River diversion has gone beyond administrative limits, says Rai; warns of stern action against moral policing

Mangalore, Jun 17: The issue of Nerthravathi River diversion has gone beyond administrative limits to be discussed any further, B Ramanath Rai, Minister for Forests, Environment and Ecology has said.

Responding to a query at an interactive 'meet the press' session held at Mangalore Press Club on Monday, Mr. Rai said that the preceding government has already given clearance for the diversion and the matter is no longer subject for discussion.

“I as an Environment minister cannot comment on this issue now because the matter has been taken beyond the clearance stage by the previous government. The decision was taken by the previous government based on a report which suggested that our district will not be majorly affected by the move. Although as a layman I do feel that it may cause harm to us and have my own concerns about our ground water level depleting, it is my personal opinion and am not aware of the technical details of the same to back my claim”, Mr. Rai said.

Rights of tribals

On the issue of granting rights to tribals like Malekudiyas and Soligas in forest areas, the Minister said that he would try to abide by the set guidelines of the Forest Act and the Court directive with respect to granting of rights to tribals who have been living in forest areas for over three generations.

“The Reserve Forest debate is a never ending one. While one section of the media discusses illegal occupancy and activity in Reserved Forests, another section talks about wrongful eviction. As per the Forest Act, each district must have a Forest Committee to look into matters such as existence of tribals for three generations in forests etc but these committees do not even exist in some districts. I on my part will look to balance conservation and rights of tribals in the light of the Forest Act and make sure that the committees are pressed into action and decisions with regard to rights of tribals will also be taken based on their findings”, the Minister said.

Responding to a question on mining activity in forests and his stance on the impact of hydel power projects on environment, Mr. Rai said that some mining and power projects have begun after obtaining prior NOCs (No Objection Certificates) and clearances from the Ministry of Forests and Environment in the past. He however maintained that conservation of environment will always be of priority to him when it comes to choosing between conservation and development in the future.

The eco-tourism proposal of Kudremukh Iron Ore Company Ltd. (KIOCL), is still before the Ministry of Forests and Environment and no clearance has been granted for the same as yet, Mr. Rai added.

Development plans for DK

Mr. Rai, also the district-in-charge minister for Dakshina Kannada, disclosed some of his plans for the district's development. The 'Rangamandira' project has seen unpardonable delay, he said, stating that it began in his previous term as district-in-charge minister and said that he will look to complete it as soon as possible. The central government has okayed four-laning of road from Hasan to Bantwal, he said, while informing that he plans to also construct a tunnel along the same route. Similarly, the government has given its nod for four-laning of Moodbidri-Shimoga road as well. Bantwal being plagued by traffic woes these days following loopholes in the flyover works, a proposal to set up a Traffic Police Station under Bantwal Police Station limits has been put forth by him. In order to achieve overall development of Mangalore and its surrounding areas, the concept of 'Greater Mangalore' is being formulated and the formation of Brahat Mangaluru Mahanagara Palike on the lines of Bangalore's BBMP has already been suggested to Vinay Kumar Sorake, Minister for Urban Development, Mr. Rai said.

Tough stand against moral policing

The Minister said that each police station will be asked to have a list of miscreants indulging in moral policing and in case of occurrence of such incidents, the SI of the concerned police station will be held accountable. A discussion with regard to the same will be held with the Home Minister soon, Mr. Rai said.

Responding to a question on his equation with RSS leader Kalladka Prabhakar Bhat, Mr. Rai said that election results have already come out and the people's verdict is there for all to see. “Communal politics is like seasonal fever. It doesn't last long. People understand that and have proved it with their votes”, Mr. Rai said.

Mangaluru: Disgruntled BJP leader and former MLA K Raghupathi Bhat, who is contesting the legislative council election as an independent candidate from the South West Graduates constituency, said the BJP has adopted the “godfather culture” of the Congress.

Bhat told reporters here on Saturday, that he has not tried to appease any senior BJP leaders to get a party ticket to contest the MLC poll.

“I am contesting and seeking votes based on my achievements. My contesting may have a negative impact on the BJP. However, I want to go back to the BJP after winning this election,” Bhat said, and refused to answer the actual reason for the denial of a BJP ticket to him.

“I have no idea who played from behind that I was denied a ticket for the MLC poll.

Earlier, the BJP had a culture of selecting candidates for MLA and MLC polls by seeking the opinion of party workers at the booth level, followed by discussions at mandal and district levels.

Now the situation is such that even if one person’s name was sent from the state, the final list will be different. The godfather culture of the Congress has stretched into our party too. Only those who appease leaders get a ticket in the BJP. However, I have not appeased any leader. I believe in the support of party workers, and with this confidence I am contesting the election,” Bhat said.

To a query, Bhat said that he has not contacted by BJP leaders after deciding to contest the MLC poll.

“I have already requested all leaders that I should get the party’s Form B to contest the MLC poll from the South West Graduates constituency. I have told them that I am also contesting as an independent candidate on behalf of the BJP. The ultimate aim of my contesting the election is that senior leaders should know the injustice that honest party workers are facing in the BJP,” he said.

In an intriguing turn of events, authorities have levied a fine against an actress for breaching traffic regulations depicted within a television serial.

In the 14th episode of the popular serial ‘Seetha Raama’ a Kannada language drama series airing on Zee Kannada, a scene featuring two individuals riding a scooter caught the attention of viewers. While the rider adhered to safety protocols by wearing a helmet, the actress on the pillion did not.

Jayaprakash Yekkur, a vigilant resident of Mangaluru, took swift notice of this discrepancy and promptly lodged a complaint with the Mangaluru City Police Commissioner. Yekkur underscored the concern that such portrayals of traffic violations by actors and actresses could potentially convey misleading messages to viewers, particularly those who are impressionable. He urged authorities to take decisive legal action against the actress, the serial’s director, and the broadcasting channel.

In response to Yekkur’s complaint, the Commissioner of Police forwarded the matter to the Mangaluru Traffic Police station. Subsequently, notices were issued to the owner of the two-wheeler featured in the scene and the serial’s director. Upon investigation, it was revealed that the scene had been filmed in Nandini Layout, Bengaluru, and was referred to the Rajajinagar police station for further scrutiny.

On May 10, after thorough inquiries, the Rajajinagar police station imposed a fine of Rs 500 on both the actress and the owner of the two-wheeler. Furthermore, the production manager of the serial committed to adhering strictly to traffic regulations in future episodes.

Expressing his contentment with the resolution, Jayaprakash Yekkur commented that the prompt response from the police, coupled with the imposition of a fine, serves as a valuable lesson and contributes significantly to enhancing public awareness.

Udupi: Udupi became the second city on the Karnataka coast after Mangaluru to launch water rationing, a senior official said on Tuesday.

Commissioner of the Udupi City Municipal Corporation Rayappa said that the rationing system will come into force from Wednesday and will continue till the water in the reservoir reaches comfortable levels.

The dam built across the Swarna river at a place called Baje, which is the only source of water for Udupi city, recorded 3.25 meters of water as against the top level of 6.30 meters.

The decision of water rationing will be reviewed periodically until the reservoir regains its fullest levels, the official said.

The Mangaluru City Corporation resorted to water rationing on Saturday following declining water levels in the reservoir built across the Nethravati river at Thumbe.
