Authentic survey to be carried out prior to issue of PR cards: Ponnuraj

Mangalore, September 3: The Property Cards (PR Cards) which would be given to owners of properties as part of the implementation of the Urban Property Ownership Records (UPOR) project, would act as a 'mirror' which would reflect the true property status in the city, said V Ponnuraj, Commisioner, Survey Settlement and land records and head of Urban Property Ownership records project.

Addressing corporators at a meeting convened at the Mangalore City Corporation to clarify doubts concerning the UPOR project on Monday, Mr. Ponnuraj said that the PR Card would reflect the spatial reality of the property besides explaining its legal status.

The project implementation work has advanced at a good pace at Mysore and Shimoga cities but there were hitches as far as Mangalore was concerned since the work carried out by the private partnering agency was not satisfactory. A different agency has been entrusted with the job of conducting survey and helping in the implementation of the project in the city, Mr. Ponnuraj said. In Mysore and Shimoga, survey work has seen 100% completion, he said, stating that now issuance of PR cards is in the process there. In Hubli-Dharwad, one third of survey work is still pending while Bellary and Mangalore cities are also yet to see completion of survey work, he said.

During the survey, the space dimensions, past record of the property in terms of RTC, municipal documents and other records etc are ascertained and only after a complete information gathering is a property card granted to the owner of the property, Mr. Ponnuraj said. Factors such as lease, loans, river flow over the concerned property etc are also taken into consideration, he reveald. Markings are made after informing the owner of the property as well the owners of the neighbouring properties, he said. A duration of 30 days is allotted to the concerned parties to place before the UPOR authorities any complaints with regard to the survey and after the completion of the said duration, the card is finalled, he said. However, Mr. Ponnuraj added that even after granting a PR card, there is scope for people to challenge its issuance and disprove the survey details false by taking the matter to court, within 3 years of issuance of the card.

Responding to the query of one of the corporators with regard to the fees people would have to pay to get the PR cards, Mr. Ponnuraj said that no money is charged from people for UPOR processes up till the issuance of the card. To obtain the cards, property owners would have to pay charges based on the category that they belong to. Charges would also be determined depending on the size of the concerned property, he said. For the poor and lower middle class, and the minimum plot (about 600 sq. ft) charges would range from Rs. 300-500, he said, while property owners of commercial as well as residential properties measuring more than 1 acre would have to shell out around Rs. 4,500-5,000. The payments would be one-time payments.

When asked about irregularities in the already existing RTC and other records, Mr. Ponuraj said that adjacent lands would also be surveyed and an honest attempt at ascertaining whether some portion of the property had been wrongly encroached would be made before entering data into the Property card. If adjacent land records are also found to be correct, then the existing land record details would be considered for the concerned property, he said.

In case of the land or property being disputed and being sub-judice, a survey would be conducted nevertheless and name of the owner would be mentioned as mentioned in the records but it would be recorded in the PR Card that the matter is in the court of law, he said.

In case of divisions of property, new property numbers would be given and separate cards would be made, Mr. Ponnuraj said. A UPOR Cell would come into existence in the region which would keep track of such updates and developments, he informed. In case of a property being in the name of a person who is no more, it would be seen if his children are willing to divide the property. If they do not, then the PR card for the property will be issued in the name of all children, he said.

About two and a half lakh properties exist in Mangalore and each one has to be given a PR card, he said. The PR card will serve as a legal document for registration and statutory purposes. There is no scope for cheating with PR card, he added, stating that voter ID cards and UID cards would be linked to the PR card.

The project is being implemented on a Public Private Partnership (PPP) basis, Mr. Ponnuraj said, stating that 66% of the funding is being done by the government while 33% of the investement has to come from private agency. The private party has been made to invest so that the quality of work is maintained and that its output is linked to the investment, he said.

N Yogish Bhat, Deputy Speaker, Karnataka Legislative Assembly, Gulzar Banu, Mayor, Amitha Kala, Deputy Mayor and Dr. Harish Kumar, Commissioner, MCC, were also present.

Udupi: Udupi became the second city on the Karnataka coast after Mangaluru to launch water rationing, a senior official said on Tuesday.

Commissioner of the Udupi City Municipal Corporation Rayappa said that the rationing system will come into force from Wednesday and will continue till the water in the reservoir reaches comfortable levels.

The dam built across the Swarna river at a place called Baje, which is the only source of water for Udupi city, recorded 3.25 meters of water as against the top level of 6.30 meters.

The decision of water rationing will be reviewed periodically until the reservoir regains its fullest levels, the official said.

The Mangaluru City Corporation resorted to water rationing on Saturday following declining water levels in the reservoir built across the Nethravati river at Thumbe.

Israeli military aircraft have heavily bombed the city of Rafah in the southern Gaza Strip accompanied with ground advances shortly after the Palestinian resistance movement Hamas said it had agreed to a proposal on ceasefire in Gaza.

A Palestinian journalist reported flares in the night sky, while locals said dozens of reconnaissance drones flew overhead.

The official Palestinian news agency Wafa and Egyptian media said Israeli military vehicles advanced towards the Palestinian side of the Rafah crossing with Egypt, as well as the Karem Shalom crossing with the Israeli-occupied territories.

A Palestinian security official and an Egyptian authority have told the Associated Press news agency that Israeli tanks have entered Rafah, reaching as close as 200 meters from Rafah’s border crossing with neighboring Egypt.

The Israeli military has said it was conducting “targeted strikes” against Hamas in eastern Rafah.

Israeli prime minister Benjamin Netanyahu's office has also said "Israel is continuing the operation in Rafah to exert military pressure on Hamas" in order to advance the release of captives and what it called "the other objectives of the war."

In the meantime, it described the proposal on ceasefire as "far from Israel's essential demands," but added that it would send negotiators for talks "to exhaust the potential for arriving at an agreement."

The military strikes on Rafah came ahead of talks in Egypt on Tuesday aimed at sealing a truce proposal accepted by Hamas, which was put forward by Qatari and Egyptian mediators. 

According to a copy of the proposal, there will be three phases to ending Israel’s onslaught against Gaza.

The first phase calls for a complete withdrawal of Israeli troops from the Netzarim corridor and the return of displaced Palestinians to their homes. The second phase involves an announcement of a permanent cessation of military operations. In the last phase, there would be a complete end to the blockade of the Gaza Strip. 

In return, Israel would be required to release an unspecified number of Palestinian prisoners, withdraw its troops from certain regions of the Gaza Strip, and allow Palestinians to travel from the south of the coastal sliver to the north.

About 1.5 million Palestinians are sheltering in Rafah, once designated a “safe zone” by the Israeli military. Palestinians are now struggling to evacuate the city, after the Israeli military dropped leaflets ordering them to leave as a large-scale assault on the city is planned.

UN Secretary General Antonio Guterres has said that a ground invasion of Rafah would be “intolerable” and called on Israel and Hamas “to go an extra mile” to reach a truce deal.

“This is an opportunity that cannot be missed, and a ground invasion in Rafah would be intolerable because of its devastating humanitarian consequences, and because of its destabilizing impact in the region,” Guterres told reporters on Monday ahead of a meeting with Italian President Sergio Mattarella in New York.

Jordanian Foreign Minister Ayman Safadi has also warned that Israel is “jeopardizing the deal by bombing Rafah.”

Mangaluru: Congress leader and five-time Belthangady MLA K Vasanth Bangera, passed away on Wednesday, at a private hospital in Bengaluru on Wednesday. He was 79.

His health condition had worsened recently, and he was shifted to Bengaluru for treatment. His body is likely to be brought to Belthangady on May 9 and will be kept for public homage, family sources said.

He has the credit of contesting from all three parties - BJP, Janata Dal and Congress. Since 1983, he had contested nine assembly elections and won five times.

Bangera had entered the Legislative Assembly by winning Belthangady constituency as a BJP candidate in 1983 against Gangadhar Gowda of the Congress.

He won had the elections again in 1985 and later joined the Janata Dal. However, he lost the election against Gangadhar Gowda of Congress in 1989.

He became an MLA once again for the third time in 1994. In the 1999 election, Bangera lost to his brother Prabhakar Bangera who contested from BJP.

In 2008, Bangera joined the Congress and won the elections for the fourth time. In 2013, he had once again won the elections against Ranjan Gowda of the BJP, but he also lost the elections to sitting MLA Harish Poonja of the BJP in 2018.

He was born to Kede Subba Poojary and Devaki. He is survived by his wife Sujitha V Bangera, and two daughters Preethitha and Binutha.
