Operation Beti Uthao: RSS accused of child trafficking; no action by police

In a sensational charge, Rashtriya Swayamsevak Sangh (RSS) has faced accusation of 'baby snatching'. News magazine Outlook has reported that Sangh Parivar women have taken away tribal girls from Assam.

The parents were told that the girls were being taken away for educating them but now they are not able to contact the kids. Journalist Neha Dixit has reported that 30 girls in the age group 3-11 years were taken away by two women of Sangh parivar outfits Rashtra Sevika Samiti and Sewa Bharti on promise of education but they didn't come back.

“None of the girls have been put into proper schools...” She wrote in the report, “The Bodo and adivasi girls, taken away from their homes, have now embraced patriarchal ideas of honour, sati and jauhar instead of turning to their own brave tribal women warriors like Tengfakhri, who fought criminals in the British era instead of committing suicide like the Rani of Chhota Kashi. The bravery' being instilled in these girls is limited to the Sangh's Hindu state-building efforts as wives, mothers, recruiters and sometimes propagandists. They return home indoctrinated and embittered, their teenage rebellion channelised into radical religiosity,” says Dixit.

The expose 'Beti Uthao' or Operation Babylift has been published in the latest issue of the magazine. It begins with the story of six-year-old Babita, a girl in Kokrajhar, who was also taken away in a similar manner. The parents were cheated and now they have no clue about the whereabouts of the daughter.

The reports — investigated separately by the news organisations for about three months, say that the Anti-Human Trafficking Unit of the Crime Branch, Delhi Police, along with some other agencies, swooped down upon the the girls along with their local handlers — one Korobi Basumatary and Sandhya Tikde associated with Sewa Bharati – as soon as they stepped out of the Poorvottar Sampark Kranti Express around 7.40 pm. on June 11, 2015, at the New Delhi Railway Station. The Outlook report also names the involvement of yet another RSS outfit, Rashtriya Sevika Samiti, in the case.

The Crime Branch reportedly was tipped off by Child Line India Foundation, an NGO working for the protection of child rights in India, alleging that these poor girls were being trafficked. The age group of the girls, belonging to Bodo and Santhal communities from Assam's Kokjrajhar district, ranged between 8 and 14.

No action taken by police

The Outlook report stated, “On June 16, 2015, a week after the girls were taken away, the Assam State Commission for the Protection of Child Rights (ASCPCR) wrote a letter (ASCPCR 37/2015/1) to the ADGP, CID, Assam Police, and marked it to the National Commission for Protection of Child Rights, calling this incident against the provision of Juvenile Justice Act 2000' and concluded that it amounts to child trafficking'. The commission requested the police to initiate a proper inquiry into the matter and take all necessary steps to bring back all 31 children to Assam for their restoration'. The police was asked to submit an Action Taken Report to the ASCPCR within five days of receipt of the letter. No action was taken; no report was filed; no cognisance was taken by the National Commission for Protection of Child Rights, which is monitored by the BJP-ruled Centre.”

“After the ASCPCR letter to the police and other government bodies, members of the Child Welfare Committee (CWC) of Kokrajhar made several visits to the houses of the trafficked girls.”

It further said, “On June 22, 2015, Malaya Deka, the chairperson of CWC, Kokrajhar, wrote a letter (CWC/KJR/06/2015) to the CWC, Surendranagar district, Gujarat, requesting the restoration of children from Assam staying at Saraswati Shishu Mandir, Halvad, Surendranagar'. The letter says: …we have to look into these girls' tender age and agony of being separated from parents and relatives that violates their rights and the whole spirit of Juvenile Justice Act. It will be convenient for you to bring children to Guwahati from where concerned District Child Protection Units will be entrusted to take back children to their families in Kokrajhar.'”

“Sewa Bharati and Rashtra Sevika Samiti, however, sought to circumvent this by obtaining affidavits from the children's parents, signed in the presence of a notary public and judicial magistrate in Kokrajhar on July 13, 2015, a month after the girls were taken away. The 31 affidavits give consent to the RSS-affiliated Shikshika Manglaben Harishbhai Raval Kanyachatralaya/ Vidya Bharati Saulagna Saraswati Shishu Mandir, Surendranagar, Gujarat' to take the girls away for education.”

“After the investigation began, RSS volunteers took away every single document and photograph of the girls from the parents so that they could not establish their relationship with them,” Dixit said.

Adha Hasda, the father of one of the girls, Srimukti, told her, “I never wanted to send my daughter so far. What if she fell sick? What if she needed me? Where will I go looking for her?” He accused his neighbour Mangal Mardi, an RSS worker, for forcing him to do so. Mardi's daughter was also one of the 31 girls sent out of the state. Though Hasda had not spoken to his daughter for over a year now, Mardi said he had and knew that she was studying in Punjab.

“The parents couldn't follow up with the local handler, Korovi, as she is Guwahati based and had stopped visiting Kokrajhar thereafter. The places from where the girls were picked by her with Sandhya are remote areas, quite far from the Kokrajhar town. They are poor and can't afford to travel to Guwahati,” she said.

As per a Supreme Court directive in September, 2010, children below the age group of 12 are barred from being sent outside Assam and Manipur for education. The directive came in response to a probe into trafficking of 76 children from these states, most of them minor girls, to “homes” run by Christian missionaries in Tamil Nadu.

In spite of the SC order, over 5000 children have gone missing in Assam between 2012 and 2015, according to a CID report quoted by Outlook. The report quotes a leading child rights activist from Kokrajhar as saying, “Prominent children's aid organisations, such as Unicef, emphasise on improving social conditions within the children's local setting, rather than upro¬oting them. But the RSS is arm-twisting activists and parents and brazenly flouting laws to send children away for indoctrination. Moreover, with the new BJP government at the Centre and in Assam now, no one wants to touch this case of trafficking of 31 girls as the RSS is involved.”

It adds, “And he adds, laughing, Guess this is the real idea behind PM Modi's flagship programme for girls—Beti bachao, beti padhao!'”

Soon after the story got published on Friday, Bobeeta Sarma, a prominent member of the Assam Pradesh Congress Committee, tweeted, “Safety of our girls at stake in the name of change? This needs to be brought up in Parliament.”

Bengaluru, May 18: JD(S) patriarch HD Deve Gowda, who turned 92 on Saturday, broke his silence on the sexual abuse charges leveled against his grandson and MP Prajwal Revanna. He stated that he has no objection to the action taken against him if found guilty. However, he mentioned that the cases against his son, JD(S) MLA HD Revanna, who is facing charges of sexual harassment and kidnapping of a woman, were 'created'. He refrained from further commenting as the matter is sub judice.

Recently, Gowda announced his decision not to celebrate his birthday and requested well-wishers and party workers to wish him from wherever they are.

"... I don't want to comment on things that are going on in the court regarding Revanna. Prajwal Revanna has gone abroad. Regarding that, Kumaraswamy (Gowda's other son and state JD(S) chief) has, on behalf of our family, said it is the duty of the government to take action in accordance with the law of the land," Gowda said.

Addressing reporters, the former PM said, "There are several people connected to these sexual abuse cases. I don't want to mention anyone's names. Kumaraswamy has stated that those involved in this matter should face action, and the affected women should get justice and compensation."

"There is no objection from us to taking action against Prajwal. But people have come to know the facts about the allegations made against Revanna, how the case has been created. In one case, he has been granted bail, and in another case, the judgment is expected day after tomorrow... I don't want to comment on it," he said, concurring with Kumaraswamy's statement that if found guilty, no one should be spared.

Prajwal (33) is facing charges of multiple instances of sexually abusing women. The scandal has sparked a political storm with the ruling Congress and BJP-JD(S) engaged in a slugfest.

Prajwal reportedly left for Germany on April 27 and is still at large. An Interpol Blue Corner Notice has been issued against him in an effort to bring him back.

He was the BJP-JD(S) alliance's joint candidate from the Hassan Lok Sabha segment, which went to polls on April 26.

Meanwhile, Gowda's 66-year-old son, Revanna, a former Minister, has been granted interim anticipatory bail from a court here in a sexual harassment case in which his son Prajwal is also an accused.

Asked whether there was a conspiracy to defame and politically scuttle his family, Gowda said, "It is true... considering all that has happened, several people are involved. I won't mention names. Kumaraswamy will address what action needs to be taken."

Responding to a query on BJP leader and advocate G Devaraje Gowda's allegations that Deputy Chief Minister DK Shivakumar is behind the circulation of a pen drive containing explicit videos involving Prajwal Revanna, Gowda said Kumaraswamy will respond to all of this.

"We have seen in the media what Devaraje Gowda has said. Kumaraswamy, as the party's state President, has been actively responding to all this. He will speak. I won't at this point. I had campaigned for the Lok Sabha polls. On June 4, after the Lok Sabha poll results are announced, I will meet with you (media)," he added.

Gowda also appealed to media persons campaigning near his house to end it. "I also appeal to your owners."

Bengaluru: JD(S) leader H D Kumaraswamy has claimed that 25,000 pen drives with videos of women being sexually abused allegedly by his nephew, Lok Sabha election candidate Prajwal Revanna, were distributed before polls, and accused Chief Minister Siddaramaiah and his deputy D K Shivakumar of a conspiracy.

The former chief minister also sought to discredit the Special Investigation Team (SIT) formed by the Congress government on April 28 to probe the charges against Prajwal of sexually abusing several women after videos allegedly involving him started making the rounds on social media.

"It is not a Special Investigation Team but 'Siddaramaiah Investigation Team' and 'Shivakumar Investigation Team'," the JD(S) second-in-command, who is the son of party supremo and former prime minister H D Deve Gowda, said.

MLA H D Revanna and his son and Hassan MP Prajwal have been booked for allegedly molesting their cook. In another case, Revanna has been booked and arrested for allegedly kidnapping a woman who was allegedly sexually assaulted by Prajwal. A case of rape has also been registered against Prajwal.

Addressing a press conference here, Kumaraswamy said the pen drives were circulated by police officers who were "threatened to do it".

“It (pen drive carrying videos) was released in Bengaluru Rural constituency (where the Congress candidate in the Lok Sabha elections is D K Suresh, who is the brother of Shivakumar). This was an April 21 development. On April 22, Poornachandra, our polling agent, gave a complaint to the District Deputy Commissioner, who is the Returning Officer,” the JD(S) leader said.

“Poornachandra received a message at 8 pm on April 21 asking people to 'follow a WhatsApp channel to see Prajwal Revanna’s sleaze video'. There was a message on this WhatsApp channel, 'Countdown for the release of Prajwal’s sleaze videos'," Kumaraswamy further said.

According to Kumaraswamy, one Naveen Gowda had sent the message about the "countdown".

In his complaint to the Deputy Commissioner and the Superintendent of Police of Hassan district, Poornachandra has named five people including Naveen Gowda, Karthik Gowda (Revanna’s driver), Chethan and Puttaraju alias Putty, he said.

It has been more than a fortnight since the complaint made on April 21 but no action has been taken against these five people, Kumaraswamy said and demanded that they should first be arrested for "mortgaging the modesty" of women in the videos.

Kumaraswamy alleged that 25,000 pen drives were distributed in the entire state, and cited a report in a regional daily to support his claim.

“My question here is why no action was taken. If someone posts something on social media, immediately houses are searched and the person is made to sit in the police station. Why no action was taken against these five people despite a complaint?” he asked.

"Chief Minister Siddaramaiah had confidently said that all the three JD(S) candidates in the Lok Sabha elections will be defeated," Kumaraswamy said, adding, "It raises doubts about the involvement of many people."

On April 25, Karnataka State Commission for Women Chairperson Nagalakshmi Chowdhary wrote to Siddaramaiah demanding an SIT probe into the tapes where Prajwal is allegedly seen sexually abusing several women. The same night, the CM gave his nod and ordered the formation of a SIT, Kumaraswamy said.

“In that letter, Nagalakshmi Chowdhary did not mention the name of Prajwal or Revanna but the chief minister called it ‘Prajwal Revanna’s explicit videos’ in his post on X when he announced the formation of SIT. This shows how the conspiracy was hatched,” the JD(S) leader claimed.

He also alleged that the first complaint "framing" his brother H D Revanna and nephew Prajwal was typed on a computer in Bengaluru and was sent to Holenarasipura, which is represented in the Karnataka Legislative Assembly by Revanna, on April 28.

“It’s not a Special Investigation Team but there are two teams within it – one is ‘Siddaramaiah Investigation Team’ and another one is ‘Shivakumar Investigation Team’,” he charged.

He said the ‘convenor’ of the 'pen drive story', Karthik Gowda should be traced first and brought before the people.

“Going through the conspiracies, one can doubt the intention behind the investigation because more than protecting the women victims, you are limiting the scope of the probe only to defame people,” Kumaraswamy further alleged.

He underlined that he was not trying to protect anyone. “I have said that in this case I will not protect anyone doing wrong. Stringent punishment should be given to the person involved in this crime as per the law of land."

New Delhi: Congress leader Rahul Gandhi has written to Karnataka Chief Minister Siddaramaiah, urging him to extend all possible help to the victims of JD(S) leader Prajwal Revanna's alleged sexual abuse.

In a letter to Siddaramaiah, Gandhi condemned the actions of Revanna, an MP from Hassan in Karnataka, and accused him of enjoying immunity with the blessings of Prime Minister Narendra Modi and Union Home Minister Amit Shah.

In a veiled attack on Modi, the Congress leader said he has never come across a senior public representative who has constantly chosen silence in the face of untold violence against women.

"I request you to kindly extend all possible support to the victims," Gandhi said in his letter to the Karnataka chief minister.

"They deserve our compassion and solidarity as they fight their battle for justice. We have a collective duty to ensure that all parties responsible for these heinous crimes are brought to book," he added.

Describing the incidents as "horrific sexual violence" unleashed by the incumbent Member of Parliament, Gandhi alleged that Revanna sexually assaulted and filmed hundreds of women over several years.

"Many who looked up to him as a brother and son were brutalised in the most violent manner and robbed of their dignity. The rape of our mothers and sisters warrants the strictest possible punishment."

"I am deeply shocked to learn that as far back as December 2023, our Home Minister Shri Amit Shah was informed by Shri G Devaraje Gowda about Prajwal Revanna's antecedents, especially his history of sexual violence and the presence of videos filmed by the perpetrator," the former Congress chief said.

He said what is even more shocking is that despite these gruesome allegations being brought to the notice of the seniormost leadership of the ruling Bharatiya Janata Party (BJP) at the Centre, Modi campaigned and canvassed for a "mass rapist".

"Furthermore, the Union government wilfully allowed him to flee India to derail any meaningful investigation. The deeply perverse nature of these crimes and the absolute immunity enjoyed by Prajwal Revanna with the blessings of the Prime Minister and Home Minister deserves the strongest condemnation," Gandhi said.

"In my two decades in public life, I have never come across a senior public representative who has constantly chosen silence in the face of untold violence against women. From our wrestlers in Haryana to our sisters in Manipur, Indian women are bearing the brunt of the Prime Minister's tacit support for such criminals," he alleged.

In this backdrop, Gandhi said the Congress has a moral duty to fight for justice for "our mothers and sisters".

"I understand that the Karnataka government has constituted a Special Investigation Team (SIT) to investigate the grave allegations, and a request has been made to the Prime Minister to cancel Prajwal Revanna's diplomatic passport and get him extradited to India at the earliest," he said.

H D Revanna, the Janata Dal (Secular) MLA from Holenarasipura in Karnataka's Hassan district, is the son of former prime minister and JD(S) patriarch H D Deve Gowda and elder brother of former chief minister H D Kumaraswamy. He is facing allegations of sexually abusing women.
