DK all set to distribute rice at Re 1 to poor families

Mangalore, Jun 15: Dakshina Kannada district is ready to implement the state government's scheme of Re.1 per kg rice for poor.

Addressing the district review meeting chaired by B Ramanath Rai, district in-charge minister, at the Deputy Commissioner's office in Mangalore on Saturday, Sharana Basappa, Deputy Director, Department of Food and Civil Supplies said that the district has about 1,58,289 BPL beneficiaries and 21,079 Antyodaya beneficiaries who will benefit from the scheme. The district requires 7,000 tonnes of rice for the scheme and arrangements for its procurement and granaries for the storage of the same have already been made, Mr. Basappa informed the district in-charge minister.

Mr. Rai expressed disappointment at the delay in handing over of houses to the poor and pending sanctions under Vajpayee Nagara Vasathi Yojane and Basava Vasathi schemes. While 'kumki' lands have been granted to farmers who already possessed lands, lack of land to be handed over to the landless poor does not make sense, he pointed and directed the officials concerned to pay special attention to construction of houses for poor Koragas in the district.

NHAI taken to task

The official from National Highway Authority of India (NHAI) came under severe criticism from MLAs as well as the ministers for having dropped the earlier flyover plan at Nanthoor junction and preparing a new flyover plan without taking any elected representatives into confidence. J R Lobo, MLA, Mangalore South, requested the minister to direct the Deputy Commissioner to constitute a committee under him to keep track of projects being handled by NHAI and KRDCL. The Bikarnakatte flyover is being constructed at snail's pace, he said, besides pointing out that road to Karkala from there on is too narrow for smooth transit. To this, the NHAI representative disclosed that a proposal of four-laning of Mangalore-Moodbidri bypass road is being prepared by the NHAI.

Crowded centres

Mr. Lobo spoke about the crowded 'Aadhar' card and ration card centres in the district and requested that the number of centres be increased. In response, Deputy Commissioner N Prakash said that he has asked for 20 more machines for Aadhar centres in the district including setting up of exclusive machines for the elderly so that they don't have to wait for long at the centres. The machines are yet to be received however, he said.

Land inundated

On obtaining information from an official concerned about submerging of lands due to water problem caused by the construction of Thumbay vented dam, Mr. Rai directed the Commissioner of Mangalore City Corporation (MCC) to calculate the compensation amount and distribute them among people whose lands have been affected. About 350 acres of land are estimated to have been submerged, an official said.

Mr. Rai also asked the officials in-charge of the social security schemes to not indulge in negligence of any sort in doling out scholarships, pensions to the physically challenged, beneficiaries of 'Sandhya Suraksha' scheme and also victims of natural disasters. Some beneficiaries who would earlier receive these benefits have been denied their due for months together, Mr. Rai said, and advised officials to not hold back in compensating victims of rain/lightning damage and other natural disasters at the earliest.

Mangaluru, Dec 16: The Mangaluru City police have significantly escalated their campaign against drug trafficking, arresting 25 individuals and booking 12 cases under the Narcotic Drugs and Psychotropic Substances (NDPS) Act between November 30 and December 13. The crackdown resulted in the seizure of a substantial quantity of illicit substances, including 685.6 grams of MDMA and 1.5 kg of ganja.

The success of this recent drive has been significantly boosted by the city’s innovative, QR code-based anonymous reporting system.

"The anonymous reporting system has received an encouraging response. Several recent arrests were made based on inputs received through this system, helping police tighten the noose around drug peddlers," said the City Police Commissioner.

The latest arrests contribute to a robust year-to-date record, underscoring the police's relentless commitment to combating the drug menace.

Up to December 14 this year, the police have registered a total of 107 cases of drug peddling, leading to the arrest of 219 peddlers. Furthermore, they have booked 562 cases of drug consumption, resulting in the arrest of 671 individuals.

The scale of the seizure for the year reflects the magnitude of the problem being tackled: police have seized 320.6 kg of ganja worth ₹88.7 lakh and 1.4 kg of MDMA valued at ₹1.2 crore. Other significant seizures include hydro-weed ganja worth ₹94.7 lakh and cocaine worth ₹1.9 lakh, among others.

The Commissioner emphasized a policy of rigorous enforcement: "We ensure that peddlers are caught red-handed so that they cannot later dispute the case or claim innocence."

To counter the rising trend of substance abuse among youth, the Mangaluru City police have rolled out uniform guidelines for random drug testing across educational institutions.

As part of the drive, tests were conducted in approximately 100 institutions, screening an estimated 5,500 to 6,000 students in the first phase. 20 students tested positive for drug consumption during the initial screening.

Students who tested positive have been provided counselling and are scheduled for re-testing in the second quarter. The testing will also be expanded to students not covered in the first phase. In a move to ensure strict implementation, police personnel were deployed in mufti in some institutions. Reiterating a zero-tolerance stance, the Commissioner confirmed that random testing will continue, and colleges have also been instructed to conduct drug tests at the time of admission to deter substance abuse from an early stage.

Mangaluru: In a decisive move to tackle the city’s deteriorating sanitation infrastructure, the Mangaluru City Corporation (MCC) has announced a massive ₹1,200 crore action plan to overhaul its underground drainage (UGD) network.

The initiative, spearheaded by Deputy Commissioner and MCC Administrator Darshan HV, aims to bridge "missing links" in the current system that have left residents grappling with overflowing sewage and environmental hazards.

The Breaking Point

The announcement follows a high-intensity phone-in session on Thursday, where the DC was flooded with grievances from frustrated citizens. Residents, including Savithri from Yekkur, described a harrowing reality: raw sewage from apartments leaking into stormwater drains, creating a "permanent stink" and turning residential zones into mosquito breeding grounds.

"We are facing immense difficulties due to the stench and the health risks. Local officials have remained silent until now," one resident reported during the session.

The Strategy: A Six-Year Vision

DC Darshan HV confirmed that the proposed plan is not a temporary patch but a comprehensive six-year roadmap designed to accommodate Mangaluru’s projected population growth. Key highlights of the plan include:

•    Infrastructure Expansion: Laying additional pipelines to connect older neighborhoods to the main grid.

•    STP Crackdown: Stricter enforcement of Sewage Treatment Plant (STP) regulations. While new apartments are required to have functional STPs, many older buildings lack them entirely, and several newer units are reportedly non-functional.

•    Budgetary Push: The plan has already been discussed with the district in-charge minister and the Secretary of the Urban Development Department. It is slated for formal presentation in the upcoming state budget.

Mangaluru: The Mangaluru CEN police have arrested a 23-year-old man for allegedly posting provocative and misleading content on an Instagram page named “mr_a_titude”, targeting the Bajpe police.

Mangaluru Commissioner of Police Sudheer Kumar Reddy C H identified the arrested as Abhishek M, a resident of Katipalla in Mangaluru.

A case has been registered at the Bajpe Police Station under Sections 353(1)(c), 353(2), 56, and 57 read with Section 189 of the Bharatiya Nyaya Sanhita (BNS) in connection with the post.

According to police, the accused uploaded a photograph of a hotel on the Instagram page and alleged that accused persons in a murder case under the Bajpe police jurisdiction were being given “royal treatment” by the police, including being served beef meals daily from the hotel.

The post further accused the police of supporting criminals, misusing their authority, and betraying public trust. Police said the content was provocative in nature and aimed at inciting public outrage against the police.

Following the post, a case was registered at the Bajpe police station, and further investigation was transferred to the CEN police station.

Police records indicate that the accused has a criminal history, with multiple cases registered against him, including murder, attempt to murder, assault, and robbery at the Surathkal Police Station, and one case at the Kaup Police Station.

The Commissioner said the accused was traced and arrested using technical evidence.
