Subsidised health care for APL families in offing

Bengaluru, Jan 18: The State government will launch the Rajiv Arogya Bhagya scheme for providing subsidised healthcare for Above Poverty Line families and cash-less medical treatment for government employees under the Jyoti Sanjeevini scheme, on January 20.

Implementation of the Rajiv Arogya Bhagya scheme also means every citizen, irrespective of income and who is not covered by any health insurance scheme, will be eligible for low-cost surgeries.

Addressing the media here on Saturday, Health Minister U T Khader said Chief Minister Siddaramaiah would formally launch the schemes. These schemes would cover ailments related to heart, neurology, kidney, cancer, burns, accident and children affected by serious diseases.

As many as 449 serious types of surgeries related to these seven ailments have been identified.

Those who wish to make use of the schemes should enrol themselves at the Arogya Suraksha Trust. The Rajiv health scheme is aimed at providing help to APL card holders and their family members who are facing serious health problems.

There are plans to provide advanced healthcare at the government super speciality hospitals. This would be on cash payment basis.

The Trust has tied up with 124 hospitals for implementing the scheme. Medical care to the tune of Rs 1.5 lakh could be availed annually by an APL family.

The minister said that treatment under the Rajiv health scheme is not totally free. “They will have to pay a minimum fee. For example, if a patient is admitted to a general ward, 30 pc of the total medical cost has to be paid by the patient, and the rest 70 pc would be met by the Arogya Suraksha Trust. In super speciality wards, 50 pc of the cost would be met by the Trust,” he added.

The minister said the details of the schemes would be made available on an app and the same would be released on January 20.

The Jyoti Sanjeevini scheme is aimed at helping the State government employees and their dependent family members to get treatment in super speciality hospitals. As many as 110 hospitals have registered with the Trust. Medical treatment would be cash-less in these hospitals for the identified seven ailments.

The scheme has not only made provision for getting free surgeries done but also doctors consultation, food, medicines and hospital expenses. In case of purchase of stents and prostheses which would cost exceeding the maximum assistance offered by the government, the cost has to be absorbed by the patient.

Those whose monthly income is Rs 16,000, are eligible for ordinary ward, Rs 16,000-43,000 – semi deluxe and Rs 43,201 and above – luxury wards.

Mangaluru police have arrested a 27-year-old NRI on his return from Saudi Arabia in connection with an Instagram post allegedly containing derogatory and provocative remarks about the Hindu religion, officials said on Monday.

The accused, Abdul Khader Nehad, a resident of Ulaibettu in Mangaluru, was working in Saudi Arabia when the post was uploaded, police said.

A suo motu case was registered at the Bajpe police station on October 11 after an allegedly offensive post circulated from the Instagram account ‘team_sdpi_2025’. Police said the content was flagged for being provocative and derogatory in nature.

During the investigation, technical analysis traced the Instagram post to Nehad, who was residing abroad at the time, a senior police officer said. Based on these findings, a Look Out Circular (LOC) was issued against him.

On December 14, Nehad arrived from Saudi Arabia at Calicut International Airport in Kerala, where he was taken into custody on arrival. Police said further investigation is underway.

Mangaluru: In a decisive move to tackle the city’s deteriorating sanitation infrastructure, the Mangaluru City Corporation (MCC) has announced a massive ₹1,200 crore action plan to overhaul its underground drainage (UGD) network.

The initiative, spearheaded by Deputy Commissioner and MCC Administrator Darshan HV, aims to bridge "missing links" in the current system that have left residents grappling with overflowing sewage and environmental hazards.

The Breaking Point

The announcement follows a high-intensity phone-in session on Thursday, where the DC was flooded with grievances from frustrated citizens. Residents, including Savithri from Yekkur, described a harrowing reality: raw sewage from apartments leaking into stormwater drains, creating a "permanent stink" and turning residential zones into mosquito breeding grounds.

"We are facing immense difficulties due to the stench and the health risks. Local officials have remained silent until now," one resident reported during the session.

The Strategy: A Six-Year Vision

DC Darshan HV confirmed that the proposed plan is not a temporary patch but a comprehensive six-year roadmap designed to accommodate Mangaluru’s projected population growth. Key highlights of the plan include:

•    Infrastructure Expansion: Laying additional pipelines to connect older neighborhoods to the main grid.

•    STP Crackdown: Stricter enforcement of Sewage Treatment Plant (STP) regulations. While new apartments are required to have functional STPs, many older buildings lack them entirely, and several newer units are reportedly non-functional.

•    Budgetary Push: The plan has already been discussed with the district in-charge minister and the Secretary of the Urban Development Department. It is slated for formal presentation in the upcoming state budget.
