United Nations terror list has 139 entries from Pakistan

Islamabad, Apr 4: The UN Security Council's updated list of terrorists and militant groups has 139 entries from Pakistan alone, including outfits like Mumbai attacks mastermind Hafeez Saeed's Lashkar-e-Taiba, according to a media report.

The list, headed by Osama bin Laden's heir apparent Ayman al-Zawahiri, identifies all those individuals who have lived in Pakistan, operated from there or have been associated with groups that used Pakistani territory for carrying out their operations, Dawn News reported.

LeT's Hafiz Saeed is listed as a person also wanted by Interpol for his involvement in terrorist activities.

The LeT is responsible for carrying out the Mumbai attack that killed 166 people, including six Americans.

The list also includes Dawood Ibrahim Kaskar, an Indian national who, according to the UN Security Council, has held several Pakistani passports issued in Rawalpindi and Karachi, the report said.

The UN claims that he owns a palatial bungalow in the hilly area of Noorabad, Karachi, it added.

Kaskar, wanted in India as the mastermind of the Mumbai bomb blasts in 1993 and accused of crimes such as match-fixing and extortion, accrued a vast property portfolio across the Midlands and south-east in the UK as well as India, the UAE, Spain, Morocco, Turkey, Cyprus and Australia

Haji Mohammed Yahya Mujahid, LeT's media contact, and Hafiz Saeed's deputies, Abdul Salaam and Zafar Iqbal, are also listed. Like Hafiz Saeed, they are all wanted by the Interpol.

The LeT is listed with its various aliases, such as al-Mansoorian, Paasban-i-Kashmir, Paasban-i-Ahle Hadith, Jamaatud Dawa and Falah-i-Insaniat Foundation, the report said.

The UN data claims that first person on the list Ayman al-Zawahiri is still hiding somewhere in the Afghanistan-Pakistan border area, the report said.

Several of his lieutenants are also on the list who, the UN believes, are hiding with him.

The second person on the list is another internationally known terrorist, Ramzi Mohammad bin al-Sheibah, who is identified as a Yemeni national, arrested in Karachi and handed over to the US authorities.

More than a dozen suspected terrorists are listed in the same category, arrested in Pakistan and handed over to the US authorities. Some of them had Pakistani passport, issued by various Pakistani missions in the Middle East and renewed in Pakistan.

The report, however, did not give the total number of entries in the updated UNSC list.

The terrorist entities that were allegedly based in Pakistan, worked from there or had links to Pakistani individuals, include Jaish-e-Mohammed, Afghan Support Committee, Lashkar-i-Jhangvi, Al Akhtar Trust International, Harkatul Jihad Islami, Tehreek-i-Taliban Pakistan, Jamaatul Ahrar and Khatiba Imam Al-Bukhari.

Some of them are listed as based in the Afghanistan-Pakistan border area, according to the report.

Israeli media have revealed that a plan is underway to ethnically cleanse northern Gaza and kill any Palestinian who remains there.

Three Israeli reserve soldiers deployed to Gaza told Haaretz this week that they believe the “Generals’ Plan,” also known as the Eiland Plan, is being implemented.

“The goal is to give the residents who live north of the Netzarim area a deadline to move to the south of the Strip. After this date, whoever will remain in the north will be considered an enemy and will be killed,” a soldier stationed in the Netzarim Corridor was quoted as saying.

The soldier said the plan does not conform to any standard of international law. 

“People sat and wrote a systematic order with charts and an operational concept, at the end of which you shoot whoever isn’t willing to leave. The very existence of this idea is unfathomable.”

A second soldier said “the commanders say openly that the Eiland Plan is being promoted by the military.”

There are now signs that even if the policy has not been adopted by top military officials who are reportedly discussing it, the plan is already being carried out, the report said on Wednesday.  

Haaretz journalist Amos Harel wrote, "Ideas such as deliberately opening fire close to a population and even steps towards starving the inhabitants are being debated." 

Major international aid organizations have called on leaders and the international community to stop Israel’s forced displacement in northern Gaza.

“The Israeli forces’ assault on Gaza has escalated to a horrifying level of atrocity,” said organizations such as Oxfam, Medical Aid for Palestinians (Map), ActionAid, Islamic Relief, Christian Aid and other UK-based charities on Tuesday.

“This is not an evacuation; this is forced displacement under gunfire. Since 1 October, no food has been allowed into the area, and civilians are being starved and bombed in their homes and their tents.”

Over the past 10 days, Israeli forces ordered hundreds of thousands of people to flee northern Gaza before launching a new offensive.

Mangaluru: The MLC by-election for the Dakshina Kannada and Udupi Local Authorities Constituency commenced at 8 AM on Monday, with voting set to continue until 4 PM. A total of 392 polling booths have been established across the two districts, which form the constituency.

The constituency has 6,032 eligible voters, including 3,127 women. Early reports indicated brisk voting at the Mangaluru City Corporation polling booth, where corporators were seen patiently standing in line in the morning.

In a unique moment, Sharath, a gram panchayat member from Kokkada, cast his vote at Kokkada Gram Panchayat before heading to his wedding ceremony.

The constituency features 53 sensitive polling booths. Eligible voters include members of gram panchayats, corporators from Mangaluru City Corporation, city and town municipal councils, town panchayats, MLAs, MLCs, and Lok Sabha members representing the Dakshina Kannada and Udupi districts.

Notably, Byndoor MLA Gururaj Gantihole and MLC Prathap Simha Nayak, who do not represent local bodies, were left out of the voters' list. According to electoral rules, only those MLAs, MLCs, and MPs who represent city corporations, municipalities, town panchayats, taluk panchayats, or zilla panchayats are granted voting rights in the MLC elections for the Local Authorities’ Constituency.

Khalistani terrorist Gurpatwant Singh Pannun on Monday warned passengers not to fly on Air India flights from November 1 to 19. He asserted that an attack could take place on an Air India flight during the specified dates, which coincide with the "40th anniversary of the Sikh genocide".

The founder of Sikhs for Justice (SFJ), who holds dual citizenship in Canada and the US, had issued a similar threat around the same time last year.

Pannun's fresh threat comes amid several airlines in India receiving multiple threat calls about potential bombings, all of which turned out to be hoaxes. It also occurred at a time when India and Canada are engaged in a murky diplomatic row following Canada's allegations of India targeting Khalistani elements in the country, including the murder of another terrorist, Hardeep Singh Nijjar.

In November 2023, Pannun released a video claiming that Delhi's Indira Gandhi International Airport would be renamed and would remain closed on November 19, warning people against flying on Air India that day. The National Investigation Agency charged him with criminal conspiracy, promoting enmity between different groups on the grounds of religion, and various offences under the Unlawful Activities (Prevention) Act (UAPA).

In December last year, Pannun threatened to attack the Parliament on or before December 13, following reports of an alleged foiled plot to kill him. December 13 marks the anniversary of the terrorist attack on the Parliament in 2001.

He also threatened to kill Punjab Chief Minister Bhagwant Mann and Director General of State Police Gaurav Yadav on Republic Day this year. He also urged gangsters to unite and launch an attack on Mann on January 26.

Pannun has been designated a terrorist by the Ministry of Home Affairs since July 2020 on charges of sedition and secessionism, as he leads SFJ, a group advocating for a separate sovereign Sikh state. A year prior to this, India banned SFJ as an "unlawful association" for engaging in "anti-national and subversive" activities.

In another development, on October 17, the United States charged a former officer of India's spy agency Research and Analysis Wing (RAW) for allegedly directing a foiled plot to murder Pannun, a charge New Delhi has rejected as baseless allegations.
