Brinda takes Vittala Malekudiya case to Chief Minister's door

Bangalore, May 29: Brinda Karat, Polit Bureau member of the Communist Party of India (Marxist), on Monday said that Chief Minister D.V. Sadananda Gowda told a delegation of CPI(M) Members of Parliament who met him that “justice will be done” in the case of Vittala Malekudiya, journalism student of Mangalore University and a tribal activist of the Democratic Youth Federation of India, and his father Linganna Malekudiya. Father and son were arrested by Karnataka's anti-naxal force on March 3 on charges of having links with Maoists. Speaking to presspersons, Ms. Karat, who led the delegation that submitted a memorandum to the Chief Minister on the issue, said that Mr. Gowda had assured them that the investigation would be over by June 3. Those who were responsible for arresting Mr. Vittala in the examination hall “would not be spared”, Ms. Karat quoted him as saying.

In her memorandum to Mr. Gowda, Ms. Karat said that Mr. Vittala and his father were arrested on fabricated charges and on the grounds that the former was a member of a banned Maoist organisation. The two had been charged under Section 10 and 13 of the Unlawful Activities (Prevention) Act and section 121 of the IPC, accusing them of sedition and waging war against the State.

Tribal rights

Ms. Karat said that, in fact, it was the State which had been waging a war against the rights of adivasis in Belthangadi taluk of Dakshina Kannada district, where they were being forcibly evicted to 'protect' the environment in the Kudremukh National Park. Mr. Vittala's father, along with other adivasis in the park, under the banner of the Karnataka Adivasi Hakkugala Samanvaya Samiti, were demanding settlement of their rights to land under the Forest Rights Act. Mr. Linganna was arrested and his leg broken by the anti-naxal force of the Police Department. Hearing the news, Mr. Vittala rushed to his village, where he too was arrested, she recalled.

The CPI(M) leader said the government had opposed bail applications of the activists. Mr. Vittala had not been allowed to write his examinations on the grounds that he had no attendance, in spite of directions by the court.

Land rights denied

She said that of the 20,000 claims by adivasis in Karnataka for land pattas, the State government had granted just 6,000 pattas. “The Forest Rights Act is clear that adivasis cannot be relocated from reserve forests before their rights are settled under the Act, and their assent for relocation sought,” she said. The State government, she said, was claiming the meagre Central package of Rs. 10 lakh for adivasi relocation as their own. “We are demanding land for land,” she said.

Speaking further on the issue, she said: “This case is beyond the unlawful arrest of Vittala and his father. It is about the rights of tribal people in the country, who are stuck between the naxals and the anti-naxal force.”

On Trinamool

When asked about her assessment of the one-year Trinamool Congress regime in West Bengal, she said: “Trinamool is known for its announcements and tall claims, with very little action on the ground. The public will judge them for their deeds.”

Mangaluru: This year too, the Mangaluru International Airport has missed being designated as an embarkation point for the annual hajj pilgrimage. 

According to the Haj Committee of India, not many are choosing Mangaluru as an embarkation point. Last year, although Mangaluru was notified as one of the embarkation points, the Union government removed it from the list at the last minute.

Several associations and organisations submitted memorandums to the Haj Committee of India, requesting the reinstatement of Mangaluru as one of the embarkation points, but their efforts have not materialised this year either.

The use of Mangaluru Airport as an embarkation point for the haj began in 2010. In 2019, 1,400 haj pilgrims flew from MIA to Saudi Arabia.

“When the number is less, it is difficult to consider it. It was the same issue as last year,” reacted AP Abdullakutty, chairman of the Haj Committee of India.
Mangaluru as an embarkation point served people from undivided Dakshina Kannada, Kodagu, Shivamogga, Uttara Kannada, and Chikkamagaluru districts.
Last year, the Muslim Central Committee of Dakshina Kannada and Udupi districts submitted a memorandum to Abdullakutty. They expressed their disappointment with Abdullakutty and stated that Mangaluru had a good number of applicants ever since it was identified as an embarkation point. 
Now, they have to travel to Bengaluru. 

UT Khader, speaker of the Karnataka legislative assembly, pointed out that several Union ministries are involved in the process of designating embarkation points for the haj.

“We are not sure why MIA as an embarkation point was removed. Is it because of fewer applications, or are airlines not willing to bid for MIA as an embarkation point? Is it only an issue with MIA as an embarkation point, or are there other airports in the country facing similar issues? We will try to find out and seek answers. Meanwhile, we will also start working at the earliest so that MIA is considered as an embarkation point for hajj next year,” said Khader.

With the Karnataka transport department extending the deadline for the installation of High Security Registration Plate (HSRP) twice--- in November last year and February, it is no longer planning to extend the same. The department ordered for the installation of HSRP before May 31.

The transport department through a notification in August last year, had mandated the installation on all the vehicles that were registered in the state prior to April 1, 2019. According to transport officials, there are nearly two crore vehicles that are supposed to get HSRP for their vehicles.

“As of now, the state has registered only 34 lakh HSRP installations, despite extending the deadline twice. From nearly 18 lakh installations since February, the numbers have almost doubled. However, there are still a large number of vehicles that have to opt for HSRP,” said C Mallikarjuna, Additional Commissioner for Transport (Enforcement).

“We will wait till May 31 to check for the total number of vehicles that fall in line. We are expecting HSRP installations to touch 75 lakh, after which we will consider an extension as the numbers indicate that people are falling in line and if some more time is given everyone will get it done. However, if we do not reach that number before the deadline, we will request the government not to extend the deadline but urge for an enforcement,” he said.

He also stated that a fine of Rs 500 will be imposed for the first time and if vehicle owners do not fall in line, it will be Rs 1,000 later until they have installed HSRP. “We will wait till the Model Code of Conduct ends and take the government’s opinion. We are going to request the government for strict enforcement if the HSRP installations are not satisfactory,” he added.

Mangaluru, May 3: The Mangaluru City Corporation will resort to water rationing from May 5 as the Thumbe vented dam, which supplies drinking water to the city, is facing a shortage in water storage.

Instead of daily supply, water will be supplied on alternate days, the Executive Engineer (Water Supply) at the corporation said in a release.

The release said that water will be supplied to Mangaluru City North on May 5. There will be no water supply to Mangaluru City North on May 6. Instead water will be supplied to Mangaluru City South on May 6. Likewise the supply on alternate days will continue.

The inflow in the Netravathi has stopped, the release said, requesting people to cooperate with the corporation and not waste water for washing vehicles and other purposes.

An engineer at the corporation said that water level at the dam stood at 4.27 m on Wednesday against the full storage level of 6 m. If water is supplied daily to the entire city (Mangaluru City North and Mangaluru City South) the existing storage will last only for 16 days, the engineer said. Hence the decision to supply water on alternate days has been taken to supply water till May-end.
