In an attempt to dissuade fish transporters from discharging waste effluents on roads and foul smell in the surroundings, Dakshina Kannada district administration has decided to enforce ‘Kerala model’ to plug the practice of unhygienic fish transportation.

The police department has issued a notice to all ‘Fish Transporters’ to retrofit their carriages with leak-proof insulation. Further, the transporters are required to store the fish within the crates, so that ice in the storage container melts within the vehicles. “Similar to Kerala, that has banned transportation of fish in ‘open’ vehicle, following a 2013 order by the National Green Tribunal (NGT), we have decided to do so. If the vehicles fail to comply, we will impose a fine of Rs. 5000, and then in case of repeat offence we will seize the vehicle,” Mangaluru Police Commissioner Sandeep Patil said in a weekly police phone-in programme.

A major fishing centre, Mangaluru is home to over 1,830 fishing boats and allied industry including fish-meal. Fish is not only a preferred local delicacy but also is in great demand for export. The transportation trucks play a crucial role in providing the last-mile connectivity between the fishermen, ports and the consumers.

However, for years, hundreds of local residents, motorist and pedestrians have allayed concerns of the fish transporting vehicles discharging slimy and sticky water on road, due to the melting ice used to store fish. Including stale and leftover products – that fills the areas with foul smell and even leading up to accident of the two-wheeler motorists. “The wastewater contains oil, which can be very dangerous for two wheeler riders, who may skid and it can prove fatal. Also, the cats and dogs are attracted to the fish that falls-off the vehicle, eventually they are overrun by the passing motorist,” Vasantha Kumar, a local resident said.

Deputy Commissioner of Dakshina Kannada Sasikanth Senthil S said the policy will not allow fish transporting vehicles to function in city limits if they are not fitted with waste water tanks. “The vehicles must have inbuilt, water collection containers, else they have to face legal consequences. We have already begun imposing fines on over 200 vehicles violating the rules and we will continue to do so” he said.

While fish transport agencies said that they will take initiative to contain the spill of waste water, transporters add that their concern also must be looked into. However, talking about the concerns of the fish transporters, former Mayor K Ashraf said that the vehicles which go for long drives, have collection tanks and most of the time they make sure that the tanks gate-valves are properly closed. “But the mini-tempos which transport fish for the city limit and the vehicles which transport fish meal, are responsible for the spill, causing accidents of two wheelers and animals,” he said.

Further, Lawrence P, a fish transporting truck driver adds that while they are concerned about environment like others, the administration is simply doing away with its responsibility. “The NGT order also says that major markets run by state or the local authority must have wastewater collection or septic tanks at prefixed locations. But, no one is working to provide such facility, unlike Kerala or Goa that have underground septic tanks and soak pits that processes waste fish water. We are forced to release the water since the carrier gets flooded,” he said.

Bengaluru, May 6: Arrested JD-S MLA H.D. Revanna, the son of former PM H.D. Deve Gowda, on Sunday said that there is no evidence against him in the sex video scandal kidnapping case and that it was a "conspiracy" against him.

Talking to the media, while being taken for a medical test before being produced in front of a court here, Revanna stated that a kidnapping case had been lodged against him though he does not have 'one black mark' against him in his entire career of 40 years.

"Without evidence, I have been targeted... All allegations against me are false. My arrest has been made out of ill intention," he claimed.

"The case was lodged on April 28, then, they did not have any evidence. Later, the fake evidence was created on May 2 and I was fixed," he alleged.

Home Minister Dr G. Parameshwara stated on Sunday that a Blue Corner notice has already been issued against Revanna's son and MP Prajwal Revanna, the prime accused in the sex video scandal, as he is believed to be abroad.

"The Interpol will communicate to all nations and he will be located. Once he is located, the SIT will take a call on how he should be secured and brought back to India," he added.

Revanna was arrested on Saturday on charges of kidnapping one of the victims of the sex video scandal.

Parameshwara further maintained that the arrest of Revanna has saddened JD-S leaders and if action was not taken, the SIT would be blamed too.

Meanwhile, Congress President Mallikarjun Kharge refused to comment on the alleged sex video scandal involving Prajwal Revanna.

About Revanna's arrest, he said that the SIT would initiate action as per the law. "Those indulging in such acts must be taught a lesson and justice should be given to the families of victims. No one can escape the law. No one should use this case politically," he stated.

Bengaluru, Apr 29: HD Revanna, the father of Karnataka MP Prajwal Revanna, has accused rivals of creating a conspiracy out of "old videos", a comment that is likely to raise a bigger row over his son's alleged link to the obscene videos.

A woman yesterday filed a police case against Prajwal Revanna and his father over alleged sexual assault. Prajwal Revanna, the Janata Dal (Secular) MP and grandson of former Prime Minister HD Deve Gowda, has denied the latest allegations and also filed a police complaint over circulation of obscene videos, which he said were morphed.

Prajwal Revanna left for Germany on Saturday morning after voting in the Lok Sabha elections a day earlier.

"I know what kind of conspiracy is going on. I am not someone who'll get scared and run away. They have released something that was 4-5 years old. Expelling him from the party is left to the party high command," HD Revanna said.

When it was pointed out that an FIR has been registered against him too, he said, "There is politics, I don't want to comment. They (Congress) are in government and they will do whatever they want."

"All these things are not just today, the Deve Gowda family in the last 40 years (has been targeted by) Congress. CoD (now CID), Lokayukta probe, we have been facing for the last 40 years... I don't want to react to anything...let them take action in accordance with law," he said, adding that he hasn't spoken to Deve Gowda on the issue.

"Since the special investigation team is looking into the case, I will not react any further," HD Revanna said.

Yesterday, a first information report was filed against the father-son duo on charges of sexual harassment, intimidation and outraging the dignity of a woman.

The survivor alleged both sexually assaulted her, and when Revanna's wife was not home, he touched her inappropriately and used to sexually assault her. The complainant alleged Prajwal Revanna also misbehaved with her daughter over a video call. "My daughter blocked his number after repeated calls," the complainant said.

The latest FIR comes when Prajwal Revanna is already in the middle of a controversy after some objectionable videos went viral on social media allegedly involving him.

Prajwal Revanna is seeking a fresh term in the Lok Sabha from as a National Democratic Alliance (NDA) candidate from Hassan.
