Logjam over Anwar Manippady report may hit Council proceedings

Bengaluru, Mar 27: The Legislative Council is likely to witness a deadlock between the ruling Congress and the opposition BJP?from Monday, with the formernot being enthusiastic to table the full report of the Karnataka State Minority Commission on wakf properties in the House.

The BJP has been demanding that the government table the report submitted by the commission headed by its then chairman Anwar Manippady in March 2012.

The party has been accusing the government of shying away from tabling the full report as it names several Congress leaders for encroaching wakf land.

The government has been dilly-dallying in tabling the full report despite three rulings by Council Chairman D?H?Shankaramurthy, a direction by the Karnataka High Court and also recommendation of the privileges committee of the Council.

When contacted by Deccan?Herald on Saturday, Law Minister T?B?Jayachandra said, “The chair has given the ruling and we have complied with the same. As per the provisions of the Karnataka Minority Commission Act, 1994, the government has to table the recommendations of the commission along with the action taken report (ATR). We have complied with it.”

The government had tabled the recommendations along with the ATR on March 5. Most of the recommendations made by the commission, including that irregularities in the State Wakf Board be handed over to the Lokayukta for investigation, had been rejected by government.

To the BJP's demand that the full report be tabled, Jayachandra said, “We will discuss it in the House. We can explain our stand”.

However, the BJP is not buying the government's argument. “We will not allow the House to function till the government tables all the documents. The government should be committed to respect the Chair's ruling,” said BJP?MLC?G?Madhusudan.

Madhusudan said the High?Court had also initiated contempt of court proceedings against the government represented by its chief secretary and principal secretary, minority welfare, for not complying with its direction that the commission report be tabled in the House. He said the case was coming up for hearing on March 28.

He accused senior leader Mallikarjun Kharge of meeting Chief Minister Siddaramaiah on Saturday to impress upon him not to table the full report. It is learnt that the chairman is in touch with constitutional experts to seek their opinion to find a solution to the imbroglio.

As per the annexure of the privileges committee report of the Legislative Council headed by BJP?MLC?G?Madhusudan, following are the Congress leaders accused of encroaching wakf properties in the report of the Karnataka State Minority Commission:

Mallikarjun Kharge, Dharam Singh, C?K?Jaffer Sharief, Rehman Khan, C?M?Ibrahim, N?A?Haris, Iqbal Ahmed Saradgi among others. It also names Qamarul Islam and Roshan Baig (both ministers in Siddaramaiah Cabinet).

Replying to queries from reporters on his name being in the report and whether he discussed the Manippady report with the chief minister, Kharge said, “The law is the same for everybody. It is up to the government to take its next step of action. I have not spoken to anybody regarding this.”

Mangaluru, Dec 15: Educational institutions in Mangaluru that rely on the popular Mangala Stadium for their annual sports events are bracing for an inconvenience as the city's key sporting venue is set to close its gates for a significant upgrade. The stadium is expected to be unavailable for approximately two months starting from January 15, 2026.

The closure is necessitated by a proposed overhaul of the stadium's facilities, with a special focus on upgrading the synthetic track. Pradeep Dsouza, Assistant Director of the District of Youth Empowerment and Sports (DYES), Dakshina Kannada, confirmed the development.

"Experts have visited the stadium, conducted a thorough inspection, and have given the go-ahead for a complete makeover," Dsouza stated. "Funds have been allocated for the project, and we are currently awaiting the final green signal from state officials to commence the work. We anticipate that the work will likely begin in the second week of January. Consequently, we have stopped renting out the stadium to colleges and other organizations in preparation for the upgrade."

The timing presents a logistical challenge for colleges, as many schools have already concluded their sports meets.

"Colleges will now be organizing their events and will need to find alternative locations to host their sports meets," Dsouza added. He suggested a few potential venues, including the Dakshina Kannada police ground, University College grounds, Panambur grounds, Swaraj Maidan in Moodbidri, and the Mangalore University sports grounds in Konaje.

However, many institutions note that finding a comparable venue will be difficult. While the DK police ground and University College grounds are closer to the city center, they do not possess the extensive facilities and infrastructure offered by Mangala Stadium.

Dr. P Dayananda Pai - P Satisha Govt First Grade College, Carstreet, is one such institution dependent on the stadium. Principal Jayakar Bhandary expressed hope for a swift completion of the work. "We expect the work to be completed at the earliest. If not, we will be forced to look for other venues to host the sports day for our students," Bhandary said, highlighting the pressing need for the city's main sporting facility.

Mangaluru: In a decisive move to tackle the city’s deteriorating sanitation infrastructure, the Mangaluru City Corporation (MCC) has announced a massive ₹1,200 crore action plan to overhaul its underground drainage (UGD) network.

The initiative, spearheaded by Deputy Commissioner and MCC Administrator Darshan HV, aims to bridge "missing links" in the current system that have left residents grappling with overflowing sewage and environmental hazards.

The Breaking Point

The announcement follows a high-intensity phone-in session on Thursday, where the DC was flooded with grievances from frustrated citizens. Residents, including Savithri from Yekkur, described a harrowing reality: raw sewage from apartments leaking into stormwater drains, creating a "permanent stink" and turning residential zones into mosquito breeding grounds.

"We are facing immense difficulties due to the stench and the health risks. Local officials have remained silent until now," one resident reported during the session.

The Strategy: A Six-Year Vision

DC Darshan HV confirmed that the proposed plan is not a temporary patch but a comprehensive six-year roadmap designed to accommodate Mangaluru’s projected population growth. Key highlights of the plan include:

•    Infrastructure Expansion: Laying additional pipelines to connect older neighborhoods to the main grid.

•    STP Crackdown: Stricter enforcement of Sewage Treatment Plant (STP) regulations. While new apartments are required to have functional STPs, many older buildings lack them entirely, and several newer units are reportedly non-functional.

•    Budgetary Push: The plan has already been discussed with the district in-charge minister and the Secretary of the Urban Development Department. It is slated for formal presentation in the upcoming state budget.

Mangaluru, Dec 20: The Mangaluru City Police have issued a detailed traffic advisory ahead of the inaugural ceremony of Karavali Utsava, which will be held at the Karavali Utsava Ground on Saturday.

The festival will be inaugurated at 6:00 pm by Dakshina Kannada District Minister Dinesh Gundu Rao. Cultural and public programmes will be held at the venue every evening and will continue until January 2.

According to City Police Commissioner Sudheer Kumar Reddy, parking of vehicles is strictly prohibited on both sides of the road from Lalbagh to Karavali Utsava Ground. Visitors are requested to park their vehicles only at designated parking areas.

To help the public, traffic signboards and parking guidance flex boards have been installed along the routes leading to the venue. The police have urged commuters and visitors to follow these instructions to ensure smooth traffic movement.
