Finally FIR registered against ABVP national president for allegedly harassing widow

Chennai, Jul 25: Two weeks after a 62-year-old widow accused him of harassment, including urinating outside her house, the Chennai Police on Saturday registered an FIR against ABVP national president Dr Subbiah Shanmugam.

Dr Shanmugam, Professor and HOD, Department of Surgical Oncology, Kilpauk Medical College and Government Royapettah Hospital, has been booked under sections 271 (disobedience to quarantine rule) and 427 (mischief causing damage) under the Indian Penal Code (IPC) and Tamil Nadu Women Harassment Prevention Act.

The FIR was lodged exactly two weeks after the woman’s relative Balaji Vijayaraghavan filed a complaint with the Adambakkam police accusing Dr Shanmugam of harassing his aunt, who is living alone in her apartment following her husband’s death last year, following an argument over a parking slot. 

The action came after Vijayaraghavan alleged that the police were not filing an FIR due to the ABVP functionary’s “political connections.”

Dr Shanmugam and the woman were living in the same apartment complex in Nanganallur and an argument broke between them over a parking slot.

“He wanted to use our parking lot. We agreed but demanded a nominal charge for using it. He was outraged by our demand and even broke our signboard at the parking lot,” Vijayaraghavan wrote in his complaint.

He also alleged that Dr Shanmugam began harassing her by throwing “pieces of chicken” outside her apartment despite knowing she is a vegetarian.

CCTV footage corroborates with the allegations of urinating outside the residence of the widow. However, the ABVP called the incident as a “malicious and derogatory propaganda” by the Congress’ student wing of NSUI.

"The video shared by NSUI with an allegation of harassment is tampered with and is being used with malafide intentions. The two families have discussed this within their housing society and have already concluded that the harassment allegations were caused due to misunderstandings and are untrue,” ABVP National General secretary Nidhi Tripathi said.

Vijayaraghavan also alleged in his two-page written complaint that the ABVP national president had urinated outside the woman’s apartment gate and had been throwing garbage and used masks at her gate.

In his complaint, Vijayaraghavan also said the family was “concerned about her safety” while asking police to take action against Dr Shanmugam, who he says, “has a bad track record in maintaining rapport with neighbours.”

New Delhi, Sept 14: The Delhi Police Special Cell has arrested former Jawaharlal Nehru University student leader Umar Khalid under the stringent Unlawful Activities (Prevention) Act (UAPA).

Sources told The Indian Express that Khalid was summoned on Saturday and asked to join the investigation on Sunday at the Special Cell office in Lodhi Colony. “He had earlier been questioned on July 31, when his phone was seized. On Sunday, he arrived around 1 pm and was questioned during the day before being arrested in the evening,” a police source said.

Police are likely to file a chargesheet against him in the coming days, the source said. He will be produced before a Delhi court on Monday.

According to police, an FIR was registered against Khalid on March 6 based on information provided by an informer to Sub-Inspector Arvind Kumar of the narcotics unit of the Crime Branch. As per the FIR, Kumar said the informer told him that the Northeast Delhi riots in February were part of a “premeditated conspiracy” allegedly hatched by Khalid, one Danish, and two others associated with different organisations.

That FIR states: “Khalid allegedly gave provocative speeches at two different places and appealed to the citizens to come out on the streets and block the roads during the visit of US President Donald Trump to spread propaganda at the international level about how minorities in India are being persecuted.”

Kumar alleged in the FIR that as part of the conspiracy, firearms, petrol bombs, acid bottles, and stones were stored at homes in Kardampuri, Jafrabad, Chand Bagh, Gokulpuri, Shiv Vihar and nearby areas. “The co-accused, Danish, was given the responsibility to gather people from different places to take part in the violence… Women and children were made to block the roads under the Jafrabad Metro Station on February 23 to create tension amidst the neighbourhood people. The same day, schools of minority children (were) vacated under their premeditated conspiracy,” the FIR states.

The probe was later taken over by the Special Investigation Team of the Special Cell, which is looking into the alleged conspiracy.

In a chargesheet filed by the Delhi Police Crime Branch against suspended AAP councillor Tahir Hussain, the investigating officer has alleged that on January 8, more than a month before the riots, Hussain met with Umar Khalid and Khalid Saifi of ‘United Against Hate’ at the Shaheen Bagh anti-CAA protest, and Umar asked him “to be prepared for something big/riots at the time of Trump’s visit” and that “he and other PFI members will help him (Hussain) financially”. That chargesheet has been filed in Karkardooma court.

Khalid’s lawyer Trideep Pais had told The Indian Express on Saturday that the allegations against Khalid were “completely false, fabricated and procured illegally through duress”.

At a press conference on September 4, Khalid had said there were two kinds of law being followed — one for supporters of the ruling party and another for the common people against whom “evidence was being manufactured”.

“There is an attempt to rewrite history of the past six months in front of our eyes and give it an official stamp,” he had said.

Mumbai, Sept 19: Veteran communist leader and former Lok Sabha member Roza Deshpande died at her residence here on Saturday afternoon due to old age, sources said.

Deshpande, 91, was the daughter of Shripad Amrit Dange, one of the founders of the Communist Party of India.

She is survived by a son and a daughter.

Deshpande had taken part in the Sanyukta Maharashtra movement (the movement for the creation of the state of Maharashtra) and the Goa liberation struggle as a member of the All India Students Federation.

In 1974, she was elected to the Lok Sabha from the Bombay South Central constituency.

She had also led a campaign to get maternity leave benefits for working women, and served on various central and state government committees on labour problems, particularly those of women workers.

Maharashtra Governor Bhagat Singh Koshyari expressed condolences over her demise.

Mumbai, Sept 26: Serum Institute of India (SII) CEO Adar Poonawalla said that it could well be a whopping Rs 80,000 crore to purchase and distribute Covid-19 vaccine for every Indian, highlighting the challenge and indicating the tough road ahead for the government.

“Quick question; will the government of India have 80,000 crores available, over the next one year? Because that's what the Ministry of Health and Family Welfare needs, to buy and distribute the vaccine to everyone in India. This is the next concerning challenge we need to tackle,” Poonawalla tweeted.

In the social media post, the SII chief tagged Prime Minister Narendra Modi and the Ministry of Health and Family Welfare.

“I ask this question, because we need to plan and guide, vaccine manufacturers both in India and overseas to service the needs of our country in terms of procurement and distribution,” said Poonawalla, who heads the world’s largest vaccine maker.

The SII has partnered with biopharmaceutical company AstraZeneca to manufacture the experimental Covid-19 vaccine candidate developed by the University of Oxford.

It has registered for Phase II/III clinical trials on the Covid-19 vaccine candidate, Covishield, being developed by Oxford University-AstraZeneca, with the Clinical Trials Registry of India (CTRI) – and trials are underway across the country. The Drugs Controller General of India (DCGI) is following up on the process.

Serum Institute of India said on Sept 12 will resume clinical trials of AstraZeneca's COVID-19 vaccine candidate after getting the permission from the Drugs Controller General of India (DCGI), the Pune-based vaccine maker.

 "Once DCGI will give us the permission to restart the trials in India, we will resume the trials," Serum Institute of India (SII) said in a statement.

In a tweet, Poonawalla said: "As I'd mentioned earlier, we should not jump to conclusions until the trials are fully concluded. The recent chain of events is a clear example why we should not bias the process and should respect the process till the end. Good news, @UniofOxford."

The human trials resumed days after a pause had been announced in the trials after an adverse reaction in one of the participants.
