Court asks Railways to pay Rs 4.5 lakh to woman whose bag was snatched in train

Bengaluru, Sept 18: A consumer court in the city has directed the South Western Railway (SWR) to pay over Rs 4.47 lakh to a woman passenger who accused the utility of failing to protect her belongings from thieves.

The incident occurred on the evening of February 21, 2014 when Ramila Devi, 50, from Mysuru, along with her husband, daughter and mother-in-law boarded the S10 compartment of Garib Nawaz Express at Bengaluru City railway station. The family was headed to a relative’s wedding in Rajasthan and planned to disembark at Falna station.

Devi was drinking water as the train started moving. Suddenly, a man seated on the top berth, jumped down and fled with her handbag containing 488gms of gold and cash worth Rs 90,000 placed next to her. She and her daughter chased the man but he managed to flee after jumping out of the train.

Meanwhile, Devi’s husband Shantilal pulled the emergency chain, bringing the train to a halt. They alerted the Train Ticket Examiner (TTE) who allegedly told them they could lodge a complaint with the Government Railway Police (GRP) within 30 days of the crime and advised them to continue the journey as the delay was putting other passengers to hardship.

Shantilal called his son in Mysuru, who soon approached GRP at Bengaluru City railway station. As cops refused to register a case, Devi cut the train journey short in Mumbai, flew down to Bengaluru and attempted to get GRP to register the case. Police registered an FIR after six days and claimed to have started a probe.

With the Mysuru-based family made to run around for nine months but no progress being seen in the case, a dejected Devi approached the Bangalore IVth Additional District Consumer Disputes Redressal Forum on November 27, 2014 with a complaint against the general manager, SWR and the divisional railway manager, SWR, Bengaluru.

She blamed the railway authorities for failing to protect her belongings and allowing intruders inside a reserved compartment which resulted in the theft. She demanded over Rs 18 lakh as compensation.

Railways’ version dismissed

Meanwhile, the railways claimed the emergency chain was pulled to accommodate a relative of Devi who had reached the station late and was running to catch the train. They said no such theft had occurred , adding that the on-duty TTE and guard had responded to the claim on the day.

The litigation lasted for three years and 10 months, at the end of which the judges dismissed the railways’ version of the relative running to catch the train as ‘imaginary’ and baseless. They also criticised Devi for being careless with her bag.

In its verdict on September 4, the forum held the railways responsible for not putting in place adequate security measures in a reserved compartment and GRP for not making progress in the investigation. Finally, the court ruled that the SWR GM and Bengaluru’s divisional railway manager should pay Rs 4,42,100 to Devi, a portion of the loss suffered, and Rs 5,000 towards court expenses within six weeks of receiving the order.

Mangaluru: Public transport in Mangaluru is set for a state-led transformation as the government moves to deploy 100 new electric govt buses to replace unreliable private services. The initiative aims to provide a dependable alternative to private operators who have been frequently "cutting trips," leaving thousands of commuters stranded.

The announcement was made by Deputy Commissioner and MCC Administrator Darshan HV during a public phone-in session. The move specifically targets routes where private bus service has become erratic, ensuring that citizens no longer have to rely on a fluctuating private sector for their daily commute.

Restoring the Govt Presence

The transport crisis was brought to the forefront by Ramayya, a resident of Bajal, who highlighted a growing trend of private buses skipping morning and night trips. With the previous KSRTC (govt) services discontinued, residents have been left without a fallback option.

To fix this, the DC confirmed that the PM-eBus Sewa Scheme will bring 100 government-owned electric buses to the city:

•    Phased Deployment: The first 50 of the new 100 government buses are scheduled to arrive by March 2026.

•    State Infrastructure: Two new government depots, including one at Mudipu, are being prepared for operations.

•    Recruitment: The state has already begun training a new batch of government bus drivers to ensure the fleet is operational the moment it arrives.

Mangaluru, Dec 15: Educational institutions in Mangaluru that rely on the popular Mangala Stadium for their annual sports events are bracing for an inconvenience as the city's key sporting venue is set to close its gates for a significant upgrade. The stadium is expected to be unavailable for approximately two months starting from January 15, 2026.

The closure is necessitated by a proposed overhaul of the stadium's facilities, with a special focus on upgrading the synthetic track. Pradeep Dsouza, Assistant Director of the District of Youth Empowerment and Sports (DYES), Dakshina Kannada, confirmed the development.

"Experts have visited the stadium, conducted a thorough inspection, and have given the go-ahead for a complete makeover," Dsouza stated. "Funds have been allocated for the project, and we are currently awaiting the final green signal from state officials to commence the work. We anticipate that the work will likely begin in the second week of January. Consequently, we have stopped renting out the stadium to colleges and other organizations in preparation for the upgrade."

The timing presents a logistical challenge for colleges, as many schools have already concluded their sports meets.

"Colleges will now be organizing their events and will need to find alternative locations to host their sports meets," Dsouza added. He suggested a few potential venues, including the Dakshina Kannada police ground, University College grounds, Panambur grounds, Swaraj Maidan in Moodbidri, and the Mangalore University sports grounds in Konaje.

However, many institutions note that finding a comparable venue will be difficult. While the DK police ground and University College grounds are closer to the city center, they do not possess the extensive facilities and infrastructure offered by Mangala Stadium.

Dr. P Dayananda Pai - P Satisha Govt First Grade College, Carstreet, is one such institution dependent on the stadium. Principal Jayakar Bhandary expressed hope for a swift completion of the work. "We expect the work to be completed at the earliest. If not, we will be forced to look for other venues to host the sports day for our students," Bhandary said, highlighting the pressing need for the city's main sporting facility.

Mangaluru, Dec 7: A 34-year-old fruit and vegetable trader in Mangaluru has reportedly lost ₹33.1 lakh after falling victim to an online investment scam run through a fake mobile app.

Police said the scam began in September, when the victim received a link on Facebook. Clicking it connected him to a WhatsApp number, where an unidentified person introduced a high-return investment scheme and instructed him to download an app.

To build trust, the fraudster asked him to invest ₹30,000 on September 24. The trader soon received ₹34,000 as “profit,” convincing him the scheme was genuine. Over the next two months, he transferred money in multiple instalments via Google Pay and IMPS to different scanner codes and bank accounts shared by the scammers. Between September 24 and December 3, he ended up sending a total of ₹33.1 lakh.

When he later requested a refund of his investment and promised returns, the scammers demanded additional payments, claiming he needed to pay a “service tax” first. Even after he paid a small amount, no money was returned, and the scammers continued pressuring him for more.

A case has been registered at the CEN Crime Police Station.
