Bangalore, Jul 16: Janata Dal (Secular) MLC Puttanna was unanimously elected Deputy Chairperson of the Legislative Council on Tuesday.
While JD(S) members Basavaraj Horatti, Marithibbe Gowda and E. Krishnappa proposed Mr. Puttanna's candidature, it was seconded by members Sandesh Nagaraj, D.U. Mallikarjun and R. Chowda Reddy. Following this, Council Chairman D.H. Shankaramurthy declared Mr. Puttanna elected.
Mr. Puttanna, a resident of Channapatna taluk, is a postgraduate in history. He is representing the Bangalore Teachers constituency for the third consecutive time. He was a member of the Senate, Syndicate and Academic Council of Bangalore University, director of the Karnataka Vokkaligara Sangha, and Senate member of the Rajiv Gandhi University of Health Sciences, Bangalore.
In 2011, Mr. Puttanna, who was the Deputy Chairperson, was removed from the post and replaced by Vimala Gowda. Now, Ms. Gowda was forced to resign to make way for Mr. Puttanna.
Mr. Shankaramurthy, Leader of the House S.R. Patil, Leader of the Opposition K.S. Eshwarappa and Mr. Horatti congratulated the newly elected Deputy Chairperson.
Mr. Puttanna thanked his party leaders and members of the Council for having chosen him to the post.
Horatti, while congratulating Puttanna, said that it was not correct to make a woman (refering to Vimala Gowda) step down.
He likened the posts of chairman and deputy chairman to that of judges. It was not proper to mount pressure on them to quit. “They not only suffer mental pressure but also feel embarrassed,” he added. Leader of the House and IT Minister S R Patil also endorsed Horatti's views.
However, BJP floor leader K S Eshwarappa said that asking someone to step down from a post does not amount to insulting a person. “Puttanna is the right choice as he has been a model to his fellow colleagues. He has been elected thrice and is punctual to the House,” he said.
