Udupi, Feb 6: Minister of State for Fisheries, Youth Services and Sports Pramod Madhwaraj has said that it was the 73rd and 74th amendments to the Constitution brought by the then Prime Minister Rajiv Gandhi responsible for strengthening the panchayat raj system in the country.

He was speaking after inaugurating the Rajiv Gandhi Gram Swarajya Abhiyan organised by the Udupi District Congress Committee at the Congress Bhavan, here recently.
He said that these amendments provided for the three-tier panchayat raj system. Until these amendments were brought, State governments were lax in holding elections for the GPs. But after the passing of these amendments, holding elections to the rural and urban local bodies regularly became the norm, he said.
Oscar Fernandes, Rajya Sabha member, said that these amendments were responsible for empowering women and they had provided for reservation for women in the panchayat raj system.
