PM unveils labour reforms to end 'inspector raj'

New Delhi, Oct 16: Prime Minister Narendra Modi today unveiled a string of labour reforms, including measures to end 'inspector raj', asserting that ease of doing business is "essential" to ensure 'Make-in-India' campaign is successful.

He dedicated a number of schemes under Shramev Jayate (work alone triumphs) programme which includes portability through universal account number for employee provident fund, single window portal to enable doing business with labour ministry and labour inspection scheme in central sphere.

Modi said these steps exemplified his government's approach of 'minimum government and maximum governance'.

Elaborating on steps to end the inspector raj -- harassment by officials, Modi said a transparent labour inspection scheme is being developed to check arbitrariness.

While so far the units for inspection were selected locally without any objective criteria, the new scheme envisages that serious matters will be covered under the mandatory inspection list.

A computerised list of inspections will be generated randomly on predetermined objective criteria and complaints-based inspection will also be determined centrally based on data and evidence. There will also be provision of Emergency List for inspection of serious cases.

"We have replaced 16 forms (which factory owners had to fill) with one form, which is available online. Now computer draw will decide which inspector (labour) will go for inspection to which factory and he will have to upload his report online in 72 hours.

"These facilities are what I call minimum government, maximum governance. I have been hearing about 'inspector raj' since childhood," Modi said.

Noting that it is the responsibility of the government to simplify processes for doing trade, the Prime Minister said, "Ease of business is the first and foremost requirement if 'Make In India' has to be made successful. Ease of business is the priority for Make In India."

Inaugurating the 'Pandit Deendayal Upadhyay Shramev Jayate Karyakram' organised by the Labour Ministry, Modi also reached out to 4.2 lakh ITI students through SMS as he greeted the achievers with ITI degrees in various fields, hailing the undergraduate technical course.

Besides the ITI students, about one crore EPFO subscribers also got SMSes regarding portability through UAN and about 6.50 lakh establishments and 1,800 inspectors got SMSes about Unified Labour Portal which, the government believes will make for a transparent and accountable Labour Inspection Scheme.

The Prime Minister said that this event is different from other launches as the message has reached to the stakeholders at the same time.

Laying emphasis on skill development in Apprenticeship Protsahan Yojana that he launched, the Prime Minister said that the country has huge potential to provide manpower to the world, which will require this by 2020.

Presently there are 2.82 lakh apprentices undergoing training against 4.9 lakh seats.

An initiative to revamp the apprenticeship scheme has been undertaken and the particular scheme will support one lakh apprentices during the period up to March 2017.

Reaching out to the working class, he said that he is keen that Rs 27 thousand crore lying unclaimed in PF accounts are given back to their claimants arguing that if mobile subscribers get connectivity everywhere they go, why cannot migrating labour force can continue to get PF benefits.

"I have to give back this money to the poor. This Rs 27 thousand crore belongs to the poor," he said even as he took a dig at this critics for questioning his vision.

"Those who ask what is Modi's vision won't be able to see this because the power of their spectacles has gone up just looking for a vision," he said.

Stressing that the government functions on trust and not doubt, he said that this was the vision behind his government's decision allowing self certification of documents by enterprising youths, who had to run from pillar to post earlier to get their documents attested by officials.

Exhorting people to accord respect to labour and consider labourers as 'Shramyogi', he said that society can develop only if the dignity and honour of labour is restored in social life vis a vis other white collared jobs.

Noting that it is ironical that while an unemployed graduate in some other course is respected, those from ITIs are looked down upon and they are hesitant to identify themselves due to it.

"We have not considered labour respectable. We treated it as downgrade," he said, adding that a compassionate approach will ensure that "Shram Yogi" becomes "Rashtra Yogi" and "Rashtra Nirmaata".

Modi made a strong pitch for understanding and appreciating labour issues through the perspective of the labourers, so that they could be resolved with compassion.

The Prime Minister lauded the efforts of the Ministry of Labour and Employment in launching a series of schemes simultaneously, which took into account the interests of workers as well as the employers. He said the Shram Suvidha Portal has simplified compliance of 16 labour laws, through a single online form.

Modi said that transparent Labour Inspection Scheme for random selection of units for inspection would end undue harassment of the "Inspector Raj," while ensuring better compliance.

The Prime Minister said the initiative of appointing National Brand Ambassadors of vocational training would instill pride and confidence in ITI students.

Lauding e-governance as easy, effective and economical governance, he said that it will also boost transparency.

Bengaluru: The Congress and BJP will lock horns on the electoral battleground again in less than a fortnight in Karnataka, as the stage is set for the second phase of elections in the 14 remaining Lok Sabha seats on Tuesday.

It is going to be a straight fight between the ruling Congress and BJP in Parliamentary segments in the northern districts. The JD(S) is not contesting in these seats and is supporting its National Democratic Alliance (NDA) partner -- the BJP.

The state has a total of 28 Lok Sabha constituencies. The first phase of polling in 14 seats in most of the southern and coastal districts was held on April 26.

A total of 227 candidates -- 206 men and 21 women -- are in the fray for the second phase.

More than 2.59 crore voters are eligible to exercise their franchise in 28,269 polling stations where voting will take place between 7 am to 6 pm.

The segments where elections will be held on Tuesday are: Chikkodi, Belgaum, Bagalkot, Bijapur, Gulbarga, Raichur, Bidar, Koppal, Bellary, Haveri, Dharwad, Uttara Kannada, Davangere and Shimoga.

In the 2019 Lok Sabha polls, BJP had swept all these 14 seats, defeating Congress and JD(S), which were in alliance and ruling the state then.

Having scored a thumping victory in the Assembly elections last year, the Congress now appears determined to put up a strong show.

Karnataka is the most important state for the BJP in south India as it's only here that it has held power in the past.

Speaking to PTI, Karnataka Chief Electoral Officer Manoj Kumar Meena said adequate security arrangements have been made for Tuesday's polling.

"Around 1.45 lakh polling officials have been deployed across the 14 constituencies. In addition, 35,000 civil police personnel, 65 companies of Central Paramilitary forces and armed police of other states will be deployed for the polling day," he said.

Besides this, 4,000 micro-observers will also be on duty and 17,000 polling stations will be covered by webcasting, he added.

Davangere has the maximum number of 30 candidates, followed by 23 in Shimoga and Raichur has the least number - eight.

Former Chief Ministers Basavaraj Bommai (Haveri) and Jagadish Shettar (Balgaum), Union Ministers Pralhad Joshi (Dharwad) and Bhagwanth Khuba (Bidar) -- all from BJP; Congress' Geetha Shivrajkumar (Shimoga) -- wife of actor Shivrajkumar and daughter of former CM S Bangarappa and AICC President Mallikarjun Kharge's son-in-law Radhakrishna Doddamani (Gulbarga), are among the prominent names in the fray.

Also in the contest are MP and veteran BJP leader B S Yediyurappa's son B Y Raghavendra, suspended party leader and former Deputy CM K S Eshwarappa -- both from Shimoga, former Speaker Vishweshwar Hegde Kageri and ex-Minister B Sreeramulu of BJP from Uttara Kannada and Bellary respectively and retired IAS officer G Kumar Naik of Congress from Raichur.

Stakes are high for several Ministers in this phase with their children in fray.

Sons of Ministers Laxmi Hebbalkar and Eshwar Khandre - Mrinal Ravindra Hebbalkar and Sagar Khandre - are contesting from Belgaum and Bidar respectively, while daughters of Ministers Satish Jarkiholi and Shivanand Patil -Priyanka Jarkiholi and Samyukta Patil- are in contention in Chikkodi and Bagalkot respectively.

Prabha Mallikarjun, wife of Minister S S Mallikarjun and daughter-in-law of veteran Congress leader Shamanur Shivashankarappa, is in the fray from Davangere.

The Congress' performance in the elections, especially in the second phase which covers almost all Lingayat-dominated districts, is crucial, as the party did not win one of them in 2019, and to also check whether the grand old party has managed to retain the support of a section of Lingayats -- considered as the BJP's core vote-base -- which seemed to have somewhat shifted towards it in the 2023 Assembly polls.

The Lok Sabha election is being seen as a big test of sorts for Congress state unit chief D K Shivakumar, who has made no secret of his ambition to become chief minister, amid speculations of change in guard mid-way of the Assembly term. The stakes are also high for Chief Minister Siddaramaiah, as victory in this election is seen as key to strengthening his hands, analysts say.

It is also seen as a kind of a "litmus test" for state BJP president B Y Vijayendra, who has the onerous task of helping the party retain its supremacy in the Lok Sabha polls, by regaining its traditional Lingayat vote-base.

Ensuring a BJP sweep is paramount for the son of veteran leader B S Yediyurappa, to consolidate his position and silence critics who have questioned his selection to the post, overlooking seniors and seasoned hands.

The ruling Congress is mostly banking on the implementation of its populist five guarantee schemes while the BJP seems to be leveraging the "Modi factor" to the hilt.

Bagalkot, Apr 29: Prime Minister Narendra Modi on Monday accused the Congress of planning religion-based reservation in the country for the sake of vote bank politics but asserted that he will not let it happen.

He said this Congress proposal is to appease minorities as the SC/ST and OBC community is now with the BJP.

"In Karnataka, Congress has started a campaign to change the Constitution and to snatch away the rights of SC/ST and OBCs. Our Constitution does not accept religion-based reservation. But the Karnataka government has given part of OBC reservation to Muslims," Modi said.

Addressing a mega election rally in this district headquarters town, he said, "They (Congress) will not settle with this. They had earlier too in their manifesto said about coming out with a law to provide religion-based reservation. There is a similar signal in their manifesto this time."

"I want to make my Dalit, SC/ST and OBC brothers and sisters aware about Congress' intentions. These people on the basis of religion, to keep their vote bank safe, are planning to loot your right which was given by Babasaheb Ambedkar and the Constitution," he added.

Veteran BJP leader B S Yediyurappa, BJP candidates and MPs from Bagalkot (Bagalkot) and Vijayapura (Bijapur) - P C Gaddigoudar and Ramesh Jigajinagi, respectively - were among those present at the rally.

Noting that most of SC, ST and OBC MPs in the Parliament are from BJP, Modi said, "So they feel that as SC, ST and OBC are with BJP. To gain the trust of minorities, they want to loot from SC, ST and OBC and give it to minorities. Will you let this happen?"

"I want to guarantee today to my Dalit, Adivasi and OBC brothers and sisters. I will not let such intentions of Congress be successful. To protect your rights, your reservation, Modi will go to any extent. I'm assuring you this," he added.

Bengaluru: In a fresh development in the alleged Hassan sex abuse case, JD(S) MLA H D Revanna, who was accused of sexually harassing his house help, has been booked for kidnapping a victim allegedly sexually assaulted by his son, Hassan MP Prajwal Revanna. The case was filed late Thursday evening at the KR Nagar police station in Mysuru.

The 20-year-old complainant from KR Nagara accused one Sathish Babanna of taking his mother away forcibly and keeping her in an unknown location at the behest of Revanna.

As per the FIR, Revanna has been named as accused 1 while Babanna was accused 2. The duo were booked under IPC Sections 364A (kidnapping for ransom), 365 (kidnapping or abducting with intent secretly and wrongfully to confine a person) and 34 (acts done by several persons in furtherance of common intention).

The complainant claimed that his mother, whose name and age were not revealed, had worked as a help in Revanna’s house and farm in Holenarasipura for six years, quit the job three years ago and returned to KR Nagara. She then worked for daily wages.

“Nearly three to four days before the Lok Sabha election, Sathish Babanna, who is known to us and hailed from our native place, took my mother to Holenarasipura after saying that Bhavani Revanna, the wife of MLA Revanna, had asked for her,” the complainant alleged, adding that Babanna dropped her back on the day of the polls.

Babanna allegedly told the victim’s mother and father to remain silent and evade the police if they came looking for them and to inform him of the developments.

On April 29, at around 9 pm, when the complainant was home, the suspect Babanna arrived, told the complainant’s mother that Revanna had asked for her and took her away on his motorcycle. The complainant claimed that he wasn’t aware of where Babanna took his mother and he had told him that if the police found her, a case would be registered and they would all go to jail.

On May 1, two of the complainant’s relatives called him on the phone and told him that there was a video of his mother being sexually assaulted by Prajwal and that it was a huge case, the FIR noted. He was also informed by his two friends of his "mother's videos being circulated".

When he asked Babanna later that night, he was allegedly told that there was a photo of his mother standing with a stick when Prajwal had quarrelled with someone earlier and an FIR had been registered. Babanna told the complainant that his mother would have to be released on bail, the FIR noted.

“Babanna told me not to speak on the matter on my phone and asked me to talk from a different phone,” he said, seeking action from the police.

The case has been transferred to the Special Investigation Team (SIT) set up to probe the Hassan sex scandal as per the government order.
