Sonia demands immediate implementation of women reservation bill with quota for SCs, STs, OBCs

Bengaluru, Aug 28: Amid rumours that he may be the new Chief Minister, Karnataka Home Minister and prominent leader from the Dalit community G. Parameshwara said on Wednesday that he is a disciplined soldier of Congress and whenever the party gave him an opportunity he delivered honestly.

The statement comes amid speculation that he may be made the Chief Minister in case of the growing legal troubles of CM Siddaramaiah. The rumours have gained weight after Parameshwara met Rahul Gandhi in Delhi on August 23.

However, Parameshwara refuted the speculation saying, “The question of me becoming the Chief Minister does not arise at all...That question won’t arise and I will not answer any such question,” he stated. When asked about his separate meeting with Rahul Gandhi, he said, “Rahul Gandhi had spoken to me separately and it is true. However, the media can’t speculate about the subject matter. I am also a Congress’ disciplined soldier. Whenever the party gave me an opportunity to work, I did it with full honesty. Rahul Gandhi has spoken to me about the matters of the party. There was no discussion as such.”

Talking about the pending court’s verdict on the prosecution against CM Siddaramaiah on Thursday, he stated, “We are hoping that the court in any way won’t consider the Governor’s decision because no material is there to substantiate. There is nothing to prove CM Siddaramaiah’s involvement such as his signatures, orders, involvement and his name is not there in the registration. When this is the case, the court will observe all this and give its verdict.”

“We will stand with CM Siddaramaiah as the high command has announced. The development can’t be predicted. The high command is of the opinion that once the court's decision comes, the future course of action would be discussed,” he stated.

When asked about the Congress government approaching the Supreme Court against the Governor for sending back 11 bills, Parameshwara stated, “The legal team is verifying on approaching the Supreme Court regarding the sending back of 11 bills by the Governor. We will have to see about that. We will first send the bills back to the Governor with the clarifications he had sought. If he is not satisfied, we will have to approach the President for that matter as well.”

Asked whether the Governor will heed to the demands of the Congress party, Parameshwara stated, “It is a different matter whether the Governor will oblige the demands of the Congress party. There is a need to organise the agitations ... Tomorrow one might state that if the legislators had to meet and brief him about the situation, he would have taken a different call. We want to explore the opportunity as well.”

Answering a question on BJP planning to stage protests at the national level, he said, “If they are planning a national level agitation, then we will also have to organise the protests at the national level. The high command will decide whether the Congress party alone is going to stage the agitation or it will be staged through the INDIA bloc. If BJP takes it to the national level, we will also certainly do it.”

On the issue of land allotment by the Karnataka Industrial Development Board (KIADB) to Minister for RDPR and IT and BT Priyank Kharge, Parameshwara stated, “Let the Governor examine the complaint and if there is anything against the law, let him take appropriate action. The application was submitted for the land allotment for a project. Anyone can make the submission after coming up with a company, project report and investment. The land will be allotted.”

In response to a surge in dengue cases, the Karnataka government has declared dengue an epidemic, laying out specific responsibilities for the public and government agencies, and empowering officials to take necessary actions.

A recent gazette notification announced the amendment of the Karnataka Epidemic Diseases Regulations, 2020, now titled the Karnataka Epidemic Diseases (Amendment) Regulations, 2024. These updated regulations, effective from August 31, mandate comprehensive measures to prevent mosquito breeding, which is a primary cause of dengue.

The regulations specify that owners, builders, managers, institutions, and occupants of any land, building, household, or public space—such as parks, water tanks, or playgrounds—are responsible for enforcing measures to prevent mosquito breeding. These measures include:

• Covering water storage containers and tanks.
• Proper disposal of solid waste to prevent water accumulation.
• Ensuring that unused tanks, pits, burrows, or buildings under construction do not collect water.

These requirements apply to both private and government-owned properties, as well as semi-government establishments.

Under the amended regulations, the Chief Commissioner of the Bruhat Bengaluru Mahanagara Palike (BBMP) in Bengaluru and the Deputy Commissioners of each district outside BBMP jurisdiction have been designated as the competent authorities to oversee the implementation of these measures. They have the authority to inspect properties, issue notices, and enforce compliance to prevent the spread of dengue.

As part of the enforcement, the authorities have the power to inspect lands, buildings, water tanks, parks, playgrounds, and other areas periodically. If they find any collection of water that could serve as a breeding ground for mosquitoes, they are authorized to issue notices requiring the responsible parties to eliminate the water and destroy the breeding sites. Failure to comply can result in a penalty of up to Rs 2,000. An additional 50% of the initial penalty may be levied for each week of continued non-compliance after a notice has been served.

In a proactive step, the BBMP and the state health department have launched a pilot study, installing 120 ovitraps in Gopalpura to help curb the spread of dengue.

As of September 2, Karnataka has reported a total of 25,408 dengue cases, resulting in 12 deaths.

21-year-old Kaivalya Vohra and 22-year-old Aadit Palicha of quick-commerce startup Zepto with net worth of Rs 3,600 crore and Rs 4,300 crore respectively have topped the 2024 Hurun India Rich List showcasing the youngest entrepreneurs in the country. 

The list, released on Thursday, had SG Finserve’s Rohan Gupta & Family, 25, on the third spot with a wealth of Rs 1,300 crore followed by 26-year-old Shasvat Nakrani of BharatPe (Rs 1,300 crore). 

OYO’s Ritesh Agarwal, 30, with a net worth of Rs 1,900 core; Alakh Pandey, 32, of Physics Wallah with Rs 4,500 crore in wealth were also on the list. Razorpay’s Harshil Mathur and Shashank Kumar, both 33, were the richest in the ‘Hurun India Rich List – Youngest’ with each having a net worth of Rs 8,700 crore. 

“These individuals are driving change across various industries, reflecting the growing impact of India’s youth in business,” the report said. 

52 entrepreneurs on this year’s list were founders of 29 unicorns and two founders of gazelles, defined as most likely to ‘go unicorn’ within two years. Moreover, the cumulative wealth of Indian unicorn and gazelle listers on the rich list increased by 5 per cent to Rs 2.85 lakh crore. 

Meanwhile, this year’s list reported India’s billionaire count hitting 334, topped by Gautam Adani and family with 95 per cent growth in wealth to Rs 11.6 lakh crore followed by Rs 10.14 lakh crore net worth of Mukesh Ambani and family, Rs 3.14 lakh crore of Shiv Nadar and family, Rs 2.89 lakh crore of Cyrus S Poonawalla and family, and Rs 2.49 lakh crore of Sun Pharmaceutical Industries’ Dilip Sanghvi. 

“India is emerging as Asia’s wealth creation engine! While China saw a 25% decline in its number of billionaires, India experienced a 29% increase, reaching a record 334 billionaires,” said Anas Rahman Junaid, Founder and Chief Researcher, Hurun India. 

The list found 1,539 individuals across 134 cities with a net worth of Rs 1,000 crore. The cumulative wealth of individuals, according to the list, jumped by 46 per cent. Moreover, 1,334 individuals saw their wealth increase or stay the same, of which 272 are new entrants, while 205 recorded a drop in their wealth. 

The report said India minted a new billionaire every five days last year.

Sector-wise, industrial products had 142 individuals from the list while pharmaceuticals had 136 individuals. Chemicals, software, and real estate were other top sectors with 127, 105, and 91 rich individuals from this year’s list. 

“The pivot in the Indian economy from a services-led to a manufacturing-led model is reflected in the 2024 Hurun India Rich List. Industrial products sector entrepreneurs on the list have seen a remarkable 47% CAGR in their cumulative wealth over the past five years—the highest among all sectors,” said Junaid. 

This shift, he said, is fueled by several key factors, including the central government’s significant increase in capital expenditure on infrastructure development, which has risen to $133.3 billion for FY2024-25, marking an 11.1 per cent jump from the previous year.  

“Additionally, India attracted substantial foreign direct investment (FDI), with total inflows reaching US$17.96 billion in FY2023-24.” 

Mumbai with 386 individuals followed by New Delhi with 217 individuals were home to rich listers this year. Bengaluru (100), Chennai (82), Kolkata (69) were other top cities.
