In a year, no more physical police verification for passports: Home Secy

New Delhi, Aug 21: The physical police verification for getting a passport will soon be a thing of the past as the government plans to connect the service with a robust national database of crimes and criminals that will check the antecedents of applicants at the click of a mouse.

Union Home Secretary Rajiv Mehrishi said the Crime and Criminal Tracking Network and Systems Project (CCTNS) is expected to link with the passport service of the Ministry of External Affairs and it will replace physical police verification for passport applicants with online verification in a year.

"Police in some states are already using CCTNS for passport credentials. Police will be given hand held devices to go to an applicant's address and his or her details will be uploaded with the network. It will minimise contact with police and reduce time," he told reporters here.

Mehrishi was speaking after Home Minister Rajnath Singh launched a digital police portal under the CCTNS project, which aims to create a national database of crimes and criminals and connect country's all 15,398 police stations with it.

He said with the port, mandate of the CCTNS has been expanded by incorporating citizen centric services tenant verification, which could be done with the consent of the person being verified, quick registration of FIR in any crime and connecting the network with criminal justice delivery system.

Asked about the safety of the database, the home secretary said possibility of hacking was always there but enough safeguards have been put in place and the National Critical Information Infrastructure Protection Centre has been roped in for the task.

The home minister said the digital police portal will provide citizens, facility for online complaint registration and request for antecedent verification.

"The police portal will provide 11 searches and 46 reports from the national database for state police and central investigation agencies. Central investigating and research agencies have also been provided logins to the digital police database to access crime statistics," he said after launching the portal.

Singh said the CCTNS has enabled 13,775 out of 15,398 police stations to enter 100 per cent data into the software. He said as of now the CCTNS national database has around 7 crore data records pertaining to past and current criminal cases.

Singh said the CCTNS project will help in realising the Prime Minister Narenda Modi's dream of 'Minimum Government Maximum Governance'.

A home ministry official said the CCTNS will facilitate pan-India search on complete national crime and criminal database that is accessible to the investigating officers throughout the country.

The CCTNS project will interconnect about 15,398 police stations and additional 5,000 offices of supervisory police officers across the country and digitise data related to FIR registration, investigation and charge sheets in all police stations.

The project has been extended by the government for one year till March 2018.

The one-year extension will help the government to comprehensively achieve the remaining goals of the CCTNS, which was conceived by the former Home Minister P Chidambaram when the UPA was in power.

With a total budget of Rs 2,000 crore, a sum of Rs 1,550 crore has been spent till 2016-17.

The inter-operable criminal justice system aims to integrate the CCTNS project with e-courts and e-prison data bases in the first instance and with the other pillars of the criminal justice system, another official said.

The integration will be achieved by providing access to the judiciary, police and prisons through a desktop dashboard to facilitate expeditious and informed decisions and aid investigations.

The full implementation of the project with all the new components would lead to a central citizen portal having linkages with state-level citizen portals that will provide a number of citizen-friendly services, the official said.

These include services like police verification for various purposes like issuance of passport, reporting a crime and online tracking of the case progress, online reporting of grievances against police officials, accessing victim compensation fund and legal services etc.

An Indian expatriate working in Saudi Arabia’s Tabuk, has been cleared of allegations related to a hacker's scam and is now permitted to return to India for leave. The man, who wishes to remain anonymous, hails from the outskirts of Mangaluru city in Karnataka.

Employed by the Greek company for nearly three years, he had been diligently performing his duties. On November 15, 2022, he received a call from an individual pretending to be an officer from the Saudi Arabian Interior Ministry. The “officer” informed him that his Iqama (Residency Permit) was about to expire and sent him an OTP (One-Time Password) to validate it. Trusting the caller’s identity, the man accepted the OTP and continued his work without issues until he planned to take a vacation.

On September 30, 2023, while traveling from Tabuk to Jeddah International Airport for his flight to India, he was contacted by his company and instructed to return to Tabuk because his exit re-entry had not been processed due to a case against his Iqama.

Upon his return, he discovered that SAR 17,000 had been withdrawn from a citizen’s bank account through his account. The man had no knowledge of this transaction and did not have any money in his account. Recalling the OTP incident from a year earlier, he realized he had been a victim of a cyber-scam.

A case was filed against him at the concerned police station, and he made a clear statement to the police about the incident. After an investigation lasting more than nine months, he was exonerated and is now allowed to go on leave to India.

The man expressed his gratitude to all those who supported him during the ordeal, including the authorities, his company, and social workers advocate P. A. Hameed Padubidri and Naufal Mulky for their unwavering support and constant follow-up.

This incident serves as a stark warning to other expatriates: be cautious and vigilant against unknown callers and unsolicited requests for sensitive information.

Amina Arif Kadiwala of Mumbai earned the prestigious All India Rank 1 in the National Eligibility-cum-Entrance Test (NEET) UG 2024, with a perfect score of 720/720, outshining over 25 lakh other students. 

Determined to study MBBS, Kadiwala outshone over 25 lakh students in India to secure an inspiring score. After completing her education in Urdu till Class 10, Kadiwala learned English after she got admitted to SVKM's Mithibai College for her further studies. While grasping a new language was initially a challenge, she worked hard and even aced the highly competitive NEET exam. 

Resident of Jogeswari and daughter of a bakery worker, Amina Arif had scored 93.20% in class 10 from Madni high school, Jogeshwari, and 95% in class 12 from Mithibai College, Vile Parle.

Expressing joy at her achievement, Amina Arif Kadiwala said, "I am overwhelmed and so happy. My hard work has been rewarded." The Mumbai girl also opened up about the challenges that she faced while preparing for the exam. "I was very slow and couldn't complete my earlier exams on time," she told the outlet.

However, her months of dedication, hard work, and self-confidence helped her ace the exam. Kadiwala was formerly a student of the Urdu-medium institution Madni High School and took up coaching at a private academy, the Excellent Master's Academy. The school and institute principals expressed excitement and pride for Kadiwala.

"It's heartening to see how Amina received support from her teachers at the academy and her school, Madni High School, including the encouragement from her principal, Aamir Ansari. Their testimonials highlight Amina's sincerity, diligence, and passion for learning, which undoubtedly contributed to her success," one of her mentors said.

Kadiwala said that she wishes to study at the prestigious All India Institute of Medical Sciences in Delhi. Maharashtra Deputy CM and NCP chief Ajit Pawar on Sunday informed that the BJP had offered a Ministry of State portfolio with independent charge to Praful Patel. He said Patel has served as a cabinet minister in the central government and "we did not feel right in taking the Minister of State with independent charge". So we told them (BJP) that we are ready to wait for a few days, but we want a cabinet ministry. We are going to attend the swearing-in ceremony today..."

Pawar said, "We have one Lok Sabha and one Rajya Sabha MP today, but in the next 2-3 months we will have a total of 3 members in the Rajya Sabha and our number of MPs in Parliament will be 4. So we said we should be given one (cabinet ministry) seat."

Praful Patel said that last night, he was informed that his party would get a Minister of State with independent charge. "I was earlier a Cabinet Minister in the Union Government, so this will be a demotion for me. We have informed the BJP leadership and they have already told us to just wait for a few days, they will take remedial measures."

The NCP contested 4 seats in Maharashtra but could win only 1. NCP's other two allies in the state Sena and BJP bagged 7 and 9 seats respectively.
