MGNREGS in Dakshina Kannada; Works worth Rs 8 cr done in just 11 days!

Mangalore, April 4: The Dakshina Kannada district has made a 'significant record' by implementing works worth nearly Rs 8 crore in just 11 days, under the Mahatma Gandhi Rural Employment Guarantee Scheme (MGNREGS). Even in 2009, the district had implemented works worth Rs 12 crore in just one month, which was later termed as a 'bogus progress.'

According to the official website, as on April 2, works worth Rs 1,821.05 lakh have been implemented in Dakshina Kannada district during financial year 2010-11. However, on March 21, works worth only Rs 1,036.86 lakh was implemented in the district. On March 29, works worth Rs 1,348.45 lakh have been implemented while on April 1, works worth Rs 1,788.20388 lakh has been implemented. Interestingly, on March 1, works worth Rs 634.23 lakh was implemented in the district. According to sources, “normally gram panchayats have shown Rs 7 lakh to Rs 8 lakh improvement in implementing works.

However, here about Rs Rs 784.19193 lakh worth works have been completed in just 11 days, which is highly impossible.”

According to the website, in Bantwal taluk, works worth Rs 583.92 lakh has been implemented during the period. Belthangady taluk has implemented works worth Rs 480.30 lakh. Mangalore taluk has implemented works worth Rs 357.06 lakh. Works worth Rs 252.44 lakh has been implemented in Puttur taluk while Sullia taluk has registered implementation of works worth Rs 141.72 lakh.

Sources said though Bantwal taluk tops the district in the implementation of MGNREGS, its administrative expenditure is only Rs 19.78 lakh. “However, the administrative expense of Belthangady taluk is Rs 79.70 lakh which is really startling.”

The performance of few gram panchayats too raises eyebrows. According to the website, Amaramudnoor Gram Panchayat in Sullia taluk has implemented works worth Rs 35.7211 lakh. Naravi GP has utilised Rs 75.11 lakh under MGNREGS while Neriya GP has implemented works worth Rs 40.80 lakh. In Bantwal taluk, Kedila Gram Panchayat has shown works worth Rs 32.10 lakh and Kolnadu Gram Panchayat has implemented works worth Rs 56.71 lakh. In Mangalore taluk, works worth Rs 60.43 lakh has been implemented in Neermarga Gram Panchayat limits.

Job cards

The job cards have been issued to 90,263 unemployed persons in the district till April 2. Of which, employment have been provided to 25,357 persons. In Puttur taluk, 81 families have completed 100 days work, 373 families have completed 100 days work in Puttur, 182 families in Belthangady, 372 families in Mangalore and 31 families in Sullia taluk. A total of 16,600 works are under progress in Dakshina Kannada district.

When contacted Zilla Panchayat CEO P Shivashankar, he said: “I also have doubts over the progress made in the district under MGNREGS. We will go for 100 per cent verification of the March expenditure report. What has appeared in the website may be a provisional figures. We will come to know the final figures only after the verification. Moreover, I have issued a circular to all the Gram Panchayats not to make the payment for those works which have been undertaken after March 28,” he said.

“We had similar progress in the month of March last year. The trend has been continued even this year,” the CEO said.

Udupi, Dec 1: A horrific case of alleged rape has unfolded in Udupi, where a worker from a Hindutva organisation, previously arrested and released on bail for harassing a young woman, is now accused of waylaying and sexually assaulting her.

The arrested individual has been identified as Pradeep Poojary (26), a member of the Hindu Jagarana Vedike's Nairkode unit in Perdur.

Poojary had allegedly been relentlessly harassing the young woman, pressuring her to marry him. When she bravely stood up to him and refused his demands, she filed a formal complaint at the Hiriyadka police station. He was subsequently arrested in that initial harassment case but was later granted bail.

According to police reports, driven by the same malicious grudge, Poojary allegedly intercepted the woman again on November 29. While she was walking through a deserted area, the accused is claimed to have threatened her by grabbing her neck. When she again refused to marry him, he allegedly proceeded to rape her.

The survivor immediately informed her family about the traumatic assault. Following this, her parents lodged a complaint at the Udupi women’s police station.

Police arrested Poojary again and produced him before the court. He has since been remanded to judicial custody.

Bengaluru: The Vokkaligara Sangha on Thursday issued a stern warning to the Congress, saying the party could face serious electoral repercussions if Deputy Chief Minister D.K. Shivakumar is not appointed as Chief Minister.

The warning follows the public backing of Shivakumar’s chief ministerial ambition by top Vokkaliga pontiff Nirmalanandanatha Swami, who urged the Congress high command to honor his claim.

“The community supported Congress in the 2023 Assembly elections only because Shivakumar had a real chance to become CM. If he is cheated, we’ll teach the party a big lesson,” said newly elected Sangha president L. Srinivas. He added that Vokkaligas would organize protests under the guidance of community leaders.

General Secretary C.G. Gangadhar pointed out that Congress won more seats in the Vokkaliga-dominated Old Mysuru region due to Shivakumar’s influence, adding, “If Congress wants to retain power, Shivakumar should be made the CM.”

Outgoing president Kenchappa Gowda emphasized Shivakumar’s contribution to Congress’ victory. “Our community voted for Congress thinking he would become CM. Siddaramaiah has also served the party well, but Shivakumar should now be given a chance,” he said.

Former general-secretary Konappa Reddy appealed to Sonia and Rahul Gandhi to recognize Shivakumar’s loyalty and service, saying, “Congress is known to keep its promises. We hope it won’t break the promise made to him.”

Bengaluru, Nov 21: The Karnataka government is facing pressure to overhaul its employment system after a high-level Cabinet sub-committee recommended the complete phase-out of job outsourcing in government offices, boards, and corporations by March 2028. The move is aimed at tackling a systemic issue that has led to the potential violation of constitutional reservation policies and the exploitation of workers.

The Call for Systemic Change

With over three lakh vacant posts currently being filled through private agencies on an outsource, insource, or daily wage basis, the sub-committee highlighted a significant lapse. "As a result, reservations are not being followed as per the Constitution and state laws. It’s an urgent need to take serious steps to change the system. It has been recommended to completely stop the system of outsourcing by March 2028," the panel stated in a document.

The practice of outsourcing involves private companies hiring workers to perform duties for a government agency. Critics argue this model results in lesser salaries, a lack of social security benefits (otherwise available to permanent government employees), and a failure to adhere to the provisions of Articles 14 and 15 of the Constitution, which guarantee equality before the law and prohibit discrimination.

The 'Bidar Model' as a Stop-Gap Solution

To regulate the current mode of employment and reduce worker exploitation until the 2028 deadline, the government plans to establish workers’ services multi-purpose cooperative societies across all districts, following the successful "Bidar Model."

The Bidar District Services of Labour Multi-purpose Cooperative Society Ltd., which operates under the District Commissioner, is cited as a successful example of providing a measure of social security to outsourced staff. Labour Department officials argue this society ensures workers receive their due wages and statutory facilities like ESI (Employees' State Insurance) and PF (Provident Fund), in exchange for a 1% service fee collected from the employees.

legislative push and Priority Insourcing

The recommendations, led by the sub-committee headed by Law and Parliamentary Affairs Minister H K Patil, are set to be discussed at the next Cabinet meeting. The committee has proposed the introduction of the Karnataka Outsourced Employees (Regulation, Placement and Welfare) Bill 2025.

In a move addressing immediate concerns, Labour Minister Santosh Lad, a member of the sub-committee, has reportedly assured that steps will be taken over the next 2-3 years to insource workers in "life-threatening services" on a priority basis. This includes essential personnel like pourakarmikas (sanitation workers), drivers, electrical staff in the Energy Department, and Health Department staff handling contagious diseases. The transition aims to grant these workers the long-term security and benefits they currently lack under the outsourcing system.
