constitution," he said, adding it should withdraw its submission to the court and immediately constitute the CWMB.

CPI(M) state secretary G Ramakrishnan said the issue of CWMB was not new as the Supreme Court had only asked the Centre to implement a ruling given by the Cauvery disputes Tribunal in this regard.

VCK founder Thol Thirumavalavan also denounced the Centre for its "betrayal" on the CWMB issue.

TNCC President Su Thirunavukkarasar, CPI state secretary R Mutharasan, TMC Leader G K Vasan, PMK founder Dr S Ramadoss and a host of political leaders and farmers' bodies urged the Centre to constitute the CWMB.

The Centre moved the Apex Court today, seeking modification of its earlier order asking it to constitute the CWMB by Tuesday.

Attorney General Mukul Rohatgi told the court that the Centre should not have been asked to constitute the CWMB as the main civil appeal on the issue was still pending and the task of setting up the board fell under the domain of the Executive.

Palakkad: Three voters from Palakkad, Malappuram and Alappuzha, and a polling agent in Kozhikode died in seperate incidents in Kerala on Friday.

A man collapsed and died after casting his vote at Vani Vilasini in Chunangad, Ottapalam here on Friday. The deceased Chandran (68) hailed from Modernkattil  in Chunangad. Though rushed to the Ottapalam taluk hopsital, he was declared dead on arrival. Palakkad had recorded a high temperature of 40 degree Celsius on Thursday.

A Madrassa teacher, who came home after voting, collapsed and died. The deceased Alikkannakkal Tharakkal Siddhique (63) was the first voter at the polling station in Vallikkanjiram School at Niramaruthur Grama Panchayat in Tirur.

Kakkazham Veiliparambu Somarajan (82), who voted and returned home from the Kakkazham SN VT High School in Alappuzha also collapsed and died. He was a voter from booth 138.

In another instance, a polling agent died after collapsing at a booth in Kuttichira, Kozhikode on Friday. Maliyekkal Anees (66), a retired KSEB engineer from Haluwa Bazaar, was LDF's polling agent at the 16th booth in Kuttichira Government Vocational Higher Secondary School. He collapsed while doing his duty in the polling booth by 8.30 am. Though rushed to the Government General Hospital, he died by 9.15am. He is survived by wife Adakkani Veettil Zereena, childrens  Fayis Ahammed, Fadhil Ahammed, Akhil Ahammed and Bilal Ahammed.

A man also died in bike accident en route to polling booth in Malappuram on Friday. The deceased is Saidu Haji (75) of Neduvan. The bike rammed a lorry near BM School in Parappanangadi.

Polling began at 7am in all 20 Lok Sabha constituencies in Kerala on Friday.

The BJP has opened its account in the ongoing Lok Sabha elections. The party's candidate from Gujarat's Surat constituency, Mukesh Dalal, has won the polls as all his opponents are now out of the fray.

BJP's Mukesh Dalal elected unopposed from the Surat Lok Sabha seat after all other candidates withdrew from the contest, the party's Gujarat unit chief CR Paatil said today. Today was the deadline for withdrawing nominations.

The nominations of the Congress party's Surat candidate and his substitute were rejected by the returning officer over alleged discrepancies in paperwork, a development that the Congress called an attempt at "match-fixing".

"Surat has presented the first lotus to Prime Minister Narendra Modi. I congratulate our candidate for Surat Lok Sabha seat Mukesh Dalal for getting elected unopposed," Mr Paatil posted on the microblogging website X, referring to the BJP's election symbol.

Eight candidates - seven of them independents - and Pyarelal Bharti of the Bahujan Samaj Party (BSP) withdrew their papers.

The nomination papers of the Congress's Surat candidate Nilesh Kumbhani was rejected on Sunday after the district returning officer Saurabh Parghi found discrepancies in the signatures of the proposers.

The nomination form of Suresh Padsala, the Congress's substitute candidate from Surat, was also found invalid.

The returning officer had said the four nomination forms submitted by the two Congress candidates did not appear genuine. The proposers, in their affidavits, had said they had not signed the forms themselves, the returning officer said in the order.

Congress lawyer Babu Mangukiya said the party will approach the high court and the Supreme Court for relief.

Congress leader Jairam Ramesh in a post on X said the Surat developments indicate "democracy is under threat". "Our elections, our democracy, Babasaheb Ambedkar's Constitution - all are under a generational threat. This is the most important election of our lifetime," Mr Ramesh said.

Mr Ramesh alleged the "distress" of micro, small and medium enterprise (MSME) owners and the business community in PM Modi's "Anyay Kaal" and their anger have "spooked the BJP so badly that they are attempting to match-fix the Surat Lok Sabha polls, which they have won consistently since the 1984 Lok Sabha elections."

In yet another setback to the Congress party amid the ongoing Lok Sabha elections, its candidate from Indore Akshay Kanti Bam withdrew his nomination on Monday, April 29, days before voting.

Interestingly, he had reached the Collector's office with BJP MLA Ramesh Mendola to withdraw his nomination. He also reportedly joined BJP. 

Senior BJP leader and state cabinet minister Kailash Vijayvargiya in a post on X said Bam was welcome to join the BJP.

"Congress Lok Sabha candidate from Indore Akshay Kanti Bam is welcome in the BJP under the leadership of Prime Minister Narendra Modi, party national president J P Nadda, Chief Minister Mohan Yadav and state president VD Sharma," he said in the post.

The Congress had fielded Bam against sitting BJP MP Shankar Lalwani from the Indore Lok Sabha seat, where polling will be held on May 13.
