Simultaneous polls in UP, Goa, 3 other states in Feb-Mar

October 23, 2016

New Delhi, Oct 23: Uttar Pradesh, which is set to witness game-changer elections, and four other states will go to polls simultaneously, most likely in February-March next, commencing shortly after the presentation of the Union Budget on February one.

While it will be a single-day polling in Punjab, Goa, Uttarakhand and Manipur, Uttar Pradesh is likely to have as many as seven phases, sources in the Election Commission said.

The BJP, which had swept the Lok Sabha elections more than two years ago, winning 70 of the 80 seats in Uttar Pradesh, is seeking to make a comeback by wresting power after 15 years from the ruling SP. The BSP is expected to give a stiff challenge to both of them.

In Punjab, after two successive terms, the ruling SAD-BJP combine is facing a tough battle from Congress on the one hand and a fledgeling AAP on the other.

Uttarakhand, where the ruling Congress staged a sensational comeback this year following a legal battle, is fighting anti-incumbency and facing challenge from the BJP.

Goa, where the ruling BJP is seeking a fresh term, is pitted against Congress and AAP. In Manipur, the Congress is seeking to retain power.

As a matter of abundant precaution, the government approached the Commission for clearing its proposal to present the Union Budget in Lok Sabha on February one and avoid criticism of violating the model code of conduct that will come into force the day elections are announced.

Sources said that the Commission had no objection to the budget exercise being carried on because of the fact that it would cover the entire country and was not specific to the poll-bound states.

It has also been conveyed to the government that caution should be exercised so that overtly populist measures are not included in the budget aimed at voters in these states.

The Commission is working on a schedule for the polls which should be completed by the middle of March so that new assemblies in these states could be constituted well in time before the expiry of their tenure.

It is working out the requirements about security forces with the Centre and the states concerned for ensuring that the polls are free and fair.

Nearly a lakh of state police and central armed police force personnel may be deployed to ensure that the electoral exercise is smooth and free from violence and malpractices like booth capturing.

Chief Election Commissioner Nasim Zaidi had recently said, "We are trying to assess the requirement of security forces, climate and exam schedule -- all these inputs are being taken into consideration. Only then we will be able to say whether they will be staggered or multi-phase."

While the term of the Uttar Pradesh assembly ends on May 27, 2017, those of Goa, Manipur and Punjab end on March 18. The Uttarakhand Assembly's term ends on March 27.

Mangaluru: A teenage boy from a remote village in Dakshina Kannada district, who was undergoing treatment for stomach pain for past few days, breathed his last after hospitalization.

The deceased has been identified as Nithin Kumar, 19, who had completed PUC and was attending computer classes.

According to police, on May 4, when he informed his family that he had been suffering from a stomach-ache for the past 4-5 days, his family members took him to a clinic in Kaniyoor.

The doctors who examined him advised him to undergo scanning. He was informed about a kidney stone and later, they returned home. That same night, he suffered from stomach-ache again and was rushed to a private hospital in Puttur.

On May 7, as per doctors’ advice, he was discharged around 12:45pm. However, when he came home around 2:30pm, he again suffered from stomach-ache and was taken to another private hospital in Puttur, where doctors conducted a surgery.

On Wednesday, as per doctors’ advice, he was asked to be shifted to Mangaluru for better treatment.

He visited a private hospital in Derakatte, where doctors suggested that he be shifted to government Wenlock Hospital.

The doctors who examined him at the Wenlock Hospital declared him dead. A case has been registered at the Bellare police station, and an investigation is on.

Mangaluru, May 4: The Mangaluru International Airport was besieged with a harrowing message of terror recently, when an email, purportedly from malevolent elements, menacingly declared the planting of bombs within the airport premises.

Addressed to the office of the airport authority, the missive, steeped in ominous overtones, bore the ominous signature of a terrorist faction, ominously named 'Terrorizers 111'.

The communication, disseminated in English, ominously detailed the clandestine emplacement of explosives in areas eluding facile detection, accompanied by a chilling warning of their imminent detonation. The threat, ominously looming over not only the infrastructure but also the airborne vessels, portended a catastrophic deluge of bloodshed and loss.

In response to this dire communiqué, airport authorities swiftly engaged the apparatus of law enforcement, dispatching urgent alerts to the vigilant guardians of public safety. Acting upon the dictates of higher echelons, a formal dossier of this menacing correspondence was meticulously compiled, cloaked in the veil of confidentiality to thwart any premature dissemination.

Mangaluru International Airport found itself in grim camaraderie with more than 30 counterparts under the aegis of the Airport Authority of India (AAI) and private domains, all recipients of this chilling electronic diatribe. A comprehensive net of precautionary measures was swiftly cast, fortifying the bastions of security in anticipation of any nefarious designs lurking within the shadows.

Several women, believed to be victims of Prajwal Revanna, have left their homes in Karnataka's Hassan district over the last ten days, according to media reports.

These departures reportedly come amid fear and stigma after their identities became public due to the circulating video clips showing the women who were allegedly sexually assaulted by Prajwal Revanna.

"The entire district is in H D Revanna’s control. You speak ill about them and chances are high that it will reach them, because the family and the party have a large following," a shopkeeper in Hagare - 20 km from Hassan – was quoted as saying by the news paper.

Hassan is the bastion of the JD(S) supremo Deve Gowda, and Prajwal, his grandson, is the sitting MP.

The family of the woman whose complaint was the basis of the first FIR against Prajwal has now left their home, the publication reported, citing a neighbour who said, "The woman worked at Revanna’s house as a house help. Some of her videos started to circulate and then, her house was seen locked. We don’t know when she left."

Notably, a former Zilla Panchayat member has also filed a rape case against Prajwal, and in that village many women who worked for the party formerly are now incommunicado, a JD(S) leader told the publication. "We noticed many of the party women deleting their photos with Prajwal on social media. In some instances, men are questioning their wives about their association with the MP. It is shattering the lives of many women in the district," he said.

The local leader added that the former Zilla Panchayat member was there on April 24, but no one had seen the family since the videos came out.

The case is currently being probed by an SIT team and when they reached the Revanna residence, party workers were reportedly heard talking about the women. "I know this woman, she lived close to our residence and was very active in JD(S) activities. Her house is locked… she has small children," one said, as per IE.

Another shopkeeper added, "It was really wrong to reveal the faces of the women. I know some of them, and they have gone into hiding. We don’t know whether they can return."

He noted that it is impossible to survive in Hassan while fighting a case against the Revanna family.

While Prajwal's father, H D Revanna is in SIT custody, a Blue Corner notice has been issued against the sitting MP.
