US Lawmakers, IT Industry Oppose Ban On H-4 Visas For Spouses Of H-1B Visa Holders

Washington, Apr 25:  Influential lawmakers and representative of the American IT industry, including Facebook, have opposed the Trump administration's proposed plan to withdraw work permits to H-4 visa holders, who are spouses of H-1B visa holders.

"Rescinding this rule and removing tens of thousands of people from the American workforce would be devastating to their families, and would hurt our economy, Silicon Valley-based FWD.US, which was founded by top IT companies like Facebook, Google and Microsoft, said in a report released yesterday.

It comes a day after the American media reported a letter from the US Citizenship and Immigration Services about its decision to terminate the Obama-era regulation that granted work permits to H-4 visa holders, a majority of whom are Indian professionals, and are mostly women.

"This policy is important because it allows certain individuals to secure gainful employment without having to wait for their spouses to receive permanent residency, many of whom are experiencing a processing backlog of more than a decade," FWD.US argued.

Roughly 80 per cent of H-4 visa holders are women, and many had successful jobs and held advanced degrees in their native countries before coming to the US with their H-1B spouses, it said.

Without the H-4 work authorisation rule, the spouses of H-1B high-skilled employees would be unable to work legally and contribute financially to their households and communities, as well as pay taxes on their wages, unless they had alternate immigration avenues for work authorisation, FWD.US added.

"H-4 work authorisation has allowed an estimated 100,000 people to begin working and further integrate into their communities," the report quoted a group of 15 top American lawmakers from California as saying.

In a letter to Homeland Security Secretary Kirstjen M Nielson, the lawmakers argued that the Obama-era H-4 rule lessened the burden on thousands of H-1B recipients and their families while they transition from non-immigrants to lawful permanent residents by allowing their families to earn dual incomes.

Many entrepreneurs used their Employment Authorization Documents (EADs) to start businesses that now employ US citizens. "Eliminating this benefit removes an important incentive for highly skilled immigrants to remain here to invest in and grow our economy to the benefit of all Americans," the letter signed by, among others, Congresswoman Anna Eshoo and Congressman Raja Krishnamoorthi, said.

"The H-4 rule is a matter of both economic competitiveness and maintaining family unity. The United States has already invested in these workers with years of expertise and we should not be sending them abroad to innovate and use their experience and talents against US businesses. We ask that you reconsider the revocation of the H-4 rule," the lawmakers said in the letter dated March 5.

As the issue affects a large number of highly qualified Indian professionals, mostly women, the Indian Embassy too has been engaging with lawmakers and officials of the Trump Administration.

"Eliminating work authorisation for roughly 100,000 H-4 visa holders, most of whom are educated women like me, will hurt our country and have negative consequences on tens of thousands of American families. We must protect legal immigration channels that will help the US remain at the forefront of innovation for generations to come," said Dr Maria Navas-Moreno, Co Founder of Lever Photonics and an H-4 visa holder.

As employers continue to navigate the outdated immigration system, the administration should "reconsider its likely rescission" of the H-4 visa rule, that granted work authorisation to a limited subset of spouses and was critical in helping employers recruit and retain a high-skilled workforce, as well as in keeping the United States competitive in the global innovation race, Government Affairs at the Information Technology Industry Council director Karolina Filipiak said.

Madikeri: A 15-year-old was bludgeoned to death and the accused fled with her severed head at Mutlu village in Somwarpet of Kodagu district on Thursday late night, hours after her SSLC examination result was declared.  

The victim has been identified as US Meena, a 10th grade student of Surlabbi High School. She had passed the SSLC examination and her school attained 100% results. 

However, she was brutally murdered by accused Prakash (32), a resident of the village. The police have launched a search operation to find the suspect, said Kodagu SP K Ramarajan 

It is said that the minor girl's engagement with the suspect was thwarted by officials from Women and Child Development department on May 9, and later officials had even convinced her parents of not to marry the minor girl.

However, the suspect barged into her house in the night and allegedly kidnapped her. Later, he took her to an area near the periphery of the forest and murdered her after which he fled with her severed head.

Victim's mother too has suffered injuries and is admitted to a hospital for treatment. The reason for the murder will be known after the probing officials have inquired the victim's mother, said the SP.

Bengaluru: BJP leader Anantkumar Hegde represented Uttara Kannada Lok Sabha segment in Karnataka for six terms and now gynecologist Anjali Nimbalkar is putting up a spirited fight seeking to turn the tide and "deliver" it for the Congress.

Dr Nimbalkar is taking on former Karnataka Assembly Speaker Vishweshwar Hegde Kageri, who replaced Hegde, in this BJP stronghold.

A former Congress MLA, she lost the Assembly elections from Khanapur in Belagavi district last year.

The 62-year-old Kageri, a six-term MLA and a former minister, was also defeated in the Assembly polls from Sirsi.

"In the past 30 years, the voice of Uttara Kannada was not spoken and not even a single question was asked in the Parliament," Nimbalkar said in an apparent dig at Hegde.

If elected, she said her focus is to address the local issues related to forest dwellers, getting them 'patra' for their own land -- a battle they have been fighting for long.

Also on her priority list is getting a multispecialty hospital in Kumta as per people's demand, generating employment and focusing on tourism for the overall development of Uttara Kannada.

"Issues related to forest dwellers -- they want a 'patra' for their own land -- we will try and put forth these issues in the first session itself and we will see to it that maximum applications which are pending with the Central government get cleared during the first session itself," she said in an interview.

"So, our thing is that at least 50 per cent of the jobs should be given to the local Kannadigas in the Central schemes which are implemented in the district," she said.

Noting that Uttara Kannada has a combination of both beaches and temples, Nimbalkar said the district can be developed internationally in a much higher scale than "what actually Goa or Kerala is".

The Congress candidate is also banking on the five guarantee schemes launched by the Siddaramaiah-led government in Karnataka and the promises made by party in its manifesto at the national level.

Responding to a question, she expressed happiness that the Congress has fielded a total of six women candidates out of 28 Lok Sabha constituencies in Karnataka.

While campaigning, Nimbalkar said she was overwhelmed to see a large number of people, especially women, turning up for her rallies despite the intense heat in Uttara Kannada.

"They are very happy that the Congress has given a woman candidate and an educated candidate who herself is a doctor and a gynecologist. So they are excited that, yes, she can be our voice in the Parliament who can fight for our rights," the 47-year-old said.

"I have worked as an MLA (Khanapur), so they have seen my work in the Assembly and the expectations are like, yes, she will be the one who will be speaking for us and that faith is seen in their eyes," she said.

Nimbalkar strongly believes that when women enter any field, it brings a different perspective - be it in terms of management, policy formulation or even as homemakers.

Uttara Kannada is among the 14 constituencies going for polls in Karnataka under second phase on May 7.

Karnataka has 28 Lok Sabha seats and the first phase of polling was held on April 26.

Jerusalem: Israel and India will continue to deepen their bilateral ties and lead to greater prosperity, Foreign Minister Israel Katz said on Tuesday.

Katz was responding to India’s External Affairs Minister S Jaishankar’s message on the occasion of Israel’s 76th Independence Day.

“Thank you for the warm wishes, FM @DrSJaishankar. In celebration of our Independence Day, Israel and India will continue to deepen our ties and lead to greater prosperity,” Katz said in a post on X.

Earlier in the morning, Jaishankar posted on X a 2:03-minute video showcasing the India-Israel relationship through photos of various bilateral meetings between Prime Minister Narendra Modi, himself, and other Indian ministers with Israel Prime Minister Benjamin Netanyahu and other ministers.

“Congratulate FM @Israel_katz and the people of Israel on the occasion of the 76th anniversary of Israel’s Independence. Mazel Tov!,” Jaishankar posted along with the video and repeated the same message in another post in Hebrew.

Meanwhile, President Droupadi Murmu wished her Israeli counterpart Isaac Herzog as she said on X, “I join the people of India in conveying our best wishes to President @Isaac_Herzog, and the people of Israel on the 76th anniversary of Israel’s independence.”

Lok Sabha speaker Om Birla too took to X to post his greetings to his counterpart Amir Ohana, the Speaker of The Knesset: “On the occasion of Israel’s 76th anniversary of independence, I congratulate Speaker of the Knesset @AmirOhana and the people of Israel.”

Both Murmu and Birla also included greetings in Hebrew.

“Thank you, my dear friend @ombirlakota. May the friendship between our nations grow stronger,” Ohana replied to Birla and also added a line in Devnagari script in Hindi, loosely translated as, “Thank you my dear friend Om Birla. May the friendship between our countries be stronger.”
