Dubai, Aug 12: Returning UAE residents are being advised to update their personal details on the Federal Authority for Identity and Citizenship (ICA) website in order to facilitate smooth travel back into the country.

The National Emergency Crisis and Disaster Management Authority (NCEMA) on Wednesday asked returning residents to visit uaeentry.ica.gov.ae and input their details - such as Emirates ID number, passport number, passport type and nationality - in order to verify the validity of their data and travel documents.

However, it also noted that the procedure for updating travellers' data is optional - and for those who wish to ensure that it is connected to the approval permit that was previously granted.

The welcome announcement heralds the second phase of the 'Residents Return Programme', through which residents will no longer require an entry permit. Instead, they will automatically be granted pre-approval without the need to submit an application.

As reported by Khaleej Times, starting today (August 12), expatriate residents stranded abroad will no longer need entry permits issued by the ICA to enter the UAE.

The welcome announcement heralds the second phase of the 'Residents Return Programme', through which residents will no longer require an entry permit. Instead, they will automatically be granted pre-approval without the need to submit an application.

Returning residents will still need to submit a negative Covid-19 test certificate from accredited facilities that is no more than 96 hours old to air carriers in order to travel.

All precautionary and preventive measures will also need to be followed, including adherence to approved quarantine periods as well as downloading the Al Hosn app to ensure public safety.

The United Nations humanitarian chief has hit out at Israeli Prime Minister Benjamin Netanyahu for claiming that the recent deadly aerial assault in the southern Gaza Strip was a “mistake,” saying the carnage was possibly the “most cruel abomination.”

UN Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator Martin Griffiths made the remarks on Monday, one day after the Israeli strike hit a camp for displaced Palestinians in the city of Rafah and killed at least 50 people and wounded 200 others.

Terrifying scenes of tents in flames and burned victims, many of whom were women and children, sparked an international outcry. 

However, Netanyahu called the air raid a "tragic mistake" and claimed that Israel was investigating the incident.

“Whether the attack was a war crime or a “tragic mistake,” for the people of Gaza, there is no debate. What happened last night was the latest – and possibly most cruel – abomination,” Griffiths said in a statement.

“To call it ‘a mistake’ is a message that means nothing for those killed, those grieving, and those trying to save lives.”

The UN relief chief also pointed to the widespread warnings of a slaughter ahead of Israel's incursion into Rafah, saying, "We've seen the consequences in last night's utterly unacceptable attack."

He further noted that no shelters, hospitals and so-called humanitarian zones are safe in Gaza.

The Rafah carnage came two days after the International Court of Justice (ICJ) ordered Israel to “immediately” halt its military offensive in Rafah.

The occupying regime began a ground offensive in the overcrowded Palestinian city on May 7, defying calls from the international community, including the United States, not to proceed.

Rafah, situated on Gaza's southern border with Egypt, is home to about a million displaced Palestinians who have fled from the rest of the besieged territory amid a genocidal Israeli war.

EU ministers discuss anti-Israel sanctions

Ireland’s Foreign Minister Micheal Martin, meanwhile, said the European Union has for the first time engaged in a “significant” discussion on sanctioning Israel over its Gaza onslaught.

He said the imposition of EU sanctions was discussed as a possible measure to be taken if Israel does not comply with the ICJ’s ruling to halt its attack on Rafah, Irish public broadcaster RTE reported.

“Certainly, if compliance isn’t forthcoming, then we have to consider all options,” he added.

Martin also said that a number of EU foreign ministers had raised the prospect of bans against Israeli officials who were aiding and abetting violent settlers in the occupied West Bank.

Israel unleashed its US-backed war on Gaza on October 7 after the Palestinian Hamas resistance group carried out a surprise operation against the usurping entity in retaliation for its intensified atrocities against the Palestinian people.

The Tel Aviv regime has so far killed at least 36,050 Palestinians, mostly women and children, and injured 81,026 others.

Hopes are fading that Iranian President Ebrahim Raisi and his foreign minister have survived a helicopter crash in mountainous terrain and icy weather, an Iranian official said on Monday after search teams located the wreckage.

"President Raisi's helicopter was completely burned in the crash ... unfortunately, all passengers are feared dead," the official told Reuters.

Rescue teams fought blizzards and difficult terrain through the night to reach the wreckage in East Azerbaijan province in the early hours of Monday.

“We can see the wreckage and the situation does not look good,” the head of Iran’s Red Crescent, Pirhossein Kolivand, told state TV.

Raisi, 63, was elected president in 2021, and since taking office has ordered a tightening of morality laws, overseen a crackdown US-Israel backed anti-government protests and pushed hard in nuclear talks with world powers.

A Turkish drone identified a source of heat suspected to be the helicopter's wreckage and had shared the coordinates of the possible crash site with Iranian authorities, Anadolu news agency said earlier on X.

State news agency IRNA said Raisi was flying in a US-made Bell 212 helicopter.

Iranian Supreme Leader Ayatollah Ali Khamenei, who holds ultimate power with a final say on foreign policy and Iran's nuclear programme, sought to reassure Iranians, saying there would be no disruption to state affairs.

The chief of staff of Iran's army ordered all resources of the army and the elite Revolutionary Guards to be put to use in search and rescue operations.

Earlier, the national broadcaster had stopped all regular programming to show prayers being held for Raisi across the country.

In the early hours of Monday, it showed a rescue team, wearing bright jackets and head torches, huddled around a GPS device as they searched a pitch-black mountainside on foot in a blizzard.

“We are thoroughly searching every inch of the general area of the crash," state media quoted a regional army commander as saying. "The area has very cold, rainy, and foggy weather conditions. The rain is gradually turning into snow."

Several countries expressed concern and offered assistance in any rescue.

The White House said U.S. President Joe Biden had been briefed on reports about the crash. China said it was deeply concerned. The European Union offered emergency satellite mapping technology.

Possible successor to Khamenei

The crash comes at a time of growing dissent within Iran over an array of political, social and economic crises. Iran's clerical rulers face international pressure over Tehran's disputed nuclear programme and its deepening military ties with Russia during the war in Ukraine.

Since Iran’s open support to Hamas’ resistance against Israeli aggression, US and Israel have harshly criticised the President Raisi. 

In Iran's dual political system, split between the clerical establishment and the government, it is Raisi's 85-year-old mentor Khamenei, supreme leader since 1989, who holds decision-making power on all major policies.

For years many have seen Raisi as a strong contender to succeed Khamenei, who has endorsed Raisi's main policies. Raisi's victory in 2021 elections brought all branches of power under the control of revolutionaries, after eight years when the presidency had been held by pragmatist Hassan Rouhani and a nuclear deal negotiated with powers including Washington.

Raisi had been at the Azerbaijani border on Sunday to inaugurate the Qiz-Qalasi Dam, a joint project. Azerbaijan's President Ilham Aliyev, who said he had bid a "friendly farewell" to Raisi earlier in the day, offered assistance in the rescue.

The chopper that was transporting President Raeisi, Foreign Minister Hossein Amir-Abdollahian and their companions encountered some difficulties and was forced to make a "hard landing".

In yet another brazen act of support for Israel’s months-long genocide against the besieged Gaza Strip, the administration of US President Joe Biden has hinted that the regime’s deadly strikes targeting displaced Palestinians in the southern city of Rafah did not cross a “red line” and would not lead to a change in Washington’s policy towards Tel Aviv.

In press briefings on Tuesday, multiple administration officials described the Israeli massacre in Rafah as “heartbreaking” but claimed that the assault, which left dozens of Palestinians dead, was an airstrike and not a major ground operation.

“We still don’t believe that a major ground operation in Rafah is warranted. We still don’t want to see the Israelis, as we say, smash into Rafah with large units over large pieces of territory. We still believe that, and we haven’t seen that at this point,” White House spokesperson John Kirby told reporters.

“As a result of this strike on Sunday, I have no policy changes to speak to,” Kirby added. “It just happened. The Israelis are going to investigate it. We’re going to be taking great interest in what they find in that investigation. And we’ll see where it goes from there.”

The White House spokesperson said that “no civilian casualties is the right number of civilian casualties,” but he acknowledged innocent people are often killed in war.

“There’s not like a measuring stick here or a quota,” he said, when asked if there were a number of civilian deaths that would prompt action from the US. “As we’ve said many times, the right number of civilian casualties is zero.”

Despite providing Israel with untrammeled support over the past eight months, the White House claims to have urged Israel against sending forces into Rafah without a clear plan to evacuate civilians safely.

In another presser on Tuesday, a Pentagon official said Sunday’s airstrike, which was the deadliest incident in Rafah since Israel launched an offensive there, did not amount to what the White House has warned against.

“It is still our assessment that what is happening in Rafah and what the [Israeli military] are doing, it is limited in scope.” Pentagon deputy press secretary Sabrina Singh told reporters.

National security adviser Jake Sullivan last week told reporters there was “no mathematical formula” for assessing Israel’s conduct in Rafah, but officials would look at “whether there is a lot of death and destruction from this operation or if it is more precise and proportional.”

Israel's three-week-old Rafah offensive stirred renewed outrage after an airstrike on Sunday set ablaze a tent camp in the west of the city.

Some 50 people, including many children, were killed in Israel’s attack on the tent camp in Rafah late, prompting global condemnations and calls for the implementation of a World Court order to halt Israel's assault on Gaza.  

The attack came two days after the International Court of Justice ordered Israel to stop its US-backed aggression on Gaza that has killed more than 36,000 people since it started in October last year.
