In the earlier two occasions, the Governor sent back the files recommending Mr. Nayak's name for the post.
It was reported that Mr. Vala, who is the appointing authority for the Lokayukta, sought clarifications from the government on allotment of a residential plot in Judicial Layout here to Mr. Nayak. The government justified the panel's recommendation and clarified on all issues sought by the Governor. But the Governor, reportedly not satisfied with the clarifications given by the government, wrote a three-page note to Chief Minister Siddaramaiah and sent back the file, sources in the Secretariat said.
Last year, the Governor turned down the State's recommendation to appoint the former High Court judge K.L. Manjunath to the post of Upalokayukta.
The Lokayukta's post has remained vacant following the resignation of Y. Bhaskar Rao on December 8, 2015.
