Cops hunt for VHP leader, two others in kidnap case that cost the life of DySP

Bengaluru/Chikkamagaluru, Jul 16: The Criminal Investigation Department (CID) has announced reward for information on three suspects in the kidnapping case in Chikkamagaluru that also cost the life of Deputy Superintendent of Police (DySP) of Chikkamagaluru sub-division Kallappa Handibag.

The CID has released the photographs of three suspects Praveen Khandya, Naveen Shetty and Abhi alias Abhiram alias Abhijit.

Two CID teams investigating the case are looking for Khandya, who is the VHP Shivamogga division secretary, and his associates not only in Karnataka but also outside the state.

Naveen Shetty is a resident of Sanjaynagar in Bengaluru and has cases in various police stations in Bengaluru city. Shetty, a dog breeder, had reportedly executed the kidnapping of Tejas Gowda on June 27 night on the directions of Khandya. The kidnappers had confined Tejas Gowda at Shetty's dog breeding site.

Gowda, sources said, had to return some money to Kalmane Nataraj, who runs a chit-fund business.

When Gowda did not return the money, Nataraj approached Khandya to get money from Tejas. Police had found Khandya's SUV (Scorpio) at a homestay near Karadihalli Kaval in Chikkamagaluru.

Investigating officer CID SP Dr Rajappa and his team completed primary investigations and left for Bengaluru last Monday.

Two CID inspectors are camping in the district and are continuing the investigation. Highly placed sources informed Deccan Herald that the CID team has picked up Khandya's close friend for questioning.

Khandya's mobile phone has been switched off for the past eight days.

According to the tower location, his phone was active in three states including Goa and Delhi, on the first two days of the incident. Police suspect he gave his mobile phone to his associates and went into hiding outside the state.

Sangh Parivar local leaders said, “Khandya had reportedly asked senior Sangh Parivar leaders to revlieve him from responsibilities of the Sangh Parivar as he wanted to focus on agriculture and dairy farming. As he had failed to get any directions from higher ups in the Sangh Parivar, he had not issued any statement.”

In fact, Khandya was all set to organise a press meet in Bengaluru on July 5 to clarify that he was not involved in trapping Handibag and in the Tejas kidnapping case, a close aide of Khandya's told Deccan Herald.

However, the press meet was cancelled after Handibag commited suicide on July 5. In fact, Khandya was in Chikkamagaluru town on July 4 and 5 and had met a lawyer.

After he learnt that the CID was after him, he had called his wife from an unknown number saying he was not arrested, said sources in the police department.

The police have filed a case against the trio in Basavanahalli police station. The CID has threatened action against those who help the suspects and added that informers' identities will be kept confidential. Mangaluru: Public transport in Mangaluru is set for a state-led transformation as the government moves to deploy 100 new electric govt buses to replace unreliable private services. The initiative aims to provide a dependable alternative to private operators who have been frequently "cutting trips," leaving thousands of commuters stranded.

The announcement was made by Deputy Commissioner and MCC Administrator Darshan HV during a public phone-in session. The move specifically targets routes where private bus service has become erratic, ensuring that citizens no longer have to rely on a fluctuating private sector for their daily commute.

Restoring the Govt Presence

The transport crisis was brought to the forefront by Ramayya, a resident of Bajal, who highlighted a growing trend of private buses skipping morning and night trips. With the previous KSRTC (govt) services discontinued, residents have been left without a fallback option.

To fix this, the DC confirmed that the PM-eBus Sewa Scheme will bring 100 government-owned electric buses to the city:

•    Phased Deployment: The first 50 of the new 100 government buses are scheduled to arrive by March 2026.

•    State Infrastructure: Two new government depots, including one at Mudipu, are being prepared for operations.

•    Recruitment: The state has already begun training a new batch of government bus drivers to ensure the fleet is operational the moment it arrives.

Mangaluru: In a decisive move to tackle the city’s deteriorating sanitation infrastructure, the Mangaluru City Corporation (MCC) has announced a massive ₹1,200 crore action plan to overhaul its underground drainage (UGD) network.

The initiative, spearheaded by Deputy Commissioner and MCC Administrator Darshan HV, aims to bridge "missing links" in the current system that have left residents grappling with overflowing sewage and environmental hazards.

The Breaking Point

The announcement follows a high-intensity phone-in session on Thursday, where the DC was flooded with grievances from frustrated citizens. Residents, including Savithri from Yekkur, described a harrowing reality: raw sewage from apartments leaking into stormwater drains, creating a "permanent stink" and turning residential zones into mosquito breeding grounds.

"We are facing immense difficulties due to the stench and the health risks. Local officials have remained silent until now," one resident reported during the session.

The Strategy: A Six-Year Vision

DC Darshan HV confirmed that the proposed plan is not a temporary patch but a comprehensive six-year roadmap designed to accommodate Mangaluru’s projected population growth. Key highlights of the plan include:

•    Infrastructure Expansion: Laying additional pipelines to connect older neighborhoods to the main grid.

•    STP Crackdown: Stricter enforcement of Sewage Treatment Plant (STP) regulations. While new apartments are required to have functional STPs, many older buildings lack them entirely, and several newer units are reportedly non-functional.

•    Budgetary Push: The plan has already been discussed with the district in-charge minister and the Secretary of the Urban Development Department. It is slated for formal presentation in the upcoming state budget.
