Bengaluru, Jun 16: A magisterial inquiry conducted into the violence at Madikeri during celebrations of Tipu Sultan Jayanti on November 10, 2015, held the Kodagu Deputy Commissioner and Superintendent of Police (SP) responsible. The violence claimed the lives of two people, including Vishwa Hindu Parishad leader Kutappa.

The absence of the Deputy Commissioner and SP from the district headquarters owing to their leave before the Tipu Jayanti celebrations and their failure to hold peace meetings led to the violence, the magisterial report said.
Deputy Commissioner of Mysuru C. Shikha conducted the magisterial probe into the violence in Kodagu and submitted the report to the government. The State Cabinet accepted the report on Wedesday.
The absence of the two top officials, when their presence was required, has been cited as the major reason for the situation spiralling out of control.
Briefing presspersons on decisions taken at a State Cabinet meeting here on Wednesday, Law and Parliamentary Affairs Minister T.B. Jayachandra said the report recommended transfer of and non-executive posts for both SP Vartika Katiyar and the Deputy Commissioner Meer Anees Ahmed. However, Mr. Ahmed retired recently.
It was decided to serve notices and action against both SP Vartika Katiyar and then Deputy Commissioner as recommended by the magisterial report. Ms. Katiyar had gone on leave three days before the Tipu Jayanti celebrations, while Mr. Ahmed too went on leave just a day before the event. The chief executive officer of zilla panchayat M. Kurma Rao was in charge of district affairs in Mr. Ahmed's absence.
