DK, Udupi district administrations give green signal for Kambala

Udupi, Dec 22: The district administrations of Dakshina Kannada and Udupi have given green signal for Kambala even after Animal Welfare Board of India requested the Karnataka govt to stop the traditional sports.

Official sources said that this year too last season’s model for Kambala will be followed in the twin districts wherein the events will held under strict supervision, without giving room for violence.

In a letter dated December 18, the board requested the Chief Secretary to stop Kambala as the Karnataka High Court had dismissed writ petitions challenging orders of Deputy Commissioners of both the districts banning performance of Kambala in 2014-15.

The board, in its letter, said that with the dismissal of the petitions as “infructous”, would mean that orders by Udupi and Dakshina Kannada district administrations banning Kambala would prevail.

The board’s letter followed a complaint by the People for the Ethical Treatment of Animals (PETA) India, that conditions put by the High Court were violated during the last Kambala season. As many as 65 non-cognizable cases were filed by against Kambala organisers following violence during the performance, PETA said in a release issued here.

The Supreme Court judgment banning Jallikattu would also cover performances like Kambala, it argued.

However, the district administrations are not inclined to follow the board’s directive, nor has the Chief Secretary issued any orders to them to ban Kambala. Chief Secretary Kaushik Mukherjee said that he was not aware of any such “request”.

On the other hand, Udupi Deputy Commissioner R. Vishal said that he would go by the December 17 letter by the Secretary to Government, Department of Animal Husbandry and Veterinary Services. The secretary had directed performance of Kambala under strict supervision of police and revenue officials with video recording and without scope for violence.

Mr. Vishal said the letter has asked administrations to conduct the event as per the directions issued by the Karnataka High Court. The issue is clear and the board’s request cannot be followed, he added. Only if the Animal Husbandry Department changes its stance, do administrations have to follow suit, he added.

This season’s Kambala performance started from November 21 with Surya Chandra Kambala at Bangadi and four more Kambalas subsequently. Fourteen more are lined up till March 19.

Mangaluru: In a decisive move to tackle the city’s deteriorating sanitation infrastructure, the Mangaluru City Corporation (MCC) has announced a massive ₹1,200 crore action plan to overhaul its underground drainage (UGD) network.

The initiative, spearheaded by Deputy Commissioner and MCC Administrator Darshan HV, aims to bridge "missing links" in the current system that have left residents grappling with overflowing sewage and environmental hazards.

The Breaking Point

The announcement follows a high-intensity phone-in session on Thursday, where the DC was flooded with grievances from frustrated citizens. Residents, including Savithri from Yekkur, described a harrowing reality: raw sewage from apartments leaking into stormwater drains, creating a "permanent stink" and turning residential zones into mosquito breeding grounds.

"We are facing immense difficulties due to the stench and the health risks. Local officials have remained silent until now," one resident reported during the session.

The Strategy: A Six-Year Vision

DC Darshan HV confirmed that the proposed plan is not a temporary patch but a comprehensive six-year roadmap designed to accommodate Mangaluru’s projected population growth. Key highlights of the plan include:

•    Infrastructure Expansion: Laying additional pipelines to connect older neighborhoods to the main grid.

•    STP Crackdown: Stricter enforcement of Sewage Treatment Plant (STP) regulations. While new apartments are required to have functional STPs, many older buildings lack them entirely, and several newer units are reportedly non-functional.

•    Budgetary Push: The plan has already been discussed with the district in-charge minister and the Secretary of the Urban Development Department. It is slated for formal presentation in the upcoming state budget.

Mangaluru police have arrested a 27-year-old NRI on his return from Saudi Arabia in connection with an Instagram post allegedly containing derogatory and provocative remarks about the Hindu religion, officials said on Monday.

The accused, Abdul Khader Nehad, a resident of Ulaibettu in Mangaluru, was working in Saudi Arabia when the post was uploaded, police said.

A suo motu case was registered at the Bajpe police station on October 11 after an allegedly offensive post circulated from the Instagram account ‘team_sdpi_2025’. Police said the content was flagged for being provocative and derogatory in nature.

During the investigation, technical analysis traced the Instagram post to Nehad, who was residing abroad at the time, a senior police officer said. Based on these findings, a Look Out Circular (LOC) was issued against him.

On December 14, Nehad arrived from Saudi Arabia at Calicut International Airport in Kerala, where he was taken into custody on arrival. Police said further investigation is underway.

Mangaluru, Dec 20: The Mangaluru City Police have issued a detailed traffic advisory ahead of the inaugural ceremony of Karavali Utsava, which will be held at the Karavali Utsava Ground on Saturday.

The festival will be inaugurated at 6:00 pm by Dakshina Kannada District Minister Dinesh Gundu Rao. Cultural and public programmes will be held at the venue every evening and will continue until January 2.

According to City Police Commissioner Sudheer Kumar Reddy, parking of vehicles is strictly prohibited on both sides of the road from Lalbagh to Karavali Utsava Ground. Visitors are requested to park their vehicles only at designated parking areas.

To help the public, traffic signboards and parking guidance flex boards have been installed along the routes leading to the venue. The police have urged commuters and visitors to follow these instructions to ensure smooth traffic movement.
