Sweep for BJP, Delhi dumps broom: Test for Kejriwal to keep his flock together

New Delhi, Apr 27: BJP's gambit in replacing all its sitting municipal councillors, putting an outsider, actor Manoj Tiwari, at the helm of the state unit and using Prime Minister Narendra Modi as a trump card has paid it handsome dividends in the elections to the three municipal corporations in Delhi.

It steamrolled AAP and restricted Congress to a modest revival by taking 181 of the 270 seats — that's over two thirds — for which polling took place last Sunday. Tiwari, Swaraj India chief Yogendra Yadav — a former colleague of Kejriwal — and state Congress chief Ajay Maken have all invoked the idea of 'Right of Recall' to urge Kejriwal to step down as CM.

"A party which won 67 assembly seats just two years back couldn't win even 67 wards," said Tiwari, rubbing it in. For AAP, the outcome could not have been worse, coming as it did on the heels of its humiliating defeat in the Rajouri Garden bypoll and soon after its loss in Punjab and Goa.

It was left vying with Congress for seats and vote share, doing marginally better than the latter. It got only 16 seats in south (BJP 70, Congress 12), 21 in north (BJP 64, Congress 15) and 11 in east (BJP 47, Congress 3). AAP had hoped it would be able to favourably contrast its performance in the state government with BJP's in the MCD, but the strategy didn't work.

Also, by dumping all its sitting councillors, BJP managed to signal a clean break from its 10-year-old legacy even as it rode on Modi's huge post-UP popularity. Raising a scare over disease outbreaks because of the insanitary conditions in the city didn't serve AAP well. The party needs to introspect if it wants to remain a credible player in Indian politics, according to most political analysts. It, however, appears to be in a state of denial, having worked out a consistent strategy of blaming EVM-tampering for defeats.

"BJP has done nothing but spread corruption, dengue and chikungunya in Delhi. There's no reason for people to vote for BJP again. It is unbelievable. If the margin of victory had been low we could have accepted it. But the huge difference is not possible without rigging the elections," said deputy CM Manish Sisodia.

However, later in the day, Kejriwal congratulated BJP on its victory, saying in a tweet that his government "looks forward to working wid (sic) MCDs for the betterment of Delhi".

The question on many lips is: Will Kejriwal & Co now get serious about engaging with the real issues - such as repairing roads and augmenting the bus fleet - instead of being in a permanent state of conflict with the Centre and bristling at every criticism.

Kejriwal, who has stayed out of Delhi for long periods, will have to guard his flock that will now be more vulnerable to temptation from BJP.

In case of an adverse verdict from Election Commission of India in the office-of-profit case, which will lead to the disqualification of 21 party MLAs, such attempts will assume urgency and could pose an existential crisis for AAP.

For its part, BJP, after this massive mandate, cannot afford to let the rot within the municipal corporations it rules continue, say civic experts.

It will have to bring about a perceptible change in the way the corporations function - from streamlining processes to sticking to deadlines to cutting out corruption.

Blaming Kejriwal for denying funds to the corporations won't work because state party chief Tiwari had indicated that they would find new ways, like direct funding by the Centre.

The fact that there has been a marginal decline in its vote share - from 36.7% in 2012 to 36.1% this time - should be a sobering thought.

Tiwari's strenuous campaigning has helped him shake off the outsider tag; he also enjoys the central leadership's solid backing.

The party's immediate challenge is to ensure sanitation and salaries for MCD staff. In this tri-polar contest, Congress chief Ajay Maken's efforts to revive his party's fortunes with virtually no support from other state leaders failed.

Former chief minister Sheila Dikshit stayed away and no other leader was visible during campaigning. They say they were not made to feel welcome. There were rumblings within the fractious state unit over ticket distribution.

Former minister A K Walia threatened to quit and east Delhi strongman Arvinder Singh Lovely dealt a severe blow to the party by actually doing so in a huff, promptly joining BJP.

He was followed by former Delhi Commission for Women chief Barkha Singh, who even questioned Rahul Gandhi's state of health. Having improved its vote share in the Rajouri Garden byelection, Maken ran a largely positive campaign with multiple manifestoes on various issues.

Given the heavy odds he was up against, there is no great surprise over the party's third-place finish. Although he has already sent in his resignation, he is seen as Rahul Gandhi's choice to run the party in Delhi and the options for Congress are limited.

"Our vote share went down to 9% in the 2015 assembly elections and from there it has improved. I took charge as DPCC president when Congress couldn't open its account in the 2015 elections. It has been a difficult journey and party workers worked really hard. We have made a reasonable comeback but it is not what I had hoped for," said Maken.

Ambikapur (Chhattisgarh): Prime Minister Narendra Modi on Wednesday hit out at the Congress, saying the 'vote bank hungry' party wanted to implement reservation on the basis of religion.

Addressing a poll rally in Ambikapur, the headquarters of Surguja district in Chhattisgarh, PM Modi also said the Congress wanted to impose inheritance tax in the country and snatch the rights of people's children.

Some forces want a "weak" government of the Congress and "I.N.D.I." alliance in the country as they thought that if India becomes 'atmanirbhar' (self-reliant), their shops will be shut, he said.

"Today when I have come to Surguja, I want to present the Muslim League thinking of the Congress in front of the country. When their manifesto was released, on the same day I had said, and saying today also that the Congress manifesto has the imprint of Muslim League," Modi said.

When the Constitution was being drafted, it was decided under the leadership of Babasaheb Ambedkar that there would be no reservation on the basis of religion in India, he said.

"If there will be reservation then it will be for by Dalit brothers and sisters and tribal brothers and sisters," he said.

"But the vote bank hungry Congress never cared about the words of the great personalities, sanctity of the Constitution and the words of Babasaheb Ambedkar. Years ago, the Congress made an attempt to implement reservation on the basis of religion in Andhra Pradesh. Then Congress has planned to implement it in the entire country," Modi said.

They talked about implementing 15 per cent reservation on the basis of religion and said it will be done after curtailing the quota of the Scheduled Castes, Scheduled Tribes and Other Backward Classes, he added.

In its 2009 manifesto, Congress's intention was the same and in the 2014 manifesto, it clearly said it will not leave this issue, the prime minister said.

The Congress wanted to change the Constitution and hand over rights of the SCs, STs and OBCs to its vote bank, he said.

The intention of the Congress is not good, it is not according to the Constitution, social justice and secularism. If anyone can protect your reservation, it is the BJP, Modi said.

"The Congress's eyes are not only on your reservation, but also on your earnings, your houses, shops and farms. The 'shehzada' of Congress (apparently referring to Rahul Gandhi) says they will conduct an X-ray of the property of every house and every family in the country. The Congress will snatch all these from you and they say that they will equally distribute them," he said.

Do you know to whom they will distribute it after 'looting' it from you? Modi asked, to which the people replied in affirmative.

"I need not to tell you to whom they will distribute," he added.

Modi further said the 'dangerous intentions' of Congress are coming to forth one by one and now it says it will impose inheritance tax.

"The advisor of shehzada of the shahi parivar, who was also the advisor to the shehzada's father, had said that more tax should be imposed on the middle class and those who earn by toiling hard. Now the Congress says it will impose inheritance tax. It will impose tax on the assets inherited by people from their parents. Now, the panja (Congress poll symbol) will snatch the assets from your children," he said without taking any name.

The Congress' mantra is 'loot of Congress zindagi ke sath bhi, zindagi ke baad bhi', he said.

"They (Congress) want to snatch your assets and rights of your children," Modi added.

The PM also said he had come to seek people's blessings for a developed Chhattisgarh and a developed India.

Canadian Police said they have arrested three Indians they suspect were part of the alleged hit squad that had killed Hardeep Singh Nijjar, a Sikh separatist leader involved with the Khalistan movement, which calls for an independent Sikh state.

Nijjar's killing had become the epicentre of a diplomatic row between India and Canada last year after Prime Minister Justin Trudeau alleged the role of "Indian agents" in the murder. India had rejected the charge as "absurd" and "motivated".

The three arrested Indians - Karan Brar, 22, Kamalpreet Singh, 22, Karanpreet Singh, 28 - were living as non-permanent residents in Alberta for three to five years, said Superintendent Mandeep Mooker, who leads the Integrated Homicide Investigation Team. The police have also released their photos.

They have been charged with first-degree murder and conspiracy to commit murder, showed court documents.

Police said that none of the suspects were known to them earlier and they were investigating their possible ties to the Indian government.

The murder remains "very much under active investigation," Royal Canadian Mounted Police (RCMP) Assistant Commissioner David Teboul told a press conference on Friday.

"There are separate and distinct investigations ongoing into these matters, certainly not limited to the involvement of the people arrested today, and these efforts include investigating connections to the government of India," CTV News quoted him as saying.

Nijjar, a Canadian citizen who was wanted in India on various terror charges, was shot dead outside a gurdwara in Surrey on June 18, 2023. Trudeau's charge against India sparked a massive row later that year with both countries expelling diplomats of the other country.

A fresh row erupted earlier this week after separatist slogans on 'Khalistan' were raised at an event addressed by Trudeau, prompting New Delhi to summon their Deputy High Commissioner and lodge a strong protest.

On the sidelines of the event, Trudeau told reporters that Nijjar's killing had created a "problem" that he could not have ignored.

India rejected his comment and said it once again showed Canada provides political space given to separatism, extremism, and violence. "This not only impacts India-Canada relations but also encourages a climate of violence and criminality in Canada to the detriment of its own citizens," foreign ministry spokesperson Randhir Jaiswal said.

The BJP has opened its account in the ongoing Lok Sabha elections. The party's candidate from Gujarat's Surat constituency, Mukesh Dalal, has won the polls as all his opponents are now out of the fray.

BJP's Mukesh Dalal elected unopposed from the Surat Lok Sabha seat after all other candidates withdrew from the contest, the party's Gujarat unit chief CR Paatil said today. Today was the deadline for withdrawing nominations.

The nominations of the Congress party's Surat candidate and his substitute were rejected by the returning officer over alleged discrepancies in paperwork, a development that the Congress called an attempt at "match-fixing".

"Surat has presented the first lotus to Prime Minister Narendra Modi. I congratulate our candidate for Surat Lok Sabha seat Mukesh Dalal for getting elected unopposed," Mr Paatil posted on the microblogging website X, referring to the BJP's election symbol.

Eight candidates - seven of them independents - and Pyarelal Bharti of the Bahujan Samaj Party (BSP) withdrew their papers.

The nomination papers of the Congress's Surat candidate Nilesh Kumbhani was rejected on Sunday after the district returning officer Saurabh Parghi found discrepancies in the signatures of the proposers.

The nomination form of Suresh Padsala, the Congress's substitute candidate from Surat, was also found invalid.

The returning officer had said the four nomination forms submitted by the two Congress candidates did not appear genuine. The proposers, in their affidavits, had said they had not signed the forms themselves, the returning officer said in the order.

Congress lawyer Babu Mangukiya said the party will approach the high court and the Supreme Court for relief.

Congress leader Jairam Ramesh in a post on X said the Surat developments indicate "democracy is under threat". "Our elections, our democracy, Babasaheb Ambedkar's Constitution - all are under a generational threat. This is the most important election of our lifetime," Mr Ramesh said.

Mr Ramesh alleged the "distress" of micro, small and medium enterprise (MSME) owners and the business community in PM Modi's "Anyay Kaal" and their anger have "spooked the BJP so badly that they are attempting to match-fix the Surat Lok Sabha polls, which they have won consistently since the 1984 Lok Sabha elections."
