Indian expats in Middle East worried about passport reform

The Indian government’s decision to do away with the address page in the Indian passport has received mixed reaction from social workers and expatriates in the Middle Eastern countries.

The Ministry of External Affairs (MEA) of government of India recently announced its decision to do away with the last page of the passport and other travel. The last page contains information such the name of parents, spouse, address, Emigration Check Required (ECR) and old passport number with date and place of issue of the holder of the passport.

Late last year, the Indian government also announced that NRIs are not eligible to apply for Aadhar - India's biometric identity card - nor are they required to link their Aadhar details to PAN cards or register it with their SIM cards. The decision to do-away with the address page on the passport raises questions as to what NRIs must do to avail services such as apply for SIM cards or open bank accounts in India.

Indian missions in the United Arab Emirates have stated that they are yet to receive official instruction from the Ministry in New Delhi before new passports can be issued. Pavan K. Rai, first secretary, consular affairs at the Indian Embassy in Abu Dhabi, said: "We are yet to receive official instructions from New Delhi with this regard, and cannot comment on the decision's effects on NRI's in UAE. Once we get clear guidelines from the ministry, we can clarify processes for residents."

Orange is the new blue?

Furthermore, the proposal to issue 'an orange coloured' passport for Emigration Check Required (ECR) categories of people was met with ire, as social workers stated that it is discriminatory to segregate citizens who have not passed Secondary School Leaving Certificate (SSLC) examinations.

The 'ECR' stamp in the current passport ensures the safety of uneducated and unskilled Indian workers, from the deprived socio-economic conditions, against prevailing legal conditions in foreign countries.

KV Shamsudheen, founder and chairman of Pravasi Bandhu Welfare Trust, has written a letter to the Minister of External Affairs Sushma Swaraj requesting her to retract this decision as it would cause severe difficulty for NRI's.

He said: "It is not fair to segregate citizens who in the ECR category with and orange passport. The government is claiming the orange passport will save workers from exploitation. But that is not the case, they will be subject to discrimination, especially at immigration lines at international airports."

Social worker Girish Pant said that the decision has its pros and cons. "If workers are easily identified with the different coloured passport, they can avail services that would protect them against unscrupulous agents and job frauds. However, removal of the address could indeed cause increased paper work for NRIs, especially when it comes to getting their paperwork attested by various authorities."

Many countries demand parents' information for resident and visit visa purposes, said Shamsudheen, adding, "If the new passport is implemented, NRIs have to get a certificate showing parents' names' (birth certificate) from their home cities, that requires attestation by the Indian ministry of foreign affairs, embassies of the home country, and attestation by respective country's foreign ministry. It will be very cumbersome to NRIs. Applying for visas to foreign countries will be a technical nightmare," he said.

Another social worker in Dubai Kusum Dutta said: "When Aadhar was implemented, my family and I got it made. I feel proud to have an Aadhar with me, because it gives me a sense of identity. Though I am very happy that the government has taken such a bold step, I am a bit unsure if we're equipped electronically to handle this shift given our population. Both in India and abroad."

Now, passport holders with ECR status would be issued a passport with orange color passport jacket

Treating India's migrant workers like second class citizens is completely unacceptable. This action demonstrates govt.'s discriminatory mindset. However well-intentioned the move to create different coloured passports for different kinds of travellers, it is wrong and must be reconsidered. Already officials treat citizens differently based on their class...different passport colors will worsen it.
While Indian passports have a blue cover, diplomatic and official passports have white and red jackets, respectively. Currently, barring diplomatic and official passports, all Indian passports have blue cover.So,let it be like that!

Mangaluru: Former MLC Ivan D’Souza on Monday led a delegation to the Passport Seva Kendra in Mangaluru, urging the authorities to provide basic facilities for applicants. D’Souza addressed the media, highlighting the lack of essential amenities at the Mangaluru PSK. “I have requested the authorities to provide basic facilities for people visiting the PSK.

There are no chairs for the convenience of people who arrive at the PSK. They are forced to sit or stand by the side of the road or on footpaths. Additionally, there is no parking facility, no washrooms, and water has not been provided for the public,” the Congress leader stated.

An average of 500 to 600 people from various parts of the state visit the PSK. They have to wait in the scorching heat of the sun, D’Souza mentioned, urging the govt to address these issues promptly. “Officials have agreed to find solutions to the problems faced by the people. Meanwhile, we have also demanded that the PSK be relocated to a more convenient space. We have suggested that the PSK could be moved to the old DC’s office, where there is sufficient space. If our demands are not met, we will hold a protest,” D’Souza explained.

Ashraf Kinara, vice-president of the Dakshina Kannada Waqf Advisory Committee, echoed the sentiment, stating that the authorities should either provide all basic facilities for passport applicants at the PSK or relocate the centre to a better location.

Several women, believed to be victims of Prajwal Revanna, have left their homes in Karnataka's Hassan district over the last ten days, according to media reports.

These departures reportedly come amid fear and stigma after their identities became public due to the circulating video clips showing the women who were allegedly sexually assaulted by Prajwal Revanna.

"The entire district is in H D Revanna’s control. You speak ill about them and chances are high that it will reach them, because the family and the party have a large following," a shopkeeper in Hagare - 20 km from Hassan – was quoted as saying by the news paper. 

Hassan is the bastion of the JD(S) supremo Deve Gowda, and Prajwal, his grandson, is the sitting MP.

The family of the woman whose complaint was the basis of the first FIR against Prajwal has now left their home, the publication reported, citing a neighbour who said, "The woman worked at Revanna’s house as a house help. Some of her videos started to circulate and then, her house was seen locked. We don’t know when she left."

Notably, a former Zilla Panchayat member has also filed a rape case against Prajwal, and in that village many women who worked for the party formerly are now incommunicado, a JD(S) leader told the publication. "We noticed many of the party women deleting their photos with Prajwal on social media. In some instances, men are questioning their wives about their association with the MP. It is shattering the lives of many women in the district," he said.

The local leader added that the former Zilla Panchayat member was there on April 24, but no one had seen the family since the videos came out.

The case is currently being probed by an SIT team and when they reached the Revanna residence, party workers were reportedly heard talking about the women. "I know this woman, she lived close to our residence and was very active in JD(S) activities. Her house is locked… she has small children," one said, as per IE.

Another shopkeeper added, "It was really wrong to reveal the faces of the women. I know some of them, and they have gone into hiding. We don’t know whether they can return."

He noted that it is impossible to survive in Hassan while fighting a case against the Revanna family.

While Prajwal's father, H D Revanna is in SIT custody, a Blue Corner notice has been issued against the sitting MP.

Bengaluru: JD(S) leader H D Kumaraswamy has claimed that 25,000 pen drives with videos of women being sexually abused allegedly by his nephew, Lok Sabha election candidate Prajwal Revanna, were distributed before polls, and accused Chief Minister Siddaramaiah and his deputy D K Shivakumar of a conspiracy.

The former chief minister also sought to discredit the Special Investigation Team (SIT) formed by the Congress government on April 28 to probe the charges against Prajwal of sexually abusing several women after videos allegedly involving him started making the rounds on social media.

"It is not a Special Investigation Team but 'Siddaramaiah Investigation Team' and 'Shivakumar Investigation Team'," the JD(S) second-in-command, who is the son of party supremo and former prime minister H D Deve Gowda, said.

MLA H D Revanna and his son and Hassan MP Prajwal have been booked for allegedly molesting their cook. In another case, Revanna has been booked and arrested for allegedly kidnapping a woman who was allegedly sexually assaulted by Prajwal. A case of rape has also been registered against Prajwal.

Addressing a press conference here, Kumaraswamy said the pen drives were circulated by police officers who were "threatened to do it".

“It (pen drive carrying videos) was released in Bengaluru Rural constituency (where the Congress candidate in the Lok Sabha elections is D K Suresh, who is the brother of Shivakumar). This was an April 21 development. On April 22, Poornachandra, our polling agent, gave a complaint to the District Deputy Commissioner, who is the Returning Officer,” the JD(S) leader said.

“Poornachandra received a message at 8 pm on April 21 asking people to 'follow a WhatsApp channel to see Prajwal Revanna’s sleaze video'. There was a message on this WhatsApp channel, 'Countdown for the release of Prajwal’s sleaze videos'," Kumaraswamy further said.

According to Kumaraswamy, one Naveen Gowda had sent the message about the "countdown".

In his complaint to the Deputy Commissioner and the Superintendent of Police of Hassan district, Poornachandra has named five people including Naveen Gowda, Karthik Gowda (Revanna’s driver), Chethan and Puttaraju alias Putty, he said.

It has been more than a fortnight since the complaint made on April 21 but no action has been taken against these five people, Kumaraswamy said and demanded that they should first be arrested for "mortgaging the modesty" of women in the videos.

Kumaraswamy alleged that 25,000 pen drives were distributed in the entire state, and cited a report in a regional daily to support his claim.

“My question here is why no action was taken. If someone posts something on social media, immediately houses are searched and the person is made to sit in the police station. Why no action was taken against these five people despite a complaint?” he asked.

"Chief Minister Siddaramaiah had confidently said that all the three JD(S) candidates in the Lok Sabha elections will be defeated," Kumaraswamy said, adding, "It raises doubts about the involvement of many people."

On April 25, Karnataka State Commission for Women Chairperson Nagalakshmi Chowdhary wrote to Siddaramaiah demanding an SIT probe into the tapes where Prajwal is allegedly seen sexually abusing several women. The same night, the CM gave his nod and ordered the formation of a SIT, Kumaraswamy said.

“In that letter, Nagalakshmi Chowdhary did not mention the name of Prajwal or Revanna but the chief minister called it ‘Prajwal Revanna’s explicit videos’ in his post on X when he announced the formation of SIT. This shows how the conspiracy was hatched,” the JD(S) leader claimed.

He also alleged that the first complaint "framing" his brother H D Revanna and nephew Prajwal was typed on a computer in Bengaluru and was sent to Holenarasipura, which is represented in the Karnataka Legislative Assembly by Revanna, on April 28.

“It’s not a Special Investigation Team but there are two teams within it – one is ‘Siddaramaiah Investigation Team’ and another one is ‘Shivakumar Investigation Team’,” he charged.

He said the ‘convenor’ of the 'pen drive story', Karthik Gowda should be traced first and brought before the people.

“Going through the conspiracies, one can doubt the intention behind the investigation because more than protecting the women victims, you are limiting the scope of the probe only to defame people,” Kumaraswamy further alleged.

He underlined that he was not trying to protect anyone. “I have said that in this case I will not protect anyone doing wrong. Stringent punishment should be given to the person involved in this crime as per the law of land."
