Moscow, Dec 27: Russian Foreign Minister Sergei Lavrov gave Ukraine an ultimatum on Monday to fulfil Moscow's proposals, including surrendering territory Russia controls, or its army would decide the issue, a day after President Vladimir Putin said he was open to talks.

Kyiv and its Western allies have dismissed Putin's offer to talk, with his forces battering Ukrainian towns with missiles and rockets and Moscow continuing to demand that Kyiv recognise its conquest of a fifth of the country.

Kyiv says it will fight until Russia withdraws.

"Our proposals for the demilitarization and denazification of the territories controlled by the regime, the elimination of threats to Russia's security emanating from there, including our new lands, are well known to the enemy," state news agency TASS quoted Lavrov as saying late on Monday.

"The point is simple: Fulfil them for your own good. Otherwise, the issue will be decided by the Russian army."

Putin launched his invasion of Ukraine on February 24, calling it a "special operation" to "denazify" and demilitarise Ukraine, which he said was a threat to Russia. Kyiv and the West say Putin's invasion was merely an imperialist land grab.

As the war entered its 11th month, Russian forces were engaged in fierce fighting in the east and south of Ukraine, after embarrassing battlefield setbacks.

On Monday, a drone believed to be Ukrainian penetrated hundreds of kilometres through Russian airspace, causing a deadly explosion at the main base for Moscow's strategic bombers in the latest attack to expose gaps in its air defences.

A suspected drone struck the same base on December 5.

Moscow on Monday said it had shot the drone down causing it to crash at the Engels air base, where three service members were killed. Ukraine did not comment, under its usual policy on incidents inside Russia.

The base, the main airfield for the bombers that Kyiv says Moscow has used to attack Ukrainian civilian infrastructure, is hundreds of miles from the Ukrainian frontier. The same planes are also designed to launch nuclear-capable missiles as part of Russia's long-term strategic deterrent.

The Russian defence ministry said in a statement no planes were damaged, but Russian and Ukrainian social media accounts said several had been destroyed. Reuters was not able to independently verify the reports.

Former Soviet States Gather

Putin hosted leaders of other former Soviet states in St Petersburg on Monday for a summit of the Commonwealth of Independent States group, which Ukraine has long since quit.

In televised remarks, Putin made no direct reference to the war, while saying threats to the security and stability of the Eurasian region were increasing.

"Unfortunately challenges and threats in this area, especially from the outside, are only growing each year," he said.

"We also have to acknowledge unfortunately that disagreements also arise between member states of the commonwealth."

The invasion of Ukraine has been a test of Russia's longstanding authority among other ex-Soviet states.

Fighting has surged in recent months between CIS members Armenia and Azerbaijan in a conflict where Russia has sent peacekeepers, while a border dispute has flared between Kyrgyzstan and Tajikistan. Putin said such disagreements should be resolved through "comradely help and mediating action".

Nine million without power

Ukrainian President Volodymyr Zelenskyy said in his nightly video address on Monday that the situation at the front in the Donbas region was "difficult and painful" and required all of the country's "strength and concentration".

He said that as a result of Russia's targeting of Ukraine's energy infrastructure nearly nine million people were without electricity. That figure amounts to about a quarter of Ukraine's population.

Since the invasion, Ukraine has driven Russian forces from the north, defeated them on the outskirts of the capital Kyiv and forced Russian retreats in the east and south. But Moscow still controls swathes of eastern and southern land Putin claims to have annexed.

Tens of thousands of Ukrainian civilians have died in cities Russia razed to the ground, and thousands of troops on both sides have been killed, forcing Putin to call up hundreds of thousands of reservists for the first time since World War Two.

Bengaluru: In a shocking revelation, a former member of Hassan Zilla Panchayat (ZP) has accused incumbent JD(S) MP Prajwal Revanna of raping her multiple times over three years and videographing the alleged crime.

A case was registered by the Criminal Investigation Department (CID) based on the statement by the 44-year-old survivor on Wednesday, May 1.

According to the First Information Report (FIR), the woman claimed that when she was a ZP member she used to visit the MLAs and MPs for various development works.

In one such instance in 2021, she met Prajwal seeking his help to get hostel seats for some female students at a local college. The woman, in her statement, said that since the MP was busy, she was asked to meet him the next day.

“The following day I visited the MP at his office and the MP's quarters in Hassan. The staff present there told me to wait on the first floor as there were many others in the hall. Prajwal spoke to some of the women waiting there, spoke with them and sent them off until I was the only one left,” the woman alleged.

As per the survivor, the MP then called her inside a room and she obliged.

“He held my hand, pulled me inside and locked the door. When I asked him why was he closing the door, he told me nothing would happen and made me sit on the bed. He said my husband should talk less and warned me of the consequences. He also said that because of my husband, his mother, Bhavani Revanna, missed the MLA ticket. He told me that if my husband wants to grow politically, I should listen to him [Prajwal],” the woman alleged.

Next, Prajwal allegedly told the woman to lie down on the bed and undress. When the woman refused and said that she would shout, Prajwal allegedly threatened her that he had a gun and warned of dire consequences for her and her husband.

The woman alleged that Prajwal took out his mobile phone and then raped her.

“He raped me and sexually assaulted me and recorded the act on his mobile phone,” the woman alleged. “He threatened to leak the video if I ever spoke about it and told me to be there whenever he wanted. After that, he used to video call me frequently, ask me to be naked during the call and raped me in multiple instances.”

The woman claimed that she was scared and did not make the incident public and chose to come forward after she learnt of the Special Investigation Team (SIT) set up by the Karnataka government to probe the alleged Hassan sex scandal.

A case was registered under Sections 376(2)(n) (commits rape repeatedly on the same woman), 506 (criminal intimidation), 354A(1)(physical contact and advances involving unwelcome and explicit sexual overtures), 354B (assault or use of criminal force to woman with intent to disrobe) and 354C (voyeurism) of the Indian Penal Code (IPC) and 66E (violation of privacy) of the Information Technology (IT) Act.

Prajwal is also accused in a sexual harassment case along with his father, Holenarasipur MLA HD Revanna, registered at the Holenarasipur police station in Hassan on April 28.

Bengaluru, May 14: JD(S) leader HD Revanna has been released from Parappana Agrahara Jail today, on May 14 after he was granted conditional bail.

He was granted a conditional bail yesterday by a Bengaluru court in connection with a kidnapping case linked to sexual abuse allegation against him and his son Prajwal.

Revanna was arrested on May 4 by Special Investigative Team (SIT) officials in a kidnapping case registered against him at KR Nagar police station in the city. The case is linked to his son and Hassan MP Prajwal Revanna’s mega sex scam.

Representing the JD(S) MLA from Holenarsipura, he termed this case a "political conspiracy" against him.

A SIT, constituted by the Karnataka government, is probing the alleged sexual abuse against against HD Revanna and his son Prajwal Revanna.

Prajwal Revanna, the incumbent MP, is seeking another term from Hassan Lok Sabha constituency. The voting for the seat took place on April 26.

Earlier, JD (S) chief HD Kumaraswamy alleged that Karnataka government does not want a fair inquiry.

"They are misusing the office. Nothing is going to happen ultimately. They wanted character assassination of HD Revanna and for that reason, they are using their office," Kumaraswamy told ANI.

Meeting Karnataka Governor Tawara Chanda Gehlot on May 9, a delegation of the Janata Dal (Secular) submitted a memorandum and urged Gehlot to recommend a CBI probe.

Prajwal sill absconding

The JD(S) MP, Prajwal, fled to Germany after Karnataka State Commission for Women Nagalakshmi Chowdhary wrote to Chief Minister Siddaramaiah seeking an investigation into over obscene videos of Prajwal Revanna allegedly sexually abusing several women. He has also skipped summons issued by the SIT to appear before it.

The ‘obscene videos’ involving Prajwal Revanna started making the rounds ahead of the first phase of Lok Sabha elections in Karnataka on April 26, triggering a political slugfest.

A lookout notice against Prajwal Revanna has been issued at all airports in India, along with a Blue Corner notice. A Blue Corner notice issued by Interpol helps countries collect and share information regarding a person's location and their activities as part of a criminal investigation.
